Longevity Pay
Department uniformed personnel get a longevity pay of 10% of their monthly salary for every 5 years of service, starting from their original appointment until the integration of PC and INP.

Quarter Allowance
This allowance is provided to officers and non-officers who do not have living quarters provided by the PNP, where they can accommodate their families.

If they acquire housing units or living quarters, they lose this allowance, benefiting the PNP Housing Board. (Ref: NAPOLCOM Resolution 91-18).
Regular Subsistence Allowance
This is an allowance provided to all uniformed PNP members to help cover the cost of their daily meals, totaling ₱150.00 per day or ₱4,500 per month. (Ref: Joint Resolution No. 1 effective January 1, 2018).
Clothing Allowance
This is an allowance provided to cover the expenses of maintaining uniforms that PNP members wear daily. It’s paid at a rate of ₱200.00 per month for both officers and non-officers. (Ref: NAPOLCOM Resolution 91-18).
This allowance is given as basic occupational hazard pay due to the risky nature of law enforcement work. For all uniformed personnel, the fixed Hazard Pay amount is now ₱540.00 per month. (Ref: NAPOLCOM Resolution 91-18).
Personnel Economic Relief Allowance (PERA)
This allowance, effective from January 1, 1991, is provided to all PNP uniformed personnel below the rank of Police Major, including PNPA cadets, amounting to ₱500.00 per month.
Additionally, due to the increased cost of living, an additional ₱1,500.00 compensation is provided along with the initial ₱500.00.
The current PERA (Personal Economic Relief Allowance) is ₱2,000.00 per month. (Ref: NAPOLCOM Resolution 91-18; Budget Circular Nr 2009-3).
Laundry Allowance
This allowance is meant to cover laundry expenses for PNP uniformed personnel who frequently appear in public or attend ceremonies, necessitating the use of presentable uniforms.
Officers receive ₱60.00 per month, while non-officers receive ₱30.00 per month, paid monthly. (Ref: Office of the President Memorandum dated August 28, 1997).
Gratuity Pay
This allowance is provided to individuals who have been honored with the Medal of Valor, the highest military decoration awarded for acts of exceptional bravery and courage.
Recipients of this medal are entitled to a monthly gratuity of twenty thousand pesos (₱20,000.00) as a token of recognition for their extraordinary valor and service. (Ref: Circular No. 2001-010).
Hospital Subsistence Allowance
This is an extra allowance provided on top of the regular subsistence allowance for PNP uniformed personnel.
It covers the cost of free daily meals provided to them during their stay in PNP hospitals and/or dispensaries.
The allowance amounts to ₱30.00 per day. (Ref: NAPOLCOM Resolution 91-18).
Civil Disturbance Control (CDC) Subsistence Allowance
This additional allowance is provided on top of the regular subsistence allowance for PNP personnel. Its purpose is to support the meal requirements of PNP uniformed personnel involved in Civil Disturbance Control operations.
Each personnel engaged in such operations is entitled to receive an allowance of ₱30.00 per day to cover their meal expenses. (Ref: NAPOLCOM Resolution 91-18).
Training Subsistence Allowance
This is an extra allowance, called a training emolument, given to PNP uniformed personnel undergoing local training in various institutions.
This includes training in the AFP, PNP training institution, OJT, or local educational institutions, aimed at enhancing their knowledge, skills, and career advancement.
Each student/trainee receives ₱30.00 per day multiplied by the duration of the course, paid through the school. (Ref: NAPOLCOM Resolution 91-18).
Combat Duty Pay
This is a monthly allowance of ₱3,000.00 provided to uniformed personnel of the Philippine National Police (PNP) who are actively involved in police operations.
This allowance is set as per the provisions outlined in Sections 1 and 2 of Executive Order No. 03, series of 2016.
Combat Incentive Pay
This is a daily allowance of ₱300.00 provided to PNP uniformed personnel directly engaged in combat against insurgents, terrorists, and lawless groups.
Here are the conditions:
- The operation must have a specific combat mission outlined in a Mission Order (Letter Order).
- Personnel involved must be part of the PNP’s published task organization as per the Mission Order.
- Each individual’s total combat incentive pay should not exceed ₱3,000.00 per month.
- This incentive pay is additional to the combat duty pay of ₱3,000.00 for eligible PNP personnel. (Ref: Sec 3 EO No. 03, s 2016).
Hazardous Duty Pay
This is an allowance for PNP uniformed personnel facing specific occupational hazards or risky jobs, risking life, limbs, or health.
It amounts to fifty percent (50%) of their base pay according to their rank. (Ref: NAPOLCOM Resolution No. 91-18).
Radiation Hazard Pay
This is extra pay for skilled PNP personnel who work with radioactive materials and face risks due to overexposure.
The allowance can’t go beyond fifteen percent (15%) of their base pay according to rank. (Ref: NAPOLCOM Resolution No. 91-18).
Incentive Pay
This is an incentive pay provided to licensed professionals in the fields of Medicine, Veterinary Science, Dentistry, Nursing, and Law who have joined the Philippine National Police (PNP).
They receive a monthly incentive of ₱200.00, which is added to their regular monthly paycheck. (Ref: NAPOLCOM Resolution No. 91-18).
PNP personnel teaching for at least 48 hours a month get a 25% bonus on their base pay, where teaching, research, and supervision time counts towards it.
PNP personnel assisting with major PNP training receive a 10% bonus on their base pay.
Specialist Pay
This pay is for deserving PNP non-officers not in critical areas (not eligible for combat pay) who have shown skill, training, experience, and knowledge in specific police duties and specialties. (Ref: NAPOLCOM Resolution No. 91-18).
All PNP pilots and aircraft crew who regularly fly are eligible. Accredited PNP pilots must maintain an average of four (4) hours of flight per month.
They receive flying pay equal to fifty percent (50%) of their base pay. (Ref: NAPOLCOM Resolution No. 91-18).
Sea Duty Pay
This is given to PNP personnel assigned to units for law enforcement on inland waters (lakes and rivers) and coastal/territorial waters.
The PNP Maritime Command pays them twenty-five percent (25%) of their base pay monthly or quarterly. (Ref: NAPOLCOM Resolution No. 91-18).
CAPCOM Incentive Pay
This allowance is provided because of the unique mission and area of CAPCOM, which covers Metro Manila.
It applies to all PNP uniformed personnel assigned to CAPCOM, including those in the five Police District Commands. The allowance is ₱2.50 per day or ₱75.00 per month. (Ref: NAPOLCOM Resolution No. 91-18).
Special Clothing Allowance
This is an allowance for PNP personnel who frequently appear in public or attend ceremonies and are required to wear presentable uniforms.
Officers receive ₱300.00, while non-officers receive ₱150.00.
Additionally, there’s an annual maintenance allowance given from the date of issuance of the initial special clothing allowance:
Officers receive ₱80.00, and non-officers receive ₱40.00. (Ref: NAPOLCOM Resolution No. 91-18).
Cold Weather Clothing Allowance
This allowance is given to uniformed personnel assigned in cold areas where cold-weather clothing is needed. It helps them buy the necessary clothing.

PNP personnel in these areas receive ₱1,000.00 for the first year and ₱300.00 annually for maintenance.
Winter Clothing Allowance
This allowance supports PNP personnel going for foreign schooling/training to buy required winter clothing abroad (Ref: NAPOLCOM Resolution No. 91-18).
Star Rank Officers receive $300, while other PNP personnel receive $250.
Initial Clothing Allowance
This allowance is provided to all PNP recruits who are joining the PNP for the first time, whether as Police Commissioned Officers (PCO) or Police Non-Commissioned Officers (PNCO).
The amount of the allowance is ₱20,000.00.
Replacement Clothing Allowance
This allowance is provided to uniformed personnel every three years of continuous service, starting from the year they entered the service.

Hardship Allowance
This allowance is for PNP personnel assigned to remote stations or sites inaccessible by regular transportation, covered by official orders. HDP, RHP, and other allowances are waived.
Officers receive ₱300.00 per month, while non-officers receive ₱150.00 per month. (Ref: Fiscal Directive Nr 2016-05).
Burial Allowance
This is financial support given to the family of a deceased PNP personnel, regardless of the cause of death. (Ref: NAPOLCOM Resolution No. 91-18)

PNP Ranks, Salary, and Allowances 2024
The Philippine National Police (PNP) is the primary government agency tasked with promoting peace and order, ensuring public safety, and effectively carrying out its mandate of performing police functions. It is the civilian national police force of the Philippines.
Members of the PNP, like all government employees, are salaried and receive government benefits. Let us now learn more about their salaries and other benefits based on their rank.
The PNP is one of three tri-bureaus within the Department of the Interior’s Local Government (DILG) whose salaries were increased in January 2018 as a result of Joint Resolution No. 1 series of 2018. Other tri-bureaus include the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP).
The base pay refers to the fixed monthly salary received by uniformed PNP officers and employees. It is mandated by Joint Resolution No. 1 signed by President Duterte to adopt the fourth tranche of the modified salary schedule, which includes “uniformed personnel under the Department of Interior and Local Government (DILG),” which includes the National Police Commission (NAPOLCOM), which is in charge of the administration and control of the Philippine National Police (PNP).
As a result of the implementation of the fourth tranche of the modified salary schedule, the following is the base pay for all uniformed personnel of the Philippine National Police:

Longevity Pay
For every five (5) years of service in the department, uniformed personnel is entitled to a longevity pay of ten percent (10 percent) of their basic monthly salaries. This period shall be calculated from the date of the personnel’s original appointment in the AFP or appointment in the police, fire, or jail or other allied services to the date of the department’s integration with the PC and the INP, provided that the total number of years of service in the department does not exceed ten percent (10 percent) of their basic monthly salaries (Ref: Section 71, Chapter VII, Republic Act 6975).

Regular Allowances
Apart from the basic salary, all uniformed members of the PNP are entitled to the following benefits on a regular basis. Refer to Section 71 of RA 6975 for more information:
Quarter Allowance
Officers and non-officers who are not provided with living quarters, housing PNP units, or living quarters where their families can be accommodated under the auspices of the PNP are eligible to receive this stipend from the government. Individuals who acquire housing units/living quarters automatically relinquish their entitlement to this allowance in favor of the PNP Housing Board.

Clothing Allowance
PNP members are expected to wear uniforms on a daily basis, and this stipend is provided to cover the costs of maintaining the uniforms. This is charged at a rate of ₱200.00 per month for both officers and non-officers, regardless of rank.
Regular Subsistence Allowance
In the Philippines, all uniformed members of the PNP are provided with a stipend to assist them in defraying the cost of their daily regular meals. The stipend amounts to ₱150.00 per day or ₱4,500 per month for each member.
It is a basic occupational hazard pay allowance that has been granted because the law enforcement profession is a hazardous one. Hazard Pay for all uniformed personnel is now fixed at 540.00 per month for all uniformed personnel.
Laundry Allowance
PNP uniformed personnel whose regular public appearances, frequent attendance at ceremonies, and assignment to units/activities necessitate the wearing of a presentable uniform at all times are entitled to a laundry allowance at the rates set out in the table below.
- Officers make ₱60.00 per month (payable on a monthly basis)
- The monthly allowance for a non-officer is ₱30.00. (payable on a monthly basis)]
Personnel Economic Relief Allowance (PERA)
Every uniformed member of the Philippine National Police (PNP) below the rank of Police Major, including PNPA cadets , receives a monthly allowance of ₱500.00.
In addition to the Php500.00, an additional incentive of ₱1,500.00 will be provided as a result of the rising cost of living in the Philippines. The current PERA rate is two thousand pesos per month (₱2,000.00) in the Philippines.
When someone receives the Medal of Valor, they are presented with gratuity pay. The awardee will receive a monthly gratuity of ₱20,000 in addition to his or her salary.
Collateral Pay and Allowances
The following are additional benefits received by uniformed personnel of the PNP in addition to the regular allowances.
Hospital Subsistence Allowance
A supplement to the PNP uniformed personnel’s normal subsistence allowance, reflecting the free daily meals provided to them while confined in PNP hospitals and/or dispensaries, which amounts to a daily sum of ₱30.00, is provided to them as compensation.
Civil Disturbance Control (CDC) Subsistence Allowance
In addition to the PNP uniformed personnel’s daily subsistence allowance, this allowance of ₱30.00 per day is given in order to support the meal requirements of PNP uniformed personnel who are engaged in any Civil Disturbance Control operations.
Training Subsistence Allowance
Additionally to the normal subsistence allowance, it is provided to PNP uniformed personnel who are undergoing local training in the Armed Forces of the Philippines (AFP), PNP Training College, OJT, or schooling in a local educational institution where they are learning and gaining experience for professional or career advancement. It is also known as a training emolument.
During the duration of the course, the school will charge each student/trainee a fee of ₱30.00 per day multiplied by the number of days the course will last.
Combat Duty Pay
A fixed monthly allowance of ₱3,000.00 is provided to uniformed personnel of the Philippine National Police (PNP) who are engaged in actual police operations.
Combat Incentive Pay
According to Section 3 of Executive Order No. 03, signed in 2016, it is a ₱300.00 per day allowance for uniformed personnel of the Philippine National Police who participate directly in actual combat against members of various insurgent, terrorist, and lawless elements, subject to the following conditions:
- – The operation must be in support of a specific combat mission that has been duly authorized by a Mission Order (Letter Order). The personnel involved in combat must be in the published task organization of the PNP Mission Order;
- Individuals shall not receive more than three thousand pesos (₱3,000.00) in additional combat incentive pay per month in total for each individual.
- In addition to the combat duty pay of ₱3,000.00 for qualified uniformed personnel of the PNP, combat incentive pay shall be paid in addition to and above the combat duty pay.
Hazardous Duty Pay
It is a stipend given to uniformed personnel of the Philippine National Police for exposure to specific occupational hazards or elements, or for performing hazardous jobs that pose a high risk of losing one’s life, limbs, or a likely deterioration in one’s health. It is equal to fifty percent (50 percent) of the base pay authorized by rank.
Radiation Hazard Pay
It is a form of incentive pay for PNP skilled personnel whose nature of work exposes them to the dangers of excessive exposure to radioactive elements. The payment of said additional allowance must not exceed fifteen percent (15%) of the base authorized by rank.
Incentive Pay
A member (licensed) of the Medical, Veterinary, Dental, and Legal professions who have joined the PNP will receive an incentive payment in the form of a cash bonus. The incentive is paid at a rate of ₱200.00 per month, which is incorporated into the employee’s monthly pay check.
Specialist Pay
Deserving non-officer personnel of the PNP who are not assigned in critical areas (in order to qualify for combat pay) and who have demonstrated efficiency and effectiveness through their skills, aptitude training, experiences, and knowledge of specific police duties and specialties is eligible for this payment.
All PNP pilots and aircraft crews whose duties necessitate regular and frequent aerial flights are eligible for this allowance as long as they meet the flying time requirements of four (4) hours of aerial flight per month. The flying pay rate is set at fifty percent (50%) of their authorized base pay.
Sea Duty Pay
It is given to all Philippine National Police (PNP) personnel who will be assigned in PNP units that will be activated for law enforcement duties in our inland waters (lakes and river systems) as well as coastal and territorial waters. At the end of each month or at the end of each quarter, the PNP Maritime Command pays its personnel at a rate of twenty-fifth percent (25 percent) of their base pay, which is distributed monthly.
Capital Region Command (CAPCOM) Incentive Pay
It is a stipend based on the distinct nature of CAPCOM’s mission and functions in relation to its geographical region, Metro Manila. All PNP uniformed personnel assigned to CAPCOM, regardless of whether they are assigned to one of the five (5) Police District Commands, are covered by this. A monthly allowance of ₱75.00 or a regular allowance of ₱2.50 per day.
Special Clothing Allowance
In the Philippines, it is a stipend given to uniformed PNP personnel who make regular public appearances or attend ceremonies, and who are assigned to units or activities that require them to maintain a professional appearance at all times. The amounts to be earned are as follows: for PCO, ₱300; for PNCO, ₱150.
Starting with the date of issuance of the first special clothing allowance, an additional sum is charged for maintenance: for PCO, it is ₱80, and ₱40 for PNCO.
Cold Weather Clothing Allowance
It is an additional allowance given to all uniformed personnel assigned in cold climates where cold weather clothing is recommended, if not required, for their protection. This allowance enables PNP personnel to purchase the cold-weather clothing that is required by law. All PNP personnel who have been assigned to specific areas within the following geographic regions:

The initial payment of ₱1,000.00 is made to all PNP personnel assigned in the aforementioned areas for the first year, followed by an annual maintenance fund of ₱300.00 for the following years.
Winter Clothing Allowance
It is a stipend given to all uniformed personnel of the Philippine National Police who will be undergoing foreign schooling or training in order to cover the costs of acquiring the necessary winter clothing while abroad (Ref: NAPOLCOM Resolution No. 91-18):
- Star-Ranked Officers — $300
- Other PNP uniformed personnel- $250
Initial Clothing Allowance
It is a monetary allowance of ₱20,000.00 given to all new PNP recruits who join the PNP for the first time, regardless of whether they are PCOs or PNCOs.
Replacement Clothing Allowance
It is an allowance that is paid every three years of continuous service after that and is calculated from the year in which the individual joined the uniformed service. The following adjustments will be made to RCA rates:

Hardship Allowance
All PNP personnel assigned to Loran Station and Border Crossing Station, as well as other units/stations/sites/ that are isolated and inaccessible by normal air, water, or land transportation, and who are covered by official orders, are eligible for this allowance. (Refer to Fiscal Directive Nr 2016-05): The PNP is required to waive HDP, RHP, and other collateral allowances.
- ₱300.00 per month for an officer.
- Non-Officer — ₱150.00 per month
Burial Allowance
Financial assistance to the bereaved family of a uniformed member of the PNP in the event of his death, regardless of the circumstances surrounding his death.

Other Financial Benefits
The following are additional benefits received by uniformed personnel of the PNP in addition to the regular and collateral allowances.
Anniversary Bonus
In order to be eligible, PNP uniformed personnel must have served for at least one (1) year in the PNP as of the date of the milestone year (15th anniversary and every five (5) years thereafter), and they must not have been convicted of any offense in connection with their work during the five-year period between milestone years. a sum not exceeding ₱3,000.00 shall be received as payment
Mid-Year (13th Month) Bonus
It is equivalent to one (1) month’s basic salary as of May 15, and shall be granted to those who have rendered at least four (4) months of satisfactory service and are still in service as of the same date, and shall be given not earlier than May 15 of each year.
Year-End (14th Month) Bonus
It is equivalent to one (1) month’s basic salary, and a cash gift at the prescribed rates will be given in November of each year.
Enhanced Performance-Based Bonus
It is equivalent to one (1) month to two (2) months’ basic salary and will be phased in over two (2) years beginning in the fiscal year 2017. The enhanced PBB will be granted using a progressive rate system. The amount of PBB increases in proportion to the position and responsibility for improving agency performance.
Productivity Enhancement Incentive
It shall be distributed no earlier than December 15 of each year to all qualified government employees at a cost of Five Thousand Pesos (₱5,000) per employee with the goal of increasing the productivity of government employees.
Officers’ Allowance
It will be provided to uniformed personnel of the PNP as an interim measure until the base pay schedule has been modified and rationalized in accordance with Executive Order No 201, series of 2016.

Rice Subsidy
It is a cash-based interim allowance that will be equivalent to twenty (20) kilos of rice or a total of Six Hundred Fifty Pesos (₱650.00) per month, whichever is greater.

Salary Assignment Section . Salary Assignment Section , formerly called the Class E Allotment Section was first established in 1972 similar to that section in GHQ AFP pursuant to Circular No. 37 dated June 22, 1972. This Circular was applied in the Military and was also adopted by former members of PC/INP Uniformed Personnel. In August 21, 1995, PNP Circular No. 95-005 was formulated and in effect because of a new PNP law which was enacted in 1991. On October 4, 2005, PNP Circular No. 2002-001 was superseded by PNP Circular Number 2005-001 in order to cope up with the changing times and be more responsive to the present situation. The Salary Assignment system was devised and implemented in order to lessen the burden of the PNP personnel in sending their financial assistance to their families, loved ones or anybody whom they have a periodic/regular financial assistance or commitment. This Section facilitates the application for Salary Assignment of both Police Commissioned and Non-Commissioned Officers of the PNP . This Section likewise prepares replacement vouchers for those assignees whose issued CFCs were staled due to unclaimed remarks. It cancels CFCs of assignees whose assignors were reported AWOL, suspended, retired/separated, or deceased. It also answers inquiries from assignees and indexes CFCs issued to the assignees. Report of Changes to effect new application and request for changes such as increase or decrease in the amount of allotment, change in status of the assignor and change of address shall be made in writing by the assignor thru channels; cancellation or discontinuance of assignment maybe made thru the written request of the assignor with the concurrence/consent of the assignee and recommendation of his immediate Chief of Office upon proper investigation of the necessity for cancellation or discontinuance of the assignment, are prepared by the Salary Assignment Section of PNP Finance Service and transmitted to PNP Computer Service for implementation. The policies states that any married police personnel who does not live together with his wife and/or children in the conjugal abode due to the exigencies of the service is required when so requested by his wife and/or children; any married police personnel who is exempted from the obligation of supporting his spouse, for reason provided by law or court order, is required to give a reasonable monthly allowance in favor of his legitimate child or children; any unmarried police personnel who has difficulties in remitting his pay to his dependent due to the great distance of his place of assignment may execute a Salary Assignment . Whenever the prospective Assignee is a person who is NOT the lawful spouse, legitimate unmarried minor children, legitimate father or mother, or legitimate brother or sister of the Assignor, the Chief of Office shall conduct an inquiry or investigation on the matter with a view of determining whether the application for assignment arose from illegitimate or common-law relationship involving the Assignor. If in the affirmative, the application shall be disapproved and the record of inquiry or investigation together with the supporting papers shall be forwarded through channels to the office of the appropriate Disciplinary Authority who has jurisdiction for dispositive action. The amount to be allotted should be specifically stated and should be subject to the provision of the New Civil Code and Family Code of the Philippine s and other pertinent laws.

Joint Resolution No. 1 of the Philippine Legislature was signed by President Rodrigo Duterte in 2018. It established the basic pay for uniformed personnel in the Military Forces and PNP. Beginning in 2019, the basic PNP salary in the Philippines will be increased based on their rank. This blog will detail the PNP salary grade in 2023.

The Philippine National Police (PNP) is the primary law enforcement agency in the country, responsible for maintaining peace and order, preventing crime, and protecting the people and their property. As a vital institution of the Philippine government, the PNP ensures that law and order are upheld and that citizens are safe.
Commissioned officers are those who have obtained a degree from a recognized institution and have successfully passed the PNP entrance examination. They hold higher ranks, such as Police Inspector, Superintendent, Chief Superintendent, and Director. They also have the authority to command and manage police operations.
On the other hand, non-commissioned officers in the PNP are those who have not obtained a degree but have completed the required training and have passed the PNP entrance examination. They hold lower ranks, such as Police Officer 1, Police Officer 2, Senior Police Officer, and Police Non-Commissioned Officer. They primarily perform operational and support duties under the supervision of commissioned officers as Patrolman/Patrolwoman up to the rank of Police Executive Master Sergeant.

In addition to the monthly basic salary, our men and women in blue are also eligible for monetary perks and allowances. The standard PNP uniformed personnel receives the following basic allowances:
- Regular Subsistence Allowance: Php150 per day
- Clothing Allowance: Php 200 per month
- Hazard Pay: Php 540 per month
- Personnel Economic Relief Allowance: Php 2,000 per month
- Laundry Allowance: Php 60 per month for Officers

Employees in PNP uniform who have dedicated years of their professional lives to serving the Filipinos are rewarded with longevity pay. It builds up over time, beginning in year 5 with 10% of PNP personnel’s base wage. In year 10, the longevity compensation for PNP employees will increase by an additional 10%. Every five years, this process is repeated until the cumulative longevity compensation reaches 50% of the base salary.

Longevity Pay
Longevity Pay, also referred to as Long Pay, is an additional remuneration given to dedicated and consistently uniformed personnel of the Philippine National Police (PNP) in recognition of their continuous and satisfactory service within the organization.
This benefit is granted to PNP personnel who have served for at least five years, and the Long Pay amount increases proportionately to the length of their service.
The primary objective of this benefit is to motivate PNP personnel to remain in service and deliver exceptional performance over an extended period.
Qualified uniformed personnel in the department are entitled to receive Longevity Pay, equivalent to ten percent (10%) of their basic monthly salary for every five (5) years of service.
The length of service is calculated from the date of the personnel’s initial appointment in the Armed Forces of the Philippines (AFP) or their appointment in the police, fire, prison, or other related services until the integration of the Philippine Constabulary (PC) and Integrated National Police (INP).
However, it is important to note that the total amount of Longevity Pay granted should not surpass fifty percent (50%) of the individual’s basic pay.

Regular Allowance
In addition to their basic salary, all uniformed members of the PNP receive a range of allowances regularly.
These allowances are designed to assist PNP personnel and their families in meeting their daily needs.

Quarter Allowance
This allowance is granted to PNP personnel who do not have access to government-provided quarters.
The allowance amount varies based on the personnel’s rank and the location where they are stationed.
Those who have received some housing units/living quarters immediately lose this payment to the PNP Housing Board.

Regular Subsistence Allowance
Every uniformed member of the PNP is provided with a daily meal allowance to help them cover their food expenses.
This allowance is designed to help alleviate the cost of meals incurred during their duties.
The daily meal allowance is set at ₱150.00 per day or ₱4,500 per month .
Clothing Allowance
The purpose of this annual allowance is to support PNP personnel in their uniform-related needs.
The allowance amount is determined based on the rank and position of each individual.
Since PNP members are obligated to wear uniforms as part of their daily duties, they receive a stipend to help cover the expenses of maintaining these uniforms.
The stipend is set at a rate of ₱200.00 per month, applicable to officers and non-officers.
This allowance serves as financial assistance to ensure that PNP personnel can wear proper uniforms without incurring significant personal costs.
Special Clothing Allowance
It is a stipend provided to uniformed PNP staff who make regular public appearances or attend ceremonies and are assigned to units/activities requiring them to wear a presentable uniform at all times.
The sum to be earned is as follows: for PCO ₱300 and PNCO ₱150.
From the date the initial special clothing allowance is issued, an additional maintenance sum is charged for PCO ₱80 and PNCO ₱40.
Initial Clothing Allowance
It is a ₱20,000.00 allowance given to all PNP recruits joining the PNP for the first time, whether as PCO or PNCO.
Replacement Clothing Allowance
It is a payment made after three years of continuous service, beginning with the year they joined the uniformed service.
The following changes will be made to the RCA rates:

It is a basic occupational hazard pay allowance granted because law enforcement is a dangerous profession.
The fixed amount of Hazard Pay for all uniformed personnel is now ₱540.00 per month.
Radiation Hazard Pay
It is a form of incentive pay for PNP skilled personnel whose jobs require them to be exposed to radioactive elements in excess.
The payment of said additional allowance must not exceed 15% (15%) of the base authorized by rank.
Hazardous Duty Pay
A stipend is given to PNP uniformed personnel who are exposed to specific occupational hazards or elements or hazardous jobs that pose a high risk of death, limb loss, or health deterioration. It equals half (50%) of the base pay authorized by rank.
Training Subsistence Allowance
It is an additional payment, or training compensation, provided to PNP uniformed personnel undergoing local training in the AFP, PNP training college, OJT, or schooling in a local educational institution where they acquire knowledge, skills, and experience for professional or career advancement, in addition to the regular subsistence allowance.
The school charges each student/trainee at a rate of ₱30.00 per day, compounded by the course duration.
Laundry Allowance
It is a laundry allowance for PNP uniformed personnel whose regular public appearances, frequent attendance at ceremonies, and assignment to units/activities necessitate wearing a presentable uniform at all times, with the following rates.
Officer — ₱60.00 a month (payable every month) Non-Officer — ₱30.00 a month (payable every month).
It is offered to someone who has earned the Medal of Valor. The awardee will be paid a monthly gratuity of ₱20,000.
Personnel Economic Relief Allowance (PERA)
It is a monthly allowance of ₱500.00 given to all PNP uniformed personnel below the rank of Police Major, including PNPA cadets.
In addition to the Php500.00, an additional incentive of ₱1,500.00 will be provided due to the increasing cost of living.
The present PERA is two thousand pesos per month (₱2,000.00).
Hospital Subsistence Allowance
It supplements the PNP uniformed personnel’s regular subsistence allowance, reflecting the free daily meals given to them while confined in PNP hospitals and dispensaries, which amounts to ₱30.00 per day.
Combat Duty Pay
It is a fixed monthly allowance of ₱3,000.00 for PNP uniformed personnel engaged in actual police operations.
Combat Incentive Pay
It is a daily allowance of ₱300.00 for PNP uniformed personnel who are actively engaged in actual fighting against members of various insurgent, militant, and lawless elements, subject to the following conditions:
- The operation must be a specific combat mission authorized by a Mission Order (Letter Order).
- The personnel involved in combat must be part of the published task organization in the PNP Mission Order.
- The total additional combat incentive pay for each individual should not exceed ₱3,000.00 per month.
- The combat incentive pay is in addition to the ₱3,000.00 combat duty pay for qualified PNP uniformed personnel.
Specialist Pay
This pay is for deserving PNP non-officer personnel who have demonstrated efficiency and effectiveness through skills, aptitude training, experiences, and knowledge of specific police duties and specialties but are not assigned in critical areas (to qualify for combat pay).
Sea Duty Pay
It is given to all PNP personnel assigned to PNP units.
It will be activated for law enforcement in our inland waters (lakes and river systems) and coastal and territorial waters.
The PNP Maritime Command pays its employees at a monthly rate of twenty-five percent (25%) of their base pay, which is paid at the end of each month or quarter.
Pilots and crew members of PNP aircraft whose roles necessitate routine and frequent aerial flights.
All properly licensed PNP pilots, as long as they meet the monthly flying time requirement of four (4) hours of aerial flight.
The flying pay rate is 50% of their approved base pay.
Capital Region Command (CAPCOM) Incentive Pay
It is a stipend based on the uniqueness of CAPCOM’s mission and functions in its geographic region, Metro Manila.
This extends to all PNP uniformed personnel assigned to CAPCOM, regardless of whether they are assigned to one of the five (5) Police District Commands.
A regular allowance of ₱2.50 or a monthly allowance of ₱75.00.
Other Benefits
Other than the usual and collateral allowances, PNP uniformed personnel enjoy the following benefits:
Anniversary Bonus
It is for PNP Uniformed personnel who have served in the PNP for at least one (1) year as of the milestone year (15th anniversary and every five (5) years after that) and have not been found guilty of any offense related to their work during the five years between milestone years. Payment must be in the sum of ₱3,000.00 or less.
Mid-Year Bonus (13th Month Pay)
It is equal to one (1) month’s basic salary as of May 15 and shall be provided to those who have completed at least four (4) months of satisfactory service and are still in the service as of the exact date and shall be issued not earlier than May 15 of each year.
Year-End Bonus (14th Month Pay)
It is equal to one (1) month’s basic salary and is issued in November of each year at the specified rates.
Performance Based Bonus (PBB)
It will be enforced in two (2) phases and will be equal to one (1) month to two (2) months of basic pay.
The enhanced PBB will be granted using a progressive rate scheme.
The amount of PBB increases as the role and responsibility for enhancing agency efficiency rises.
Productivity Enhancement Incentive (PEI)
It shall be issued to all eligible government employees not earlier than December 15 of each year for Five Thousand Pesos (₱5,000) each to increase government employees’ productivity.
Rice Subsidy
The rice subsidy is a temporary cash allowance equal to 20 kilos of rice or ₱650 per month.

PNP Uniformed and Non-Uniformed Personnel (Promotion Overview)
Promotion is the conferment to the next higher rank with an increase in duties and responsibilities as authorized by law, usually accompanied by the corresponding increase in salary ( Ref: Section 33(a) of RA No. 8551 and Section 2 of RA No. 9708 ).
1. Regular Promotion . It refers to the promotion to the next higher rank granted to any uniformed personnel who passed the minimum qualification standard (Ref: Section 33 (a) of RA No. 8551 and Section 2 of RA No. 9708).
a. Second Level Promotion . Promotion from the rank of Patrolman to Police Lieutenant Colonel provided he/she meets the approved qualification standards (QS) required for every rank.
b. 3rd Level Promotion . Promotion from the rank of Police Colonel (PCOL) up to Police General (PGEN) provided he/ she is with the Promotional Zone of Consideration and designated to the approved Table of Organization (TO) positions.
2. Special Promotion/Meritorious Promotion . It refers to the promotion to the next higher rank granted to any uniformed personnel who has exhibited acts of conspicuous courage and gallantry at the risk of his/her life above and beyond the call of duty ( Ref: Section 33 (b) of RA No. 8551 and Section 2 of RA No. 9708 ).
Only police officers in the second level that is from the rank of Patrolman to Police Lieutenant Colonel shall be granted special promotion. There shall be no special promotion for third level ranks (PCOL to PGEN).
a . Spot Promotion . It is a special promotion conferred by the President of the Republic of the Philippines which shall be exempted from the validation of NAPOLCOM.

b. Posthumous Promotion . It is a special promotion given for acts of heroism exhibited in the face of an armed enemy or in the conduct of rescue/disaster operations resulting in the loss of life.
NUP Promotion . It refers to the advancement of one employee from one position to another with an increase in duties and responsibilities as authorized by law, and usually accompanied by increase in salary ( Ref: R.A. No. 7041 ).
a. 1st Level Promotion . Promotion from Salary Grade 2 to 9.
b. 2nd Level Promotion . Promotion from Salary Grade 10 to 25 .
Pay and Allowances of Non-uniformed Personnel of the PNP
1. Base Pay . It is a fixed monthly amount received by the non-uniformed personnel of the PNP depending on their Salary Grade.
2. Step Increment/Salary Adjustment . It is a salary adjustment given every three years from Step 1 up to Step 8. ( Ref: EO 201, s. 2016 )
3. Regular Allowance .
a. Clothing Allowance . It is a Php5,000.00 allowance given annually to all civilian government personnel occupying regular, contractual, or casual positions; appointive or elective; rendering services on full time or part-time basis. The full rates for full time and part time shall be granted to those already in government service and are to render services for at least six (6) months in a particular fiscal year, including leaves of absences with pay ( Ref: Budget Circular No. 2012-1 ).
b. Personnel Economic Relief Allowance (PERA). It is an allowance given to all PNP uniformed personnel below the rank of Chief Inspector to include cadets of the PNPA amounting to Php500.00 per month effective 01 January 1991( Ref: NAPOLCOM Resolution 91-18 ).
Due to the rising cost of living, Php1,500.00 additional compensation shall be given in addition to Php500.00.The current PERA is two thousand pesos (P2,000.00) per month ( Ref: Budget Circular Nr 2009-3 ).
Other Financial Benefits
Anniversary Bonus .
It is for PNP NUP personnel who have rendered at least one (1) year service in the PNP as of the date of the milestone year and have not been found guilty of any offense in connection with their work during the five-year interval between milestone years. Payment shall be in an amount not exceeding Php 3,000.00 ( Ref: Fiscal Directive Nr 2016-01 ).
Loyalty Award.
It is a Cash gift given to NUP for the first ten (10) years of continuous and satisfactory service and every five (5) years thereafter. It shall be computed at Php500.00 but not more than Php1,000.00 for every year of service. ( Ref: National Budget Memorandum No. 127 )
Subsistence and Laundry Allowance to Health Workers.
This allowance is given to PNP NUP Health Workers who are engaged in health related work and all those employed in PNP hospitals who rendered actual service on all workdays in a month and in active service as of January 1, 2016 ( Ref: Republic Act No. 7305 and Fiscal Directive No. 2016-1 1)
Mid-Year (13th Month) Bonus.
It is equivalent to one (1) month basic salary as of May 15, shall be granted to those who have rendered at least four (4) months of satisfactory service and are still in the service as of same date, to be given not earlier than May 15 of every year ( Ref: Sec 4 EO No 201, s. 2016 ).
Enhanced Performance Based Bonus.
It is equivalent to one (1) month up to two (2) months basic salary, to be implemented in two (2) phases starting in FY 2017. The grant of the enhanced PBB shall be based on a progressive rate system. As the position and responsibility in improving agency performance becomes higher, so is the amount of PBB ( Ref: Sec 5 EO No 201, s. 2016 ).
Productivity Enhancement Incentive .
It shall be given not earlier than December 15 of every year to all qualified government employees at Five Thousand Pesos (Php5,000) each for the purpose of improving the government employees’ productivity ( Ref: EO 201, s. 2016).
Year-End (14th Month) Bonus . It is equivalent to one (1) month basic salary and Cash Gift at prescribed rates shall be given in November of every year ( Ref: Sec 4 EO No 201, s. 2016 ).
Representation Allowance (RA) and Transportation Allowance (TA).
Appropriations for RA and TA shall be provided for Chiefs of Division amounting to Php5,000.00 and those of equivalent ranks in accordance with the monthly rates for each type of allowance. ( Ref: National Budget Memorandum Circular 127 ).

Commissioned vs Non-commissioned Officers in the PNP
The new police ranks are divided into two types: commissioned officers and non-commissioned officers. Non-commissioned officers start from the rank of Patrolman/Patrolwoman up to the rank of Police Executive Master Sergeant. Commissioned officers start at the rank of Police Captain.

Aside from the monthly base pay, our men and women in blue are also entitled to cash benefits and allowances. Here are a few of the basic allowances for the average uniformed PNP personnel:
- Regular Subsistence Allowance: Php150 per day
- Clothing Allowance: Php 200 per month
- Hazard Pay: Php 540 per month
- Personnel Economic Relief Allowance: Php 2,000 per month
- Laundry Allowance: Php 60 per month for Officers
- Longevity Pay
The longevity pay rewards PNP uniformed personnel who have given years of their professional life in service to the Filipinos. It accumulates over the years starting with 10% of the PNP personnel’s basic salary in year 5. Another 10% will be added to the PNP personnel’s longevity pay in year 10. This continues every 5 years until the total longevity pay equals 50% of the basic pay.

1. Check your Eligibility
The PNP is constantly looking for qualified candidates for the Patrolman/Patrolwoman position. These are the general eligibility requirements for new applicants:
Must be a Filipino citizen Not less than 21 years old but not more than 30 years old At least 1.57 meters (5.1811 feet) in height for males At least 1.52 (4.986 feet) meters for female Bachelor’s Degree Holder
2. Take the NAPOLCOM Entrance Exam

3. Apply on the PNP Cores Website After passing the exam, you are now ready to apply on the PNP recruitment website. Submit the required documents here. If successful, you will receive a QR Code and instructions on the Recruitment Selection Process (RSP).
4. Attend the RSP In the Recruitment Selection Process or RSP, you will submit your documentary requirements, and undergo the selection tests (medical, dental, and drug tests). If you pass the RSP and you are within the quota of the PNP Regional Office, you may be offered your appointment.

What Is the Work of PNP?
The PNP is the police force of the Philippines, but it is not the military. By organization, they are under the Department of Interior and Local Government. However, their leader is the elected Mayor of the town or city.
The PNP is new, as it was formed only in 1991. Before that time, there were two police forces – the Philippine Constabulary and the Integrated National Police.
The work of the PNP is to provide peace and order to the community. It is not a single group, but rather different divisions that tackle various kinds of problems.

PNPs are entitled to a longevity payment equal to 10% of their basic monthly salary for every 5 years of service. Republic Act 6975 provides that the total amount of such seniority pay shall not exceed 50% of base salary.

Mid-year bonus of pnp.
The PNP finance service is in charge of financial matters in the organization. The mid-year bonus of the PNP is credited to their payroll accounts in their bank accounts. This is given only to qualified personnel, including the non-uniformed ones.
