A computer is an electrical device used for storing, inputting, processing, and outputting data. It can store and work with many information at once. It is a versatile device that is used in many fields all over the world. The computer becomes more viable after we have an internet connection.

Internet is such a technology that connects computers from all over the globe. It makes information interchange and exchanges easy. In other words, it is a group of a connected network of computers that enables electronic communication.

As time goes on, reliance on the internet and computers grows larger. It has become a large part of our lives and is difficult to imagine the state of the world without the internet anymore. There is great importance of the internet in nearly all fields of our lives.

Internet is the source of information. It can be considered as a library for almost all types of information be it records, histories, news in the form of pictures, audio, or videos. Such a large volume of information is accessible to all. Wikipedia, for example, is one of the largest and best-written reference books on the internet, maintained by a massive community of volunteer researchers and editors from all over the world.

The concept of using digital money for online transactions is increasingly gaining popularity these days; cryptocurrencies are one example (online money). Bitcoin is an example of a cryptocurrency like this.

The Internet has become an important part of our lives and we cannot imagine how we would be without it. Many global entrepreneurs also seek help through the internet and promote their products. Whether it is for commercial use, big companies, or institutions, the internet is valuable for all. It is true to say that the internet plays a significant part in improving people’s quality of life. In the future too, we will see further changes in technology.

The History of The Internet in Nepal: 1995 to 2021

In this informative post, we will chronicle the history of the internet in Nepal with a focus on mobile and fixed-broadband connections, from the early years of internet connectivity in Nepal to recent data from 2022. But let’s begin with how the internet began for the first time.

There is a consensus that January 1, 1983, is the birthday of the internet and it had roots in the cold war era. US Defense Depart had formed ARPANET (Advanced Research Projects Agency Network) to exchange information during the intense proxy wartime. This was limited to research organizations with ties to the defense depart. However, other services were introduced for similar services.

In 1983, ARPANET and the Defense Data Network changed to TCP/IP communications standard and became what we call the internet. It has pulled through many transformations till this stage but we are going to cut short its whole history and turn to its history in Nepal. Here, we will chronicle a brief history of the internet in Nepal from basic dial-up connections to ADSL, mobile broadband to fiber, and 5G. Keep reading.

Mercantile Brings Internet in Nepal

The history of the internet in Nepal begins with Mercantile. Its collaboration with the Royal Nepal Academy of Science and Technology. The system was limited in capacities and only allowed the exchange of emails. Mercantile commercialized the service in 1994 with a link to Australia. Like previously, it provided a basic e-mail service. It was called Mercantile Office Systems (MOS) based on dial-up technology. The internet would connect online to allow the exchange of messages.

The connection was expensive though and had mostly international organizations with subscriptions. Meanwhile, the system was also low in quality.

WorldLink Begins its Own

Currently the country’s largest Internet Service Provider, WorldLink had a humble beginning. The private ISP started its service in 1995. The company offered a similar service but at a cheaper cost. But unlike Mercantile, WorldLink offered its e-mail services to individual clients that would help it draw the consumers in later years. Mercantile added the .np domain to its services. WorldLink followed its footsteps and rolled out its service for cheaper. The battle between the two heated up.

However, these technologies were dial-up and depended on telephone lines. The modem used in it made obtrusive noise and had a dismal internet data speed, just 56 Kbps. Another shortcoming – the internet would disconnect when a telephone call was in the process. The subscribers for these services paid on a per-minute basis. 

But CAS Trading emerged as another ISP into the Nepali Internet market. However, these infant internet services were limited in access and scope. The majority of the subscribers were international organizations who could pay high. Internet was largely elusive to the common people.

The First Telecommunications Act Passes

Nepal got its first-ever telecommunications act in, 1997 under the then monarch. This paved the way for newer ISPs to launch newer services under a license that was more liberating for the private ventures. Before this, the internet comprised of email services over a telephone line. But with the new licensing structure, the ISPs began VSAT technology.

The technology made email services cheaper and more people became subscribers. But they were students with a well-to-do background who used the service to stay connected to their friends abroad. However, the trend had been started. More companies began providing e-mail and internet services thereafter.

Wireless and Cable Service Makes Internet More Popular

In 2003 AD, WorldLink upgraded to wireless internet service that bolstered the speed to 256 Kbps. It was a respectable improvement in technology and performance both compared to the forgettable dial-up modem technology.

In 2004/5, Subisu launched cable internet for the first time in Nepal. These two different internet technologies laid the foundation for the explosion of the internet. The internet now was becoming a consumer service. Internet though still limited to a few, was becoming the talk among the young demography and it couldn’t be ignored.

The 90s would well remember going to cyber cafes for mail and chat services. Yahoo messenger, MSN messenger, hi5, etc. were very popular in those days as they brought youth online mediums to chat with others and link up. While these internet users could also talk to their beloved ones abroad. But the bandwidth speed didn’t stand up to the expectations. It was still substantial but was making its mark for the educated mass.

However, the wireless and cable internet were concentrated in cities only. Therefore, those in rural areas were still locked out of the wonders internet was doing in the urban areas.

But Mahabir Pun’s heroic deeds took the internet to the rural areas in Nepal. The Magasesy winner came back to Nepal following his study in the US and launched the Nepal Wireless Networking project in 2002 AD. Because of his pioneering efforts, the internet reached the mountainous districts. Till now, his project has set up almost 200 wireless internet services in around 20 backward upper regions in Nepal.

2011, The Watershed Year – From GPRS to The Launch of Fiber Internet

Mero Mobile now Ncell was launched in 2005. It brought GPRS internet to the feature phones of a new generation of youths who loved the idea of connecting through chat applications. Mig 33, Nimbuzz, were the dominant features on the old feature phones of those days. However, mobile data was expensive and data packs were not the thing at that time.

In 2008, NTC launched a groundbreaking ADSL service. This was cheaper and had more coverage around the country than the handful of private ISPs. And the internet culture proliferated from that point on. Cybercafes became ubiquitous. They were the go-to place for entertainment for the college-goers of the time who loved chatting with strangers or going on dating apps.

ADSL, wireless internet, and the advent of the 3G mobile network revolutionized Nepal’s internet. Suddenly, the number of internet users saw an unparalleled bump. According to NTA, the total population with internet access was just 1% in 2006. This surged to 11% in 2011. This was attributable to both fixed-line and mobile broadband and more so had to do with 3G and ADSL internet that ushered in the rise of the internet in the country.

3G Arrives in Nepal

In 2011, 3G arrived for Nepali phone users which was also the first time in South Asia. It brought up to 10 Mbps download speeds compared to below 500 Kbps of ADSL, a much popular contemporary choice then. 3G helped to meet the demands of the new internet space that was moving towards the HD norm. The video contents were becoming more popular and needed better internet speed to watch them without buffering. It was video calls that were in demand and 3G made it possible. Now, they could call their loved ones and engage in video calls, watch YouTube without those annoying buffering. Browsing through the web became a lot smoother.

The upgraded 3.5G aka HSDPA, HSPA took the speed to 14 Mbps making mobile broadband more appealing for smartphones users.

WiMAX Arrived but Couldn’t Sustain

Meanwhile, Ntc also launched WiMAX in 2013 to offer a better solution for home broadband. It provided a commendable speed for its time of up to 512 Kbps and beyond. However, it was expensive to maintain with devices and remained limited in coverage. And with ADSL being the favorite for home internet solutions, WiMAX couldn’t sustain. There are still 17-18 thousand users but they are now encouraged to migrate to 4G.

Fiber Internet Launches

Nepali internet was evolving with ADSL and 3G but it was missing the fiber optic internet which was already common around the world. Then Vianet , a private ISP based in Kathmandu introduced fiber broadband in 2014. It brought many reliable fixed-line internet options for domestic and enterprise. This was the next-generation leap the country’s internet market was in need of. Optical Fiber brought more reliable, secure, and high-speed internet access to Nepal. Those on copper-based ADSL now had the option to switch to globally acclaimed fiber broadband albeit to limited areas.

Fiber broadband made browsing the web, downloading files, playing online games, and watching video content a breeze. WiFi users now could bid adieu to the nagging buffering on Youtube and other video apps. With more ISPs jumping onto the fiber boat, internet subscriptions shot through the roof each month ever since.

Currently, there are about 19 lakh fiber internet subscribers split among 53 Internet Service Providers. This is about 30 percent of the total broadband penetrated population in Nepal.

4G Maintains Internet Evolution

4G arrived in Nepal for the first time in 2017 AD courtesy of operators NTC+ and Ncell. The next-gen mobile broadband brought high-speed internet to smartphone users which helped deliver an HD experience for users. Now, they could download large files; perform audio-video calls, or stream videos This was the truest form of mobile broadband which brought a major speed efficiency over the previous generation standard, 3G. The combination of 4G and a flagship 4G supported handset was a show steal for anybody. While 3G already brought video calls with it, 4G took mobile internet by storm. With its ideal 4G speed of up to 100 Mbps, web content on mobile phones runs glitch-free, and with less latency for interactive activities. 

The 2010s has been a monumental decade for internet consumption in Nepal. WorldLink became the household name as an ISP. But many ISPs begin catering to fiber broadband services. NTC and Ncell both launched and expanded their 3G and 4G services as far as the Everest Base Camp. The numbers also point to a steady rise in the internet subscription percentage over these years.

Internet Penetration in Nepal Through The Years

In January 2012, the internet had covered 14.55% population of Nepal. This soared to 39.68% in January 2015. By the beginning of 2017, internet penetration reached a total of 55.82%.

2021 – The Breakout Year

After the revolutionary decade of the 2010s, 2021 was another breakout year for the internet in Nepal. This is because of the current speed war that has broken the internet’s bandwidth rigid capacity to a possible 1 Gbps.

The 4G has swept through the nation for mobile phone users. But for household consumption, fiber broadband is still the mainstream as it should be. But the internet consumers had long called for high-speed packages that didn’t draw any attention. Finally, CG Net sent the ripples across the ISPs after launching a behemoth 120 Mbps (for its time, it was) for just below Rs.1,000. It instantly triggered the speed war and forced major ISPs to launch their superlative offerings.

The common 2 digit internet plans have become a relic in just a few months. Now, Nepali households have options of many 3 digit fiber broadband packages. If that was not enough, Classic Tech has launched a game-changer 1 Gbps plan .

Internet penetration has surpassed well above a hundred percent with greater distribution across the country. The cost of the internet is becoming cheaper as well as smartphones. With Digital Nepal Framework driving the current ICT practices in Nepal, the internet will play a more prominent role in our daily life.

As of now, 30 percent of Nepali internet is occupied by fixed-wired broadband. Mobile broadband remains the king with 89 percent with over 119 percent total broadband generation. But the digital divide still remains. There are still areas left “disconnected.” The government and service providers need to accentuate their efforts and ensure equal access to the internet for all countrywide. The incoming 5G cellular standard could address this uneven broadband access in 2022?, at least it is permissible to expect so.

Nepali media landscape in the age of digital media: A critical reflection

Scholars argue that accountability of news media and journalists to the public stakeholders has been improving in the 21st century because of the increased use of digital platforms, which are interactive, immediate, and universal. Since most studies related to online news media accountability have focused on developed countries, this research study examines the state of accountability in online news media in Nepal, where access to online media is very limited and audiences are barely aware of media’s journalistic responsibilities. By employing a case study research method with three data sources, and by interpreting the available data using Denis McQuail’s four stakeholders of media accountability as a theoretical framework, this research study finds that online media in Nepal, despite having unique features on digital platforms, are less accountable to professional and public stakeholders than their traditional counterparts, such as newspapers and television. The study also finds that Internet accessibility, media literacy, and resource availability are of primary concern in ensuring media accountability in Nepal.

Scholars believe that traditional media watchdog institutions such as press councils and ombudsman are obsolete in the context of digital media and internet, which have made audiences more interactive and participatory to media and journalists as never before. Is this finding equally applies to developing countries where the digital divide is significant and audiences are refrained from accessing media products and as a consequence deprived from participating in news making process? This article, therefore. assesses the role of the Press Council Nepal in strengthening the general public with regard to making media accountable.

It strives to highlight the theory and practice for media self-regulation in different parts of the world. The use of the internet has spread all over the world since the invention of the world wide web in 1992 in the United States. It has an impact on Nepal as well. Facebook, Twitter, Instagram, YouTube, and Snap Chat are some of the social media platforms used in Nepal.

Social media has transformed our life. It has brought people together from all around the world, removing all the barriers between the people. We can make friends from all around the world. People can easily communicate, share their ideas, information, and thoughts. Likewise, social media could also be used to keep up with current events, it provides news through which we can know about what is going on around us. It also serves as a job search engine for people.

Certain groups are created on social media, from which we may see the vacancies for various positions. Through those posts, we can stay up to date on the most recent job openings. Similarly, it helps in the promotion of a product for business reasons. People are selling their products on social media platforms such as Facebook and Instagram. These days people are using this media as a publicity tool, where we don’t have to invest money for the publicity of the products.

However, looking at the flip side, we spend the majority of our time on social media, which reduces family intimacy. People are so much addicted to social media that many parents these days lament that their children spend more time on their devices than they do speaking with them. Similarly, social media reduces face-to-face communication because we feel more comfortable interacting in a virtual medium, where we can’t see the person’s face or expression, and we feel more convenient chatting online.

Many people are unable to concentrate on their work as they are distracted by social media. When we post images to social media, we become so obsessed with it that we regularly check for likes and comments, which diverts our attention. Furthermore, social media is exacerbating cyberbullying. One of the most serious issues these days is that we hear a lot of news about cyberbullying such as ending people unnecessary messages and harassing them mentally.

Impact on Nepali Society

In Nepal, social media has become important tools for the people. The number of people using social media is growing every day. People’s use of social media is based on their preferences. During the COVID-19 pandemic, social media was the most useful tools for the students. Similarly, parents are mostly working in offices and they don’t get time to take care of their children or assist in their homework. Hence, students learn and complete their homework by watching YouTube and other social media sites.

According to the Nepal Telecommunications Authority’s most recent report, there are 27.76 million individuals in Nepal who have access to the internet. While the internet has benefited us in a variety of ways, it has also ruined the lives of many people, though this technology is a boon if used wisely.

It has grown into a platform for students to explore their ideas, showcase their ability, and learn new things. Many individuals, though, have taken it for granted. According to the Cyber Bureau report for fiscal year 2020/21, a total of 3906 complaints were filed, including females filing 2003 cases, males filing 1471, and others filing 224. Similarly, 53 cases were related to Facebook issues, 2 to YouTube, 2 to Instagram, and 9 to Tiktok.

It is up to us to make best use of the social media sites. Many people believe that criminality on social media is on the rise as a result of a lack of clear norms, laws and awareness among the people.

They are in illusion that they can hide their identity and get away with it, which encourage them to commit crime. Before using social media, we must be aware of its advantages and its consequences, if we misuse it. During the COVID-19 pandemic, the way of working and reading was changed. For the students, they were able to take their online classes and continue their education through the social media sites. The government should make proper laws, create awareness and increase digital literacy in the country so that people can make best use of it and use it responsibly.

Internet Impact Brief: Nepal’s Proposed National Internet Gateway

Nepal recently approved the National Cyber Security Policy (in Nepali only as no official English translation is available) that has a few new provisions that were absent in previous policy drafts, with one that is particularly worrying: “Strategy 11.25: Government-owned Intranet and National Internet Gateway shall be developed.”

While the policy offers no details about the plan, such government-mandated Internet gateways are generally a cause for serious concern for the negative impacts they can bring on users and businesses that rely on the Internet.

This Internet Impact Brief examines how the proposal would move the Internet further from its potential as an open, globally connected, secure, and trustworthy resource for all.

Methodology

The Internet owes a great deal of its strength and success to a series of critical properties that, combined, represent the Internet Way of Networking (IWN): an accessible Infrastructure with a common protocol, a layered architecture of interoperable and reusable building blocks, decentralized management and distributed routing, a common global identifier system, and technology-neutral general-purpose network.

In order to assess whether the proposed actions have an impact on the Internet, this report will examine their impact on the IWN foundation that the Internet needs to thrive as an open, globally connected, secure, and trustworthy resource.

Context and Analysis

While the policy offers no definition or further information about the plans, the idea of a national Internet gateway is clear: it is typically a government-mandated gateway through which all Internet traffic is routed. It centralizes control over all local and international Internet traffic – both incoming and outgoing. This gives the government considerable power over traffic management and what Nepal’s citizens can access online.

One of the qualities that makes the Internet so valuable and successful is that anyone who wants to be part of it can connect and get resources available without needing permission from a central authority. The network is continually extended by the many kinds of organizations – such as technology and telecommunication companies, universities, and governments – that connect to it. These factors are driven mainly by users and the market, not a centralized authority.    

This open and accessible infrastructure is fundamental to the Internet and delivers several key benefits. The first is global connectivity – bringing participants from around the world together and allowing them to reach each other. The second is growth: the network continues to grow because participants find value in connecting and, in turn, creating more value for everyone connected.

For Nepal, if the National Internet Gateway plan is implemented, this would mean that networks must connect to government-mandated locations, increasing the technical and financial barriers that network operators face in becoming part of the global Internet.

Since no other networks in the country can access the global Internet directly or independently, this will severely impact a network’s global reach and limit collaboration between Nepal and the rest of the world by establishing barriers across the Internet ecosystem.

In the open and global Internet, there would typically be multiple entry and exit points in a country, spreading connectivity across various providers and locations. Under the Internet model of networking, networks in a country directly connect to global networks without passing through a national gateway. Their decisions are largely based on commercial and technical considerations.

But if networks are not allowed to interconnect where it makes the most technical and commercial sense to them, the result is likely to be a significant degradation of network performance, single points of failure, and an increase in costs. In all likelihood, these costs will ultimately be passed on to Internet users.

While the substance and timing of the national gateway’s implementation remain unclear, its general purposes and structure present risks that could significantly weaken the ability of anyone in the country to preserve the confidentiality and integrity of their communications, for instance, by weakening or breaking encryption.

Having designated providers run the gateway that funnels all Internet traffic in and out of the country while maintaining a few locations as local exchanges creates a rigid hierarchical network structure that scales less efficiently than the distributed network that is the Internet. The approach severely impacts networks’ global reach, limits collaborative internetworking, and thus has a negative effect on the open Internet.

National Internet gateway operators handle traffic records that may contain personal data. With few existing safeguards for data privacy, the collection and storage of the information could reduce users’ ability to control how this information is used and shared by whom and for how long, potentially impacting people’s freedom of expression.

The operators would often be required to store traffic records for a fixed amount of time and monitor traffic for various purposes, including national security and law enforcement. The added administrative, technical, and financial burdens would fall on the operators.

For end users, it may also mean poorer quality of service in general, as their experience online, such as data-intensive software, collaborative systems, online streaming, video-conferencing, and device-to-device calling, will likely be slower and less stable.

National Internet gateways are typically tasked with interception or inspection of content so that targeted content can be acted on, for instance, by throttling, filtering, or blocking. This would centralize government control over questions of access and online content and create a threat of censorship and self-censorship for fear of government surveillance and potential repercussions.

However, a national Internet gateway would not only affect the people of Nepal. It would also risk restricting the free flow of information between Nepal and the rest of the world, furthering Internet fragmentation.

For instance, given the centralized control, there will be risks of government-controlled gateways being used to facilitate Internet shutdowns during times of political unrest or public protests. Internet shutdowns harm societies, economies, and the global Internet infrastructure.

On the open, global Internet, networks are free to interconnect with other networks across borders. This is why users can easily use services that are based overseas. But if traffic has to run through government-mandated gateways, this can become difficult, or even impossible, affecting the user experience and undermining the network itself.

Setting up a national gateway in Nepal would undermine critical elements that make the Internet an open, globally connected, secure, and trustworthy resource for everyone.

Cambodia’s example as a cautionary tale

In 2021, Cambodia issued a decree that required all Internet traffic in Cambodia to be rerouted through the National Internet Gateway (NIG) by February 2022. The plans remain delayed, but if implemented, it will affect Cambodia and the networks that interconnect with Cambodian networks. This could affect traffic within the region.

The Cambodian decree says that ISPs must retain all traffic data for 12 months and must report activity to the government in a way that’s traceable to specific individuals. This could include financial transactions, visiting certain websites deemed a threat to the government, or even location data.

The Cambodian government claims this will bolster national security and help crack down on tax fraud. However, the impact on Cambodian network connections will affect anyone who connects to these networks, which could have serious consequences for social and economic life and endanger privacy and security.

The Internet Society analyzed the proposal and developed an Internet Impact Brief on Cambodia’s proposal at the time , and we found that its impacts on the Internet were overwhelmingly negative, as they impacted the Critical Properties of the Internet Way of Networking as described by the Internet Society. The plan would also impact numerous enablers of the open, global Internet and prevent people from benefitting from the Internet’s full potential.

With all eyes on Cambodia, Nepal has an opportunity to review the opposition voiced in the Cambodian context to better understand the implications if it were to develop its own national gateway.

How Does Nepal’s National Internet Gateway Affect the Realization of the Full Potential of the Internet?

The Internet has brought substantial social and economic benefits to the world, including better access to information, healthcare, education, better public services, and improved economic growth and productivity.

Internet access also increased economic and social resilience during adverse shocks such as COVID-19 by enabling remote work and providing alternative channels to access knowledge, markets, and services.

It should then be imperative that Internet access be available to everyone, but a report by the International Telecommunication Union (ITU) has shown that people in Nepal currently already pay more for Internet access than other South Asians. In 2020, a Nepali citizen had to spend 2.6 percent of their gross annual income to pay for Internet service, which puts Nepal behind India, Sri Lanka, and Pakistan in affordability.

Most countries connect to the global Internet via an intercontinental network of submarine cables. However, landlocked countries like Nepal rely on coastal countries for cross-border links to global network infrastructure.

As a result, Nepal pays higher prices, has lower bandwidth capacity, and experiences poorer service quality compared to its coastal neighbors, according to a World Bank report.

As a landlocked country, Nepal already faces additional costs in connecting to the global Internet, as Nepal’s Internet service providers and mobile network operators have to import bandwidth from Indian and, to a much lesser extent, Chinese companies, according to reports.

With a national Internet gateway, it is likely that Nepal will only increase the costs of connectivity, putting additional financial strain on residents and businesses in Nepal and dampening economic development.

Recommendations

The need for practical solutions to improve Internet connectivity in Nepal is clear, and one way to achieve that is to formulate concrete policies to ensure adequate and cost-efficient international network redundancy. This is critical in the context of the increased risk of natural disasters and socio-political instability in neighboring regions.

The government, in particular the  Ministry of Communication and Information Technology and the Nepal Telecommunications Authority, should implement measures to support digital inclusion targeting mountainous areas by supporting infrastructure sharing and ensuring the effective use of universal service and access funds to boost adoption.

Advanced technologies such as artificial intelligence and machine learning increasingly use cloud computing and rely on the ease of cross-border data flows. Regulation of these cross-border data flows lies at the heart of ongoing discussions of international trade governance, owing to its knock-on effects on digital trade. A legal and regulatory framework that upholds privacy, security, and consumer protection is critical to supporting digital transactions, especially across borders.

Instead of setting up a national Internet gateway and other policies that threaten the Internet’s global nature and openness, the government of Nepal should seize the opportunities brought about by the Internet by aligning with international regulatory and legislative good practices and responding to emerging technology and business trends.

For instance, the government could actively encourage networks in the country to be freely connected to the global Internet and network operators to collaborate to provide optimal quality of service to users to unleash the country’s massive potential in our digital age.

The Internet is the people’s medium. It works well because no single person or entity controls it. Anyone can choose to connect with it, and the network grows and adapts to fit our needs as more and more people are connected. The Internet offers us all virtually infinite opportunities.

The government of Nepal must guard against policies and decisions that could splinter or fragment the Internet. Or we could end up with an unrecognizable, splintered version of the Internet—fragments of what it originally was—one where we cannot create, share, and connect freely.

In summary, our recommendations are as follows:

• Formulate concrete policies to ensure adequate and cost-efficient international network redundancy.
• Open access to private sector-owned and operated terrestrial fiber links and create an open and fair access regime for decentralized international gateways.
• Implement measures to support digital inclusion targeting mountainous areas by supporting infrastructure sharing and ensuring the effective use of universal service and access funds to boost adoption.
• Create legal and regulatory frameworks that uphold privacy, security, and consumer protection.
• Align with international regulatory and legislative good practices in line with emerging technology and business trends.
