ফ্রান্স ফরাসি বিপ্লব কোনো আকস্মিক ঘটনা ছিল না। ফরাসি পুরাতন সমাজ ব্যবস্থার মধ্যেই এর প্রেক্ষাপট তৈরি হয়েছিল। পুরাতন সমাজব্যবস্থা সংখ্যাগরিষ্ঠ মানুষের জীবনে উন্নতির কোনো স্বাদ এনে দিতে ব্যর্থ হয়। শোষণ নির্যাতন, বঞ্চনা ও হতাশায় সংখ্যাগরিষ্ঠ মানুষ নিমজ্জিত ছিল। সামন্ত সমাজের পক্ষে জনগণকে শোষণ ও দারিদ্র ছাড়া আর কিছুই দেওয়ার ছিল না। ফলে অর্থনীতি পঙ্গু হতে থাকে। সেই অবস্থায় পরিবর্তনের পক্ষে দার্শনিক ও বুদ্ধিজীবী লেখক সাহিত্যিকগণ জনগণকে সচেতন করার জন্যে তাদের লেখনী চালিয়ে যান। ফ্রান্সে গির্জাকে জনকল্যাণে ব্যবহারের দীর্ঘ দিনের চেষ্টা ব্যর্থ হতে থাকে। এ সবই পুরাতন রাজনীতি, সমাজ ও দৃষ্টিভঙ্গি। ফরাসি বিপ্লব এ সবই পরিবর্তন করেছে। কীভাবে করছে – তা জানা দরকার। সে সম্পর্কে জানতে হলে পূর্ববর্তী ফরাসি সমাজ, অর্থনীতি, রাজনীতি এবং নতুন চিন্তার উন্মেষ কীভাবে ঘটেছিল তা জানা অপরিহার্য।

ক) সামাজিক অবস্থা :

ফ্রান্সসহ ইউরোপের তত্ত্বালীন সমাজ ব্যবস্থাকে পূর্বতন সমাজ’ বলা হয়ে থাকে। বিপ্লব এই পুরাতন ব্যবস্থাকে ভেঙে নতুন সমাজ সৃষ্টিতে অবদান রেখেছিল। পুরাতন ফরাসি সমাজ তিনটি প্রধান সম্প্রদায়ে বিভক্ত ছিল। পুরাতন বাবস্থায় যাজকদেরকে প্রথম সম্প্রদায়, (First Estate) অভিজাতদের দ্বিতীয় সম্প্রদায় (Second Estate) এবং কৃষক, বুর্জোয়া, বণিক, শিক্ষক, শ্রমিকসহ সমাজের অপর গোষ্ঠীসমূহকে তৃতীয় সম্প্রদায় (Third Estate) বলা হতো। 

ফ্রান্সের জনসংখ্যার ৯৬ শতাংশই ছিল তৃতীয় সম্প্রদায়ের অন্তর্ভুক্ত, বাকি মাত্র ৪ শতাংশ ছিল যাজক ও অভিজাত সম্প্রদায়ভুক্ত। অবে দেশের সিংহভাগ সুযোগ-সুবিধা ভোগ করত যাজক ও অভিজাতরা। তারা সকলেই ছিল প্রায় সকল ধরনের কর প্রদান থেকে মুক্ত। গুরুত্বপূর্ণ পদ, সামরিক অফিসারসহ রাষ্ট্রের প্রশাসনিক বিচার বিভাগীয় এবং রাজস্ব ব্যবস্থার সাথে অভিজাত সম্প্রদায় গভীরভাবে জড়িত ছিল। এদেরকে অধিকার প্রাপ্ত (Privileged) এবং তৃতীয় সম্প্রদায়কে অধিকারহীন (Non – privileged) বলে অভিহিত করা হতো।

ফ্রান্সে বিপ্লবের আগে যাজকের সংখ্যা ছিল এক লাখ ত্রিশ হাজার এবং অভিজাত ব্যক্তি ও তাদের পরিবারের সদস্য সংখ্যা ছিল তিন লাখ পঞ্চাশ হাজারের মতো। ধর্মযাজকদের মধ্যেও কিছু স্তর এবং প্রকারভেদ ছিল। কালো ও সাদা পোশাকধারী প্রধান এ দুই ভাগে এদেরকে বিভক্ত করা হতো। পুরাতন ব্যবস্থার শেষের দিকে কালো পোশাকধারী যাজকের সংখ্যা ৬০ হাজারে নেমে আসে। এ কারণে যে, এদের ওপর প্রভাবশালী অভিজাতদের খবরদারিত্ব বেড়ে যায়। উর্ধ্বতন যাজকরা অভিজাতদের মতই অতিরিক্ত সুযোগ-সুবিধা ভোগ করতেন। বিশপ, মঠাধ্যক্ষ এবং ক্যাননের সংখ্যাও ছিল প্রায় ১০ হাজারের মতো। দেশের সর্বোচ্চ যাজকদের বিশপ বলা হতো বিপ্লবের আগে ফ্রান্সে ১৩৯ জন বিশপ ছিলেন। নিম্নতর যাজকদের মধ্যে, যেমন কুরে ও ভিকার নামে যারা পরিচিত ছিলেন তারা তৃতীয় সম্প্রদায়ের মতোই অধিকারহীন ছিলেন।

অভিজাতদেরকে গোত্র, সামরিক, নৌ এবং আমলা ইত্যাদি অভিধায় বিভক্ত করা হয়েছিল। গোত্রভুক্ত অভিজতের সংখ্যা ছিল এক লাখ দশ হাজারের মতো। অপরাপর অভিলাতের সংখ্যা ছিল আড়াই লাখ। পূর্বতন ব্যবস্থায় কৃষকদের অবস্থা এক রকম ছিল না। তাদের মধ্যেও ছিল নানা স্তরভেদ। কেউ স্বাধীন কৃষক, কেউ সামান্য সমমির মালিক, কেউ প্রজা, ক্ষেতমজুর বা চাষি ছিল।

খ) অথনৈতিক ব্যবস্থা:

আঠারো শতকে ফ্রান্স ছিল মূলত একটি কৃষিপ্রধান দেশ। ১৭৮৯ খ্রিস্টাব্দের পূর্বমুহূর্তে ফ্রান্সের মোট জনসংখ্যা ছিল দুই কোটি পঞ্চাশ লাখ। এর মধ্যে দুই কোটি দশ লাখ যুক্ত ছিল কৃষি কাজের সাথে। তবে সেই সময়ে ফ্রান্সে কয়েকটি শহর বেশ দ্রুত শিল্প উৎপাদন ও বাণিজ্যের সম্প্রসারণের ফলে ব্যাপক জনবসতিতে ভরে ওঠে। বিপ্লবের প্রাক্কালে প্যারিতে ছয় লাখ, লিওতে এক লাখ পয়ত্রিশ হাজার এবং মার্সেলে নব্বই হাজার ফরাসি নাগরিক বসবাস করত। ফ্রান্সের জাতীয় অর্থনীতিতে শিল্পের চেয়ে কৃষির অবদানই ছিল বেশি। ১৭৮৯-এ ফ্রালের জাতীয় আয় কৃষি থেকে লাভ করেছে ১,৮২৬ মিলিয়ন লিভ্রা এবং শিল্প থেকে মাত্র ৫২৫ মিলিয়ন লিস্ৰা। বিপ্লব – পূর্ব ফ্লাপে দুই পদ্ধতির কর ব্যবস্থা চালু ছিল—

১) প্রত্যক্ষ কর ও

(২) পরোক্ষ কর।

প্রত্যক্ষ করসমূহ হচ্ছে-

(১) তেই (Taille) – মোটি আয়ের দেয় কর।

(২) কাপিলাশি (Capitation) – মাথাপিছু নয় বরং উৎপাদনভিত্তিক দেয় কর।

(৩) ভাতিয়্যাম (Vingtieme) – স্থাবর ও অস্থাবর সম্পত্তির ওপর প্রদেয় আয়কর। 

পনেরতম লুই ১৭৪৯ খ্রিস্টাব্দে এই করটি প্রবর্তন করেন। অভিজাতদের একটি অংশ আংশিকভাবে এই কর প্রদান করলেও যাজক সম্প্রদায় এ কর দেওয়া থেকে সম্পূর্ণ মুক্ত থেকে যায়। পরোক্ষ করসমূহ ছিল মূলত নিত্য ব্যবহার্য দ্রব্যসামগ্রীর ওপর; যেমন,

(১) গ্যাবেল (Gabelle) : লবণকর-ভয়াবহ এই কর কৃষকদেরকে প্রায় নিঃস্ব করে ফেলে। ফ্রান্সে আইন করা হয়েছিল যে, দুধের শিশু থেকে মৃত্যু পথযাত্রীকেও নির্দিষ্ট মূল্যে নির্দিষ্ট পরিমাণ লবণ ক্রয় করতেই হবে, তবে স্থানভেদে তাতেও তারতম্য ছিল।

(২) কর্ভি (Corvee) : বিনা পারিশ্রমিকে বাধ্যতামূলক শ্রমদান। সামন্ত প্রভুদের ব্যক্তিগত জমিতে সপ্তাহে নির্দিষ্ট দিনে কৃষকদেরকে বিনা পারিশ্রমিকে বাধ্যতামূলকভাবে এ ধরনের শ্রম প্রদান করতে হতো। 

(৩) এ্যাদি (Aide) : ভোগ্যবস্তুর ওপর কৃষকদেরকে কর দানে বাধ্য করা।

(৪) বানালিতে (Banalite) : সামন্ত প্রভুর কৃষিজ যন্ত্রপাতি বাধ্যতামূলকভাবে ব্যবহার করা এবং এর বিনিময়ে উৎপাদিত ফসলের এক-দশমাংশ চার্জ দিতে বাধ্য থাকা।

ফ্রান্সে ১৭২৫-এ প্রত্যক্ষ কর থেকে খাজনা আদায় হয়েছিল ৮৭.৫ মিলিয়ন লিভ্রা ৷ ফলে দেখা যাচ্ছে ফ্রান্সে পরোক্ষ করের আয়া প্রত্যক্ষ থেকে ক্রমেই বেড়ে চলছিল।

গ) রাজনৈতিক অবস্থা :

পুরাতন ব্যবস্থায় ফ্রান্সের রাজতন্ত্র স্বৈরতান্ত্রিক রূপ ধারণ করে। রাজতন্ত্র ধর্মযাজক ও অভিজাত সম্প্রদায়কে হাতে রেখে দেশের শতকরা ৯৬ জন মানুষকে নির্মমভাবে শশাষণ করতে থাকে। ধর্ম যাজকরা রাজাকে দেবতার প্রতিনিধি বলে স্বীকৃতি প্রদানের মাধ্যমে রাষ্ট্রের কাছ থেকে অতিরিক্ত সুযোগ-সুবিধা লাভ করত। এর ফলে রাজার একচ্ছত্র ক্ষমতা রাষ্ট্রের ওপর প্রতিষ্ঠিত হয়। বিশেষত চতুৰ্দশ লুই (১৬৪৩-১৭১৫খ্রি.) রাজতান্ত্রিক ব্যবস্থা ফ্রান্সে সুসংগঠিত করতে সক্ষম হন।

তিনি ছিলেন চরম স্বৈরাচারী এবং দর্প করে বলতেন, “আমিই রাষ্ট্র” (I am the state)। দেশের আইন প্রণয়ন, প্রশাসন পরিচালনা ও বিচার কার্যে রাজার নিরঙ্কুশ ক্ষমতা প্রতিষ্ঠিত হয়। সেনাবাহিনীর সর্বময় ক্ষমতা রাজার হাতে থাকায় যুদ্ধ ও শান্তি প্রতিষ্ঠা রাজার ইচ্ছা – অনিচ্ছার বিষয় হয়ে পড়ে। পনেরতম লুই (১৭১৫-১৭৭৪ খ্রি.) এবং ষোড়শ লুই (১৭৭৪-১৭৮৯ খ্রি.) ফ্রান্সের রাজতন্ত্রকে আরো নিরঙ্কুশ করার ধারা অব্যাহত রাখেন। তবে ষোড়শ লুই শেষ দিকে ফরাসি রাজতন্ত্রে গভীর আর্থ-সামাজিক ও রাজনৈতিক সংকট ঘনীভূত হতে থাকে।

রাজতন্ত্রের সীমাহীন ক্ষমতার কারণেই ১৬১৪ সাল থেকে ফ্রান্সের স্টেটস-জেনারেল নামক সর্বোচ্চ প্রতিনিধি পরিষদ অকার্যকর হয়েছিল। মাঝে মাঝে ধনীদের নিয়ে রাজাগণ বসতেন, সভা করতেন। অধিকাংশ প্রদেশেই স্থানীয় প্রতিনিধিদের তেমন কোনো গুরুত্ব দেওয়া হতো না। প্যারির পার্লামেন্ট এবং রাজকীয় বিচারালয়গুলো স্বৈরাচারী ব্যবস্থার কারণে কোনো স্বাধীন মতামত প্রদান করতে পারত না। রাজার হাতে কেন্দ্রীয় শাসন ব্যবস্থা ন্যস্ত থাকায় দেশের স্থানীয় শাসন প্রায় বিলুপ্ত হয়ে পড়ে। কেন্দ্রীয় শাসনে রাজ পরিষদ, এবং ছয় জনের একটি মন্ত্রিসভা কার্যকর ছিল। সর্বত্রই ব্যক্তিস্বার্থ, স্বেচ্ছাচার, দুর্নীতি ও অমিতব্যয়িতার বিস্তার ঘটার ফলে পুরাতন ব্যবস্থা মানুষের কাছে অসহনীয় হয়ে ওঠে। ফ্রান্সে অর্থনৈতিক সংকট তীব্রতর হতে থাকে। ১৭৭০ -এর পর থেকে এই অবনতি

আরও বৃদ্ধি পেতে থাকে।

জাতীয় ঋণ ১৭৭৪-এ দেড় বিলিয়ন থেকে ১৭৮৮-এ সাড়ে চার বিলিয়ন লিভ্রায় উন্নীত হয়। ১৭৭৪ সালে বাজেট ঘাটতি ছিল ২৮ মিলিয়ন লিভ্রা, ১৭৮৮ সালে তা বেড়ে ১২৬ মিলিয়ন লিভ্রায় দাঁড়ায় (ব্যয় ছিল ৬২৯ মিলিয়ন লিভ্রা, আয় ছিল ৫০৩ মিলিয়ন লিভ্ৰা)। রাজ পরিবারের ব্যয়ও বেড়ে যায়। রাজার জন্য ছিল ১৮৫৭ টি ঘোড়া, ১৪০০ জন চাকর-চাকরানি। বিভিন্ন প্রদেশে আরও ১২০০ টি ঘোড়া রাজার শিকারের জন্য প্রস্তুত রাখা হতো। রাজার মৃগয়া গমনের জানা ছিল ২১৭ টি গাড়ির বহর। বোলতম লুইয়ের স্ত্রী রাণি মরিয়া আতোয়াত প্রায়ই নতুন নতুন প্রাসাদ তৈরির বায়না ধরতেন।

এদিকে ১৭৮৮ সালে ফ্রান্সে ব্যাপক শস্যহানি ঘটে। প্রাকৃতিক দুর্যোগের ফলে ফ্রান্সের সাধারণ মানুষ গভীর অর্থনৈতিক সংকটে নিপতিত হয়। কৃষি উৎপাদন হ্রাস পায়, পশুর মড়ক লেগে কৃষকের মেরুদণ্ড ভেঙ্গে যায়। শহরগুলোতে কাজের সন্ধানে বেকারদের ভিড় জমতে থাকে। ১৭৮৮ – এর তুলনায় ১৭৮৯-তে বিক্ষোভ পাঁচ গুণ বেড়ে যায়। এসব বিদ্রোহ নির্মমভাবে দমন করা হয়। ফ্রান্স কার্যতই একটি বড় ধরনের পরিবর্তনের মুখোমুখি এসে দাঁড়ায়। পরিবর্তনের বস্তুগত সকল উপাদানই তখন সমাজ ও রাষ্ট্রে তৈরি হয়েছিল। এর সাথে বিপ্লবের জন্য যে ব্যাপক চেতনাগত প্রস্তুতির দরকার তাও ফ্রান্সে তৈরি হয়েছিল। ফ্রান্সের দার্শনিক,কবি সাহিত্যিকসহ বুদ্ধিজীবী সমাজ পরিবর্তন তথা বিপ্লবের নতুনচেতনা তৈরিতে উল্লেখযোগ্য ভূমিকা রাখেন।

খ. ফরাসি বিপ্লবের ঘটনাপ্রবাহ অনুধাবন করা ফরাসি জনজীবনে বিপ্লবের প্রভাব।

বিপ্লবের ঘটনাপ্রবাহ : অর্থনৈতিক সংকট থেকে মুক্ত হওয়ার জন্য রাজার প্রয়োজন হয়ে পড়ে বিপুল পরিমাণ অর্থের। সেই অর্থ পেতে হলে। কর ধার্য করা ব্যতীত রাজার কাছে অন্য কোনো পথ খোলা ছিল না। অর্থ সচিব নেকার রাজাকে স্টেটস- জেনারেলের অধিবেশন ডেকে কর আদায়ের ব্যবস্থা করার পরামর্শ দেন। সুযোগ বুঝে তৃতীয় সম্প্রদায় তাদের সদস্য সংখ্যা যাজক ও অভিজাত সম্প্রদায়ের মধ্যে সমান করার দাবি জানালে ১৭৮৮-এর ডিসেম্বরে রাজা তা মেনে নিতে বাধ্য হন।

১৭৮৯ – এর ৫ মে স্টেটস – জেনারেলের অধিবেশন ডাকা হয়। ১৭৫ বছর পর ফ্রান্সে এই সংসদ ভার্সাই নগরীতে নতুন করে শুরু করার ঘোষণা দেয়া হয়। এতে যাজক সম্প্রদায়ের ৩০০, অভিজাতদের ৩০০ এবং তৃতীয় সম্প্রদায়ের একা ৬০০ প্রতিনিধি থাকার বিধান স্বীকৃত হয়। এপ্রিলের শেষ দিকে স্টেটস – জেনারেলের নির্বাচনে যাজকদের জন্য নির্ধারিত ৩০০ জনের মধ্যে ২৯১ জন, অভিজাতদের ৩০০ জনের মধ্যে ২৭০ জন এবং তৃতীয় সম্প্রদায়ের ৬০০ জনের মধ্যে ৫৭৮ জন সদস্য নির্বাচিত হলে মোট ১১৩৯ জন সদস্য উক্ত অধিবেশনে অংশগ্রহণ করতে সক্ষম হয়। মৃত্যুবরণ,দাঙ্গাহাঙ্গামা ও অন্যান্য কারণে বাকি ৬১ টি আসনের প্রতিনিধি উক্ত সময়ে নির্বাচিত হতে পারেননি। রাজা এবং অর্থসচিব নেকার উভয়েই স্টেটস-জেনারেলের কাছে কর আদায়ের প্রস্তাব রাখেন।

সংসদে তৃতীয় সম্প্রদায় সংখ্যাগরিষ্ঠ হওয়া সত্ত্বেও রাজা শুধু ধর্ম যাজক এবং অভিজাত প্রতিনিধিদের সাথেই মিলিত হলে তৃতীয় সম্প্রদায় অপমানিত বোধ করেন। ১৭ জুন তাঁরা নিজেদেরকে সমগ্র জনগণের প্রতিনিধি এবং স্টেটস – জেনারেলকে ‘জাতীয় সভা’ বলে ঘোষণা করে। এ নিয়ে রাজা এবং নির্বাচিত প্রতিনিধিদের মধ্যে বিরোধ বাড়তে থাকে। ২০ জুন প্রতিনিধিরা সভাকক্ষে ঢুকতে না পেরে‘ টেনিস কোর্টে সমবেত হয়ে একটি শপথ গ্রহণ করেন। উক্ত শপথে বলা ছিল যে, যতদিন টেনিস কোর্ট একটি সংবিধান রচিত না হবে ততদিন তৃতীয় সম্প্রদায়ের প্রতিনিধিরা একত্রে থাকবে। এ শপথকে টেনিস কোর্টের শপথ” বলা হয়ে থাকে। ইতোমধ্যে যাজক ও অভিজাত প্রতিনিধিদের একটি অংশ নৈতিকভাবে তৃতীয় সম্প্রদায়ের শপথকে সমর্থন প্রদান করেন। রাজা অবস্থা বেগতিক দেখে কিছু কিছু শর্ত মেনে নিলেও যড়যন্ত্রের জাল বিস্তার করতে থাকেন। ১২ জুলাই রাজা অর্থসচিব নেকারকে ক্ষমতাচ্যুত করেন।

এতে প্যারিতে উত্তেজনা বৃদ্ধি পায়। ইতোমধ্যে প্যারিতে পৌরসভা (কমিউন) এবং জাতীয় রক্ষিবাহিনী তথা National Guard তৈরি করা হয়। প্যারির মেয়র নিযুক্ত হলেন বেইলি (Baily) এবং রক্ষীবাহিনীর অধ্যক্ষ হিসেবে নিযুক্ত হলেন লাফায়েত। রাজা বাধ্য হলেন এসব নিযুক্তি মেনে নিতে। ফলে প্যারির প্রশাসনিক দায়িত্ব বুর্জোয়া তথা তৃতীয় সম্প্রদায়ের হাতে চলে যায়। প্যারিতে গুজব ছড়িয়ে পড়ে যে রাজা বিদেশি সৈন্যবাহিনীর সহায়তায় প্যারির ওপর নিয়ন্ত্রণ রক্ষা করতে যাচ্ছেন। ১৪ জুলাই তাই উত্তেজিত জনতা সকাল বেলা বাস্তিল দুর্গ অভিমুখে যাত্রা করে। শহরের কতগুলো গুরুত্বপূর্ণ স্থান দখলের সশস্ত্রভাবে জন বাস্তিল দুর্গ চারদিক থেকে ঘিরে ফেলে। বিকেল চারটায় বাস্তিল দুর্গের পতন হয়। রাজাকে প্যারি এ০০.বাস্তিল দুর্গ। ঘটনাবলি এবং বাস্তিল দুর্গ বিপ্লবীদের হস্তগত হওয়ার সংবাদ অবগত করা হলে তিনি স্বগত উচ্চারণ করেন “ এটা বোধ হয় হাঙ্গামা”।

পাশেই দণ্ডায়মান সভাসদ বললেন, “Mais, C’est une revolt Non. ‘কৃষি বিপ্লবের পর থেকে সামন্ত ব্যবস্থার জমিদারি প্রথার উচ্ছেদ সাধন, ২৬ আগস্ট ১৭৮১৯-এ গৃহীত মানবাধিকার ঘোষণাপত্র (Declaration of the Rights of Man and of the citizen) -এর মাধ্যমে গণতান্ত্রিক অধিকারের স্বীকৃতি প্রদান এবং ১৭৮৯ থেকে ১৭৯১ পর্যন্ত সময় জাতীয় সংবিধান পরিষদের কার্যাবলি রাজতন্ত্রের একচ্ছত্র কর্তৃত্বকে দুর্বল করতে থাকে। ফ্রান্স এভাবেই বিপ্লবের এক নতুন পথ রচনা করে। ১৭৮৯ থেকে ১৭৯৫ সাল পর্যন্ত সময়ে ফরাসি বিপ্লব অনেক ধরনের কার্য সাধন ও বাধা বিপত্তি অতিক্রম করে চলছিল।

ফরাসি বিপ্লব ফ্রান্সের সমাজ ব্যবস্থা, রাষ্ট্র পরিচালনা, শিক্ষা ও সংস্কৃতির ক্ষেত্রে ব্যাপক পরিবর্তনের সূচনা করে। বিপ্লবের আগে ফ্রান্স ছিল একটি সামন্ততান্ত্রিক দেশ। বিপ্লবের মধ্য দিয়ে তা পুঁজিবাদী ধারায় বিকশিত হতে থাকে। ফ্রান্সে নিরঙ্কুশ রাজতন্ত্র, অভিজাততন্ত্র ও ধর্মযাজকগোষ্ঠীর প্রভাব দুর্বল হতে থাকে। ফ্রান্স কার্যত একটি বুর্জোয়া গণতান্ত্রিক রাষ্ট্রে রূপান্তরিত হওয়ার সুযোগ লাভ করে বিপ্লবের মাধ্যমে। ফরাসি বিপ্লব ফ্রান্সের জন্য সংবিধান প্রণয়ন করেছে, বিভিন্ন নামে ফ্রান্সে জাতীয় সংসদ গঠন করেছে, ফ্রান্সকে প্রশাসনিক ও বিচার বিভাগীয় ক্ষেত্রে বেশ কিছু সংস্কারের মাধ্যমে একটি আধুনিক রাষ্ট্রে পরিণত করতে অবদান রেখেছে। এই বিপ্লব ফরাসি জাতির মধ্যে জাতীয়তাবাদী চেতনার সঞ্চার করেছে।

ফ্রান্সে রাজনৈতিক শক্তির উত্থান ঘটার সুযোগও এ বিপ্লবের ফলে শুরু হয়। জিবভিন, জ্যাকোবিনসহ বিভিন্ন গোষ্ঠী ফ্রান্সে রাজনৈতিক শক্তি হিসেবে আত্মপ্রকাশ ঘটে। ফরাসি বিপ্লব ফরাসি বিপ্লব শুধু ফ্রান্সের সমাজকেই নয়, গোটা ইউরোপকেও আলোড়িত করেছিল। গণতন্ত্র, যুক্তিবাদ, ব্যক্তি স্বাধীনতা, সাম্য, শোষণমুক্তি, নাগরিক অধিকার ইত্যাদি ধারণা ফরাসি বিপ্লব পরবর্তী ইউরোপের রাষ্ট্রসমূহে বিস্তার লাভ করে। তাই ১৭৮৯ সালের বিপ্লবকে আধুনিক ইউরোপের নতুন পর্ব হিসেবে অভিহিত করা হয়ে থাকে।

ফরাসি বিপ্লব রাতারাতি সব পরিবর্তন নিয়ে আসে নি। অনেক ভুল-ভ্রান্তি ও বিচ্যুতির পরও ফ্রান্সের জনগণ বিপ্লবের আদর্শকে ত্যাগ করেনি। বিপ্লবের পথে ফ্রান্সে অনেক রক্ত ঝরেছে, দুঃখজনক পরিস্থিতির সৃষ্টি হয়েছে, বিপ্লবকে ধ্বংস করার চেষ্টাও হয়েছে, প্রতিবিপ্লবী শক্তি ফ্রান্সের রাষ্ট্র ক্ষমতায় অধিষ্ঠিত হয়েছে। ফ্রান্সের জনগণ তারপরও বিপ্লবের আদর্শের কাছে ফিরে যাওয়ার আকাঙ্ক্ষা থেকে ১৮৩০ ও ১৮৪৮ সালে পর পর দুটি বিপ্লব সংঘটিত করেছে।

১৮৭১ সালে প্যারি কমিউন গঠিত হয়েছে ফরাসি বিপ্লবের চেতনা থেকে। ফ্রান্স বিপ্লবের আদর্শকে ত্যাগ করেনি, বরং এর আদর্শে উদ্বুদ্ধ হয়ে বার বার বিপ্লব সংঘটিত করেছে। ফরাসি সমাজ বিপ্লবের আদর্শকে এখনও ত্যাগ করেনি। ফ্রান্সে। এখনও বিপ্লবের সকল নায়ক, নেতা-কর্মীকে শ্রদ্ধা করা হয়। ফ্রান্সের অনেক রাস্তাঘাট ও প্রতিষ্ঠানের নামকরণ হয়েছে বিপ্লবীদের নামে। ফ্রান্সের তদনা নিত কিনোলগল করাসি বিপ্লবের সৈনিকদের শ্রদ্ধাভরে স্মরণ করে, তাঁদের ছবি বহন করে। ফচবাসি জাতি প্রতি বছরই ১৪ জুলাইকে তাদের প্রধান জাতীয় দিবস হিসেবে পালন করে থাকে। এর মাধ্যমে ফরাসি বিপ্লবের চেতনায় তারা উজ্জীবিত হওয়ার শপথ নতুন করে গ্রহণ করে থাকে।

ফরাসি বিপ্লব এভাবেই ফরাসি জাতির কাছে মহান এক ঐতিহাসিক কালপর্ব হিসেবে সমাদৃত হয়েছে পৃথিবীর সব দেশেই ফরাসি বিপ্লবের ইতিহাস অত্যন্ত গুরুত্বের সাথে পঠিত হয়। এই বিপ্লবের ইতিহাস পাঠে ছাত্রছাত্রীরা আন্দোলিত হয়, নিজ নিজ দেশের বিপ্লব, মুক্তিযুদ্ধ ও সংগ্রামের সাথে মিলিয়ে দেখার চেষ্টা করে। ফরাসি বিপ্লবের দেশীয় ও আন্তজার্তিক তাৎপর্য এখানেই নিহিত রয়েছে।

নেপোলিয়ন বোনাপার্টের গণমূখী সংস্কারসমূহ ব্যাখ্যা:

নেপোলিয়ন বোনাপার্টের সংস্কার : ফরাসি দেশকে আধুনিক চরিত্র দানের জন্যে নেপোলিয়ন বোনাপার্ট প্রশাসন, আইন, বিচার, ধর্ম, শিক্ষা, অর্থনীতিসহ বিভিন্ন ক্ষেত্রে অভূতপূর্ব সংস্কার সাধন করেন। পুরাতন ঘুণেধরা সমাজ ব্যবস্থাকে নতুনভাবে ঢেলে সাজানোর কর্মপরিকল্পনা প্রণয়ন ও বাস্তবায়নের মাধ্যমে নেপোলিয়ন ফরাসি বিপ্লবের সত্যিকার সাফল্য আনয়ন করেছেন। ফরাসি সমাজ ও রাষ্ট্রীয় জীবনে শান্তি, শৃঙ্খলা ও নিরাপত্তা নিশ্চিত হয়। নেপোলিয়ন বোনাপার্টের সূচিত উল্লেখযোগ্য সংস্কারসমূহ এখন আলোচিত হচ্ছে :

১। প্রশাসন বিকেন্দ্রীকরণ :

১৭৮৯ সালে বিপ্লবের পর ফরাসি দেশে প্রশাসনকে বিকেন্দ্রীকরণ শুরু করা হয়। এর ফলে জেলা ও প্রদেশের সঙ্গে কেন্দ্রের সম্পর্ক শিথিল হয়ে পড়ে। নেপোলিয়ন বোনাপার্ট কেন্দ্রীয়ভাবে প্রদেশ ও জেলায় দক্ষ ও অভিজ্ঞ প্রশাসকদের নিয়োগ প্রদানসহ গোটা প্রশাসনের ওপর নিয়ন্ত্রণ প্রতিষ্ঠা করেন। আগে এই শাসনকতাগণ স্থানীয় ভোটে নির্বাচিত হতেন। নেপোলিয়ন নির্বাচনের পরিবর্তে মনোনয়নকে প্রাধান্য দেন। প্রদেশগুলোর যাবতীয় ক্ষমতা প্রিফেক্টদের হাতে রাখেন। তাদের নিয়োগের ক্ষেত্রে যোগ্যতাই একমাত্র শর্ত ছিল। তাদের অধীন উপ – প্রিফেক্টগণ কাজ করতেন। সকল শ্রেণির প্রশাসক ও সরকারি কর্মকর্তাকে কনস্যাল হিসেবে তিনিই নিয়োগ দিতেন। এ সব তিনি সম্পন্ন করতেন ফ্রান্সের রাষ্ট্রীয় পরিষদ তথা Council of State-এর মাধ্যমে। উক্ত পরিষদের সদস্যদের তিনি মনোনীত করতেন। নতুন যে কোনো আইনের উৎস হিসেবে এবং প্রশাসনিক বিচারালয়রূপে এ পরিষদের সদস্যদের তিনি মনোনীত করতেন। নতুন যে কোনো আইনের উৎস হিসেবে এবং প্রশাসনিক বিচারালয়রূপে এ পরিষদের গুরুত্বপূর্ণ ভূমিকা ছিল। নেপোলিয়ন ফ্রান্সের কৌলিন্য প্রথা উচ্ছেদ করে গুণী ও যোগ্য কর্মচারীদের পুরস্কৃত করার জন্য মর্যাদাসূচক ‘লিজিয়ন অব অনার’ (Legion of Honour) নামে একটি রাষ্ট্রীয় পদকের প্রবর্তন করেন।

২। অর্থনৈতিক সংস্কার :

ফ্রান্সের অর্থনৈতিক ব্যবস্থা সামন্ততান্ত্রিক ছিল। ফলে ফ্রান্স আর্থিক ও রাজস্ব সংকটে জর্জরিত ছিল। বিপ্লবের পর বিক্ষিপ্ত-বিচ্ছিন্নভাবে কিছু কিছু সংস্কার আনা হলেও রাজনৈতিক অস্থিরতা ও সংকটের কারণে ফ্রান্স আর্থিকভাবে দ্রুত উন্নতি লাভ করতে পারছিল না। নেপোলিয়ন বোনাপার্ট ১৭৯৯ সালে প্রথম কনস্যালের দায়িত্ব নেওয়ার পর আর্থিক ব্যবস্থাকে একেবারে ঢেলে সাজান। ১৮০০ সালে তিনি Bank of France প্রতিষ্ঠা করেন।

সরকারি ঋণ ও কর আদায়কারী প্রতিষ্ঠান হিসেবে ব্যাংকটি ফ্রান্সে আধুনিক অর্থ ব্যবস্থার সূচনা করে। ব্যাংকটি ১৮০৩ সালে ব্যাংক নো, প্রবর্তনের অধিকার পায়। ফরাসি মুদ্রা ফ্রাঁ’র স্থায়িত্ব বিধান করা হয়। নেপোলিয়ন নিজের নামে স্বর্ণের ধাতব। প্রচলন করেন। নেপোলিয়ন অর্থ-দপ্তরকে রাজস্ব ও অডিট বিভাগে বিভক্ত করেন। প্রত্যক্ষ ও পরোক্ষ করের মধ্যে ভারসাম্য বজ রাখার জন্যে নতুন রাজস্ব ব্যবস্থা প্রতিষ্ঠিত হয়। একই সঙ্গে জনসাধারণের আর্থিক ক্ষমতার সঙ্গে সঙ্গতি রেখে কর ব্যবস্থা চালু করা হয়। নেপোলিয়ন নতুন কর ব্যবস্থাকে কার্যকর করতে নতুন কর্মচারী নিয়োগের ব্যবস্থা করেন নেপোলিয়নের প্রবর্তিত অর্থনৈতিক নীতিমালা ফ্রান্সের অর্থনৈতিক গতিবেগ সৃষ্টি করে, কৃষি ও শিল্পে উন্নতি ছ ব্যবসা-বাণিজ্যে স্থবিরতা কাটতে শুরু করে। তবে ব্যাপকভাবে যুদ্ধে জড়িয়ে ফ্রান্সের অর্থনীতিকে দুর্বল করে ফেলে নেপোলিয়ন বোনাপার্ট নিজেই। ফলে ফ্রান্স সাসী গভীর সংকটে পড়ে। সেই সংকটের তোড়ে তিনিও ক্ষমতড়া হন। 

৩। আইন সংস্কার :

নেপোলিয়ন নিজেই বলেছেন, “আমার যে কাজটি চিরস্থায়ী হবে তা হলো আইন সংহিতা”। ফ্রান্সে আগে তেমন কোনো বিধিবদ্ধ আইন ছিল না। নেপোলিয়ন অত্যন্ত জটিল এবং দুরূহ এই কাজটি সম্পন্ন করেছেন। বিপ্লয়ে অন্যতম আদর্শ সামাজিক সাম্যের প্রতি দৃষ্টি রেখে আধুনিক ফরাসি সমাজ গঠনের লক্ষ্যে আইন পরিমার্জন ও প্রণয় করা অপরিহার্য হয়ে পড়ে। নেপোলিয়ন বোনাপার্ট দেশের আইনজ্ঞদের নিয়ে একটি কমিটি গঠন করে দেন। আইনজ্ঞ কমিটি রোমান আইনসহ ফরাসি সমাজের বাস্তবতা ব্যাখ্যা বিশ্লেষণ করে যে আইনের দলিল রচনা করেন ই পরবর্তী সময়ে ‘কোড অব নেপোলিয়ন বা নেপোলিয়নীয় সংহিতা নামে পরিচিতি পায়। এতে দেওয়ানি, ফৌজদা। এবং বাণিজ্যিক মিলিয়ে মোট ২,২৮৭ টি আইনের ধারা স্থান পায়। এ আইনকে অনেকে ফরাসি সমাজের নতু বাইবেল তথা দিক নির্দেশনা হিসেবে গণ্য করেন। তবে এই সংহিতায় যেমন আধুনিক আইনের অধিকারের স্বীকৃ মেলে, তেমনি এতে পুরাতন সামন্ত ফরাসি সমাজের অগণতান্ত্রিক নিয়ম-কানুনেরও উপস্থিতি ছিল।

গণতান্ত্রিক চরিত্রের কতিপয় ধারা নিম্নরূপ:

ক. আইনের চোখে সকল নাগরিকের সমানাধিকার নিশ্চিত করা,

খ. সামাজিক সাম্য স্থাপন করা,

গ. একমাত্র যোগ্যতার ভিত্তিতে সরকারি চাকরিতে নিয়োগ দেওয়া

ঘ. সামন্ততন্ত্র বিলোপ করে নতুন ভূমি ব্যবস্থা চালু করা,

ঙ. ফৌজদারি আইন, বিধি, যুক্তিবাদ ও প্রাকৃতিক আইনের আলোকে সমন্বয় করা,

চ. বিচারের ক্ষেত্রে জুরি প্রথা চালু করা,

ছ. রাজনৈতিক অপরাধীদের সাধারণ অপরাধী থেকে আলাদা মর্যাদা দেওয়া ৷

মূলত ব্যক্তি স্বাধীনতা, আইনের দৃষ্টিতে সমতা, রাষ্ট্রের মর্যাদা দেওয়া।

মূলত ব্যক্তি স্বাধীনতা, আইনের দৃষ্টিতে সমতা, রাষ্ট্রের ধর্মনিরপেক্ষ চরিত্র, বিবেকের স্বাধীনতা, ধর্মীয় স্বাধীনতা, নেওয়ার অধিকার ইত্যাদি স্বীকৃত হয়। শুধু ফ্রান্সের জন্যই নয়, ইউরোপের দেশ ও জাতিসমূহকেও আন্দোলিত করে। ফ্রান্সের শ্রেষ্ঠত্ব ও কর্তৃত্ব অনেক দেশই সে কারণে মেনে নিতে প্রস্তুত ছিল। পনি আজ শাখা এই সন্ধিতে কান পেয়েগিল। যেমন :

১. পুরুষ ও নারীর সমঅধিকার সংহিতায় মেনে নেওয়া হয় নি।

২. নারীদের সম্পত্তির অধিকার স্বীকার করা হয় নি,

৩. স্ত্রী, সন্তান ও পরিবারের সদস্যদের ওপর পিতার কর্তৃত্ব ছিল,

৪. মালিক ও শ্রমিকের স্বার্থ সমানভাবে গুরুত্ব না দেওয়া, এ ক্ষেত্রে

উভয়ের মধ্যে যে কোনো বিরোধে মালিকের স্বার্থই বিবেচনায় নেওয়ার বিধান রাখা হয়। এসব সীমাবদ্ধতার পরও নেপোলিয়নের সংহিতার প্রতি কৃষক এবং মধ্যবিত্ত শ্রেণির ব্যাপক সমর্থন ছিল।

৪। শিক্ষা সংস্কার :

নেপোলিয়ন বোনাপার্ট সমগ্র ফরাসি জাতিকে শিক্ষিত করার গুরুত্ব বিশেষভাবে উপলব্ধি করেছিলেন। সে কারণে তিনি জাতীয়ভাবে শিক্ষা সংস্কারে হাত দেন। প্রতিটি প্রিফেক্ট অথবা সাব -প্রিফেক্টের অধীন একটি করে প্রাথমিক বিদ্যালয় স্থাপন, মাধ্যমিক ও গ্রামার স্কুলগুলোতে ভাষা শিক্ষা, শহরে লিসে (Lycee) তথা সরকারি আদর্শ বিদ্যালয় স্থাপন উল্লেখযোগ্য উদ্যোগ ছিল। লিসেগুলো আধা সামরিক ছিল। নেপোলিয়নের পৃষ্ঠপোষকতায় ১৮০৮ খ্রিস্টাব্দে ফ্রান্সে ‘University of France’ প্রতিষ্ঠিত হয়। বিশ্ববিদ্যালয়ে নতুন নতুন বিভাগ চালু করা এবং বৈজ্ঞানিক গবেষণা ও প্রায়োগিক বিদ্যার প্রসারে মনোযোগ দেওয়া হয়।

৫। বাণিজ্য আইন :

ফ্রান্সে ব্যবসা-বাণিজ্যের প্রসারে বাণিজ্য সংক্রান্ত বিরোধ দূরীকরণের লক্ষ্যে বাণিজ্য আদালত স্থাপন ও বিধিবদ্ধ আইন প্রচলন করা হয়।

৬। ধর্ম সংস্কার :

ফ্রান্সে বিপ্লবের পর গিজার সঙ্গে রাষ্ট্রের একটি বিরোধ চলে আসছিল। নেপোলিয়ন পোপের দাবির সঙ্গে সামঞ্জস্য রেখে এই বিরোধ নিষ্পন্ন করেন। এটিকে ইহিহাসে মীমাংসা নীতি বলা হয়। ১৮০১ সালে উভয়ের মধ্যে স্থির হয় যে, ফরাসি গিজার যাজকগণ রাষ্ট্র কর্তৃক নিয়োগ প্রাপ্ত হবেন এবং পোপ তা অনুেেমাদন করবেন, ধর্মযাজকগণ রাষ্ট্রের কাছ থেকে বেতন ভাতাদি পাবেন।
