Planning Division

Formulates and reviews education policies, analyses key MOE data and stakeholder perspectives to support policy decision-making, and charts and reviews processes to achieve MOE’s mission and its contribution to wider whole-of-Government objectives. It also oversees and develops MOE’s international strategy and relations.

EDUCATION POLICY BRANCH

  • Supports the formulation, review and implementation of cross-cutting education policies across areas including the general education landscape, structure and programmes, language policies, compulsory education, special education, and preschool education.
  • Analyses key MOE data to support policy development and review.
  • Contributes to key inter-agency/whole-of-Government platforms on social policies.
  • Provides administrative and support functions, which include secretariat support for the Ministerial Committee Meeting (MCM), Committee-of-Supply debate (COS), and Parliamentary sittings (where relevant to MOE).

STRATEGIC PLANNING OFFICE

  • Oversees MOE’s strategic planning.
  • Stewards the MOE agenda and drives whole-of-MOE coordination.

INTERNATIONAL COOPERATION BRANCH

  • Charts MOE’s overall strategy and engagement in regional and international educational matters.
  • Strengthens Singapore’s educational relations and engagement with other countries.
  • Manages MOE’s participation in multilateral fora.
  • Coordinates international profiling efforts of MOE.
  • Provides protocol advice to MOE for the hosting of visits/briefings and the organisation of overseas trips.

Strategic Planning, Policy Research and Evaluation

To support the Ministry’s mission, applying scientific research and analytic

methods, objective research-based information and strategic planning in the development, implementation and evaluation of criminal and civil justice policies and issues

  • To monitor and evaluate programmes/projects of the Ministry of Justice (MOJ)
  • To define, collect, analyse and report useful information about a programme to enhance decision-making and programme improvement
  • To prepare project profiles and proposals to attract international funding to assist in satisfying the needs of the Justice system
  • Facilitating the development of scientific research specifically in the Criminal and Civil Justice Sector and more broadly in the Ministry of Justice

Research, Corporate Planning and Evaluation Unit

The Research, Corporate Planning and Evaluation Unit is a unit within the Strategic Planning, Policy Research and Evaluation Division. The main responsibility of this unit is to collect and analyse information and conduct research that will influence prudent policy decisions to improve the justice system.

Objectives of the Research, Corporate Planning and Evaluation Unit

  • To facilitate the development of scientific decision making throughout the Ministry of Justice
  • To conduct research, analyse data and design research methods that will provide the relevant information for policy development and programme implementation
  • To provide stakeholders in the Ministry of Justice with timely court related data
  • To direct and coordinate the production of the Ministry’s Corporate Plan in line with the agreed budget allocation for the Ministry.
  • To direct and co-ordinate the production of the Ministry’s Annual Report
  • To provide key interests with timely and accurate evaluations and

recommendations for strengthening justice related programmes

  • To work in cooperation with other agencies with national development in order to secure the necessary coordination
  • To develop a policy centre that will integrate research and programming in the policy cycle

KEY RESPONSIBILITIES / DUTIES:

Senior Director

  • Participates in the development of the strategic direction of the Ministry
  • Leads the development and implementation of the division’s operational plan and budget
  • Provides technical advice to the Permanent Secretary, departments, agencies and other relevant personnel on planning and policy matters
  • Develops, implements and maintains policies and procedures to guide the operations of the division
  • Oversees the establishment and maintenance of the Ministry’s data collection and record management functions and ensures that all requirements under the related acts and legislations (such as Access to Information Act) are met.
  • Prepares briefs, speeches and position papers for the Minister and Permanent Secretary as required.
  • Collaborates with the Public Relations Division to develop a programme for the effective communication of the Ministry’s policies, programmes and projects to its shareholders.
  • Represents the Ministry at local and international meetings, conferences and other affairs as required.
  • Prepares and submits performance and other reports as required and ensures timely submission of all documents/information requested from the division.
  • Creates the planning framework to support the Ministry’s planning functions ensuring consistency with other management processes such as performance management, project management and management reporting
  • Develops and ensures implementation of guidelines to facilitate the development, monitoring and evaluation of various planning functions (strategic, operational, budget); ensures the integration of these plans and their consistency with the government’s strategic objective
  • Forecasts and analyses external variables of strategic importance to the Ministry and integrates these into the planning process
  • Oversees the assessment of plans from departments and agencies for conformity with established policies, and overall strategic objectives
  • Contributes to, and ensures effective coordination of the formulation and implementation of policies ensuring adequate analysis of the financial, economic and social benefits of policy recommendations
  • Reviews policies to determine effectiveness and relevance and makes recommendations where necessary to ensure alignment with the Ministry’s strategic objectives
  • Continuously scan the internal and external environment to identify opportunities for projects, which will assist the Ministry to effectively achieve its long and short-term objectives. Leads the development of project proposals and collaborates with other Ministries/Agencies for development and implementation where required
  • Establishes policies and procedures for the implementation, monitoring and evaluation of projects undertaken by the Ministry and ensures reporting requirements of all stakeholders/partners are met
  • Oversees and ensures the effective management of project implementation in accordance with plan. Monitors critical paths and adopts a proactive approach to highlighting and initiating corrective action in cases of delay or any other situations which may affect the timely completion and /or achievement of project objectives
  • Oversees and ensures the development of a research mechanism to provide information and analysis to support the policy and planning functions in particular and the overall work of the Ministry in general
  • Oversees the development and ensure the maintenance of information databases to support the Ministry’s projects and programmes
  • Keeps abreast of trends and changes in planning and policy development and makes recommendations for their adoption where necessary to enhance the Ministry’s planning and policy development functions

Director – Research, Corporate Planning and Evaluation

  • Provides guidance to the Department Heads in formulating appropriate targets which are specific, measurable and realistic
  • Assists in the preparation of Cabinet Legislation submissions
  • Prepares the departmental budget for the Unit
  • Conducts high level internal analyses of the Department’s performance of relating to policy implementation, achievement of targets and budgetary management against the Corporate Plan and develop appropriate performance indicators
  • Identifies and provides advice on major opportunities for performance improvement at the strategic level
  • Assists in establishing mechanisms to ensure sustainable performance improvement initiatives
  • Undertakes special research on matters pertaining to justice upon request
  • Formulates output-based performance management systems for the Departments and Agencies within the Ministry

Corporate Planner

  • Facilitates, in collaboration with the senior officials of the Ministry, its Departments, and Agencies, integrated Corporate Plans and programmes in accordance with Government directives, priorities and the Ministry’s mission
  • Ensures that the Ministry’s corporate plan and annual operational plan are communicated to the Department heads throughout the Ministry and its Agencies
  • Advises the Permanent Secretary on matters relating to the Ministry’s Corporate Plan
  • Assists the Ministry’s Departments & Agencies with the preparation of their Corporate Plans to be in harmony with that of the Ministry
  • Advises on the monitoring and evaluation process of the Department’s performance against corporate targets, as well as monitoring the Corporate Planning process within the Ministry and its Departments and Agencies
  • Advises on the establishment of time frames, performance indicators and targets for programmes and activities that are specific, measurable and realistic
  • Analyses statistical and other information relating to the internal and external environment and ensures relevant application in the preparation of the Corporate Plan
  • Develops performance indicators to measure and reports on the effectiveness of the Corporate Plan
  • Coordinates the quarterly performance evaluations of the Ministry’s Departments & Agencies and prepares evaluation reports
  • Facilitates the implementation of the corporate management and evaluation processes improvement initiatives in the Ministry

Senior Statistician

  • Collaborates with the Research Units to design and development  effective data collection instruments;
  • Collects statistical data from Ministry’s agencies and departments and other external sources to support research priorities in the Justice Sector;
  • Collects and summarizes data into trend information for reports and bulletins;
  • Liaises with relevant personnel to ensure the submission of statistical information and data on the Justice Sector is submitted in  a timely manner;
  • Analyses and interprets statistical data collected to forecast programmes, projects and policy capabilities;
  • Provides advice and instructions to the relevant personnel on the appropriate statistical data collection methods to be used;
  • Ensures the security and credibility of the data that are stored in the database;
  • Provides statistical information and briefs the Director of Research Corporate Planning and Evaluation on the performance of the programmes and projects in Justice Sector;
  • Provides statistical support to the policy development process;
  • Keep up to date with current statistical tools and global information;
  • Prepares and submits progress reports to  Director, Research Corporate Planning and Evaluation

Assistant Statistician

  • Stores electronically, data received from the Courts Offices.
  • Maintains retention record of hard copy documents received from the Courts Offices.
  • Reports errors/inconsistencies to the supervisor or other relevant personnel.
  • Assists in the preparation of statistical reports.
  • Maintains a usable structure/framework for the database system.
  • Performs any other duties as assigned.

Senior Research and Monitoring Officer

  • Plans, directs and manages research activities within the unit
  • Establishes a set of Operational Objectives to guide the operations of the unit
  • Develops work plans and schedules for staff
  • Convenes and participates in meetings relevant to role and function
  • Prepares operational reports
  • Oversees the design, development and review of research instruments, model and indices
  • Coordinates all exercises for gathering and processing data. Assesses and determines appropriates research models and indices.
  • Undertakes a range of research including the impact of ministry policies and legislation on the Justice System
  • Manages to ensure provision of adequate data for policy formulation, reviews and analysis
  • Participates in the development of systems for monitoring, evaluating and reporting performance in ministry policy areas
  • Recommends  and organises training for research staff
  • Overseas and monitors research studies and publications
  • Prepares standard operating procedures for the conducting of research projects
  • Keeps abreast of local and international trends/ issues on related justice issues
  • Provides research support to departments and agencies within the Ministry
  • Represents the ministry at various research related meetings and fora
  • Collaborates with other ministries, government departments and agencies in executing research work and exchange of data/information
  • Assists in the preparation of budgets for the research unit

Research and Monitoring Officer

  • designs and implements appropriate research instruments for the studies, evaluations or projects identified by relevant stakeholders
  • Provides research support to departments and agencies within the ministry
  • Prepares work plans for research projects undertaken by Research Team
  • Conducts research studies and surveys for the ministry, its departments and agencies
  • Participates in the processing and analysis of research data
  • Reviews policy initiative and outcomes of issues pertinent to the ministry
  • Liaises with the Corporate Planner in formulating the corporate plans and annual reports and budget
  • Keeps abreast of new policy development  locally and internationally
  • Assists with the implementation of research initiatives
  • Assists in the dissemination of research findings
  • Performs any other duties assigned

Executive Secretary

  • Reproduces in the correct format, a variety of documents as instructed by the Senior Director;
  • Receives dictation and transcribe notes;
  • Re-routes correspondences to relevant officers/departments;
  • Monitors incoming calls/clients, route and direct accordingly;
  • Schedules appointments, conferences and brief the Senior Director on the matter before confirming the meetings;
  • Arranges meetings and conferences and ensures that recordings of the proceedings are done;
  • Makes travel arrangements for the Senior Director;
  • Liaises with internal/external customers (local & overseas) in order to give/receive information as directed by the Senior Director;
  • Establishes and maintains a system for the control and safe keeping of classified, secret and confidential documents and reports;
  • Maintains an up-to-date records management system of documents including correspondence, agreements cabinet submissions, legal and personal matters;
  • Drafts correspondences as directed by the Senior Director;

Administrative Assistant

  • Serves as a liaison officer with other Departments in the resolution of day-to-day to acquire relevant information.
  • Takes and transcribes notes and produces documents.
  • Schedules and coordinates meetings for supervisor and senior officers in the unit.
  • Prepares statistical and narrative reports.
  • Establishes and maintains a records management system for the unit.                   
  • Records incoming and outgoing mail and distributes accordingly.  
  • Drafts response to routine correspondence for relevant signature.
  • Requests and manages the distribution of office stationery and supplies for the Division

Educational Planning Division

The Educational Planning Division is responsible for the formulation and implementation of Government’s policy with respect to on-going reform of the education system in the context of national development.

The Division is divided into the following sections offering the followings services: 

The Programming Section provides support to all Divisions and Units of the Ministry to bring consistent planning across the Ministry’s initiatives and operations. The Section prepares country reports, papers for presentation at national, regional and international workshops and seminars, and provides technical support to all divisions of the MOE in areas related to educational planning.

The Statistics Section collects, collates, disseminates and maintains a system of data collection to inform the policies, projects and programmes to be developed and executed in the educational system. It also provides accurate, relevant and timely information for the effective monitoring and evaluating the formation of those policies, projects and programmes.

The Facilities Section develops and maintains the educational adequacy and efficiency standards for school facilities by managing the services and processes that support school infrastructural improvement.

The BPU is tasked with strengthening the Ministry’s strategic planning process by monitoring the deliverables identified in the Ministry’s Corporate Plan and the integrated Business Plan

The Policy Support Unit is charged with advising and providing support to Divisions/Units in the formulation education policies.

A Quick Guide to Ministry Policy.

A policy is a general principle or rule to guide decisions and achieve agreed outcomes. Policies will normally explain the “what” and the “why”. Policies have associated procedures that explain the “how”, “where” and “when”. Policy is used to make decisions about how to address goals, opportunities and problems. Central to the policy is a simple statement that outlines what you actually want as an outcome. It has to have an end point in mind that is both necessary and beneficial. The development of a policy then considers all the ways you could reach that outcome and assesses which way is best. Considerations could include effectiveness, cost, time, required resources etc.

The Ministry of Education has three types of policy:

1. Strategic Policy

Strategic policy is the most general policy of the Ministry. Strategic policies support the implementation of the Education Master Plan. They signal the major intentions and priorities of the Ministry. They are long term commitments. The strategic policies for the Ministry of Education are:

  • Governance, Management and Planning
  • Equity, Access and Participation
  • Quality and Relevance of Learning and Teaching
  • Communities,Partnerships and Communication
  • Akonoanga Maori

2. Issues Policy

Issues policies describe the actions we will take in order to achieve current priorities and set major directions. Issues policies identify specific targets, outputs and milestones so that we can monitor our progress towards the outcome of the policy. These policies provide a detailed picture of how change will happen and how we will be accountable for our progress. Five year priorities will be supported by relevant issues policies eg the priority for improving numeracy and literacy is supported by policy such as the numeracy and literacy frameworks. The Ministry is also set to review the language policy as part of its response to this priority area.

3. Operational Policy

Operational policies are very specific and have a narrow scope. Schools have their own operational policies that are just for that school. Some Ministry operational policies are specific to a division although most cover the whole Ministry. Operational policies tend to be found in manuals or staff handbooks. They guide us in our day to day responsibilities and include guidelines for decision making and procedures that set out a course of action for specific circumstances. Effective policy Effective policy allows us to :

  • keep focused on what is important
  • improve decision making, inform judgements and guide actions
  • explain why and how things will change
  • manage risks

The Ministry aims to have policy that is transparent, well informed and that aligns to the goals not only of education but also of the bigger national goals identified in the National Sustainable Development Plan (NSDP). A monitoring and evaluation framework and review process will be included in the development of policy to ensure that it is always open to change and improvement. Most importantly, policy will give clear messages and be easily understood. It will be focused on the issues, timely and realistic about its outcome and able to adapt to the shifting reality of education in the Cook Islands.

Policy, Planning, Research and Evaluation Unit

The Policy, Planning, Research and Evaluation (PPRE) Unit operates to fulfill regulatory obligations regarding the collection and maintenance of data on the education system. The Unit also serves to enhance the overall efficiency and effectiveness of the education system by providing relevant and timely data analysis, research and evaluation for the development of education policies and strategic plans.

RESPONSIBILITIES

The primary responsibilities of the PPRE Unit are to:

  • Manage the Belize Education Management Information System (BEMIS) database ensuring collection and verification of pertinent data on all students, teachers and schools at all levels of the education system.
  • Train and support teachers, school principals and Ministry officials in the use of BEMIS.
  • Process data requests originating from within the Ministry of Education, other government departments, educational institutions, students and researchers, local NGOs and international agencies and organizations.
  • Facilitate access to education data and statistics through electronic platforms. 
  • Publish annual and periodic statistical reports on the state of education. 
  • Provide data and analysis for the development of education policies, programs and development plans.
  • Monitor and evaluate the implementation and impact of plans, projects, programs and initiatives in the education sector.
  • Design and conduct surveys, research and evaluation studies in identified areas of priority. 
  • Publish results of surveys, research and evaluation studies.
  • Review proposals for the conduct of education research in Belizean schools

Introduction

The Planning and Policy Analysis Departments / Units were established across Government Ministries in 1998 after a comprehensive restructuring exercise undertaken by Ministry of Public Service. However, it was until year 2016 that this department was formally created in the Ministry of Internal Affairs. 

The department plays a supportive role to other departments and is the lead department responsible for sector planning, budgeting, project formulation, research, Coordination of policy analysis and Policy development, monitoring and evaluation in support of other departments/directorates and agencies under the Ministry of Internal Affairs.  

Strategic Objectives of PPAD

Overall objective.

The overall objective of the Department is to provide support to the Ministry and its affiliated agencies in matters of Planning, Budget Policy and Policy Analysis to effectively and efficiency deliver Public Services in consonance with the National Policies and Comprehensive Planning Framework. 

The Policy Analysis Unit is expected to undertake policy research /studies, analysis, formulation, development, monitoring and evaluation of public policies with a view to providing policy advice for desirable policy changes.

The specific objectives are: -

  • To provide technical guidance to the Ministry in the development, implementation and reporting on the Ministry’s policies, projects and programmes;
  • To have the Ministry and its allied agencies’ budgets and performance plans harmonized with the national priorities in the NDP and the Ruling Party’s Manifesto;
  • To cascade and consolidate the Programme Wide Approach to planning (PWAP) in the Ministry;
  • To facilitation Results Orientation in Ministry’s Plans, Implementation /Service Delivery and Reporting through adoption of Programme Based Budget (PBB) using Programme Budgeting System (PBS)
  • To undertake policy research, analysis, formulation, development, monitoring and evaluation of public policies with a view to providing policy advice for desirable policy changes.  

Planning and Budgeting Function

  • Act as liaison office and advisor of the Permanent Secretary; and Accounting Officer; and other stakeholders, in matters of Planning and Budget Policy;
  • Organize and coordinate strategic planning processes in the Ministry, sub sector and sector levels;
  • Promote collaboration linkages with the National Planning Authority (NPA) and ensure Conformity of the Ministry’s plans with the National Development Plan (NDP);
  • Ensure   that   the   Ministry prepares   detailed   project   proposals/programs   for consideration by the Government and Donor Agencies in collaboration with the directorates and other technical departments;
  • Carry out socio-economic research studies that is, to collect, compile, and synthesize statistical data, generate and disseminate information on the Ministry and its allied agencies;
  • Monitor and evaluate programmes /projects and their performance to keep track of their relevance, efficiency and effectiveness;
  • Coordinate and collaborate with all other stakeholders to ensure that the Ministry’s policies, projects and programmes comply with the National Policy and Planning Frameworks such as the NDP; the Ruling Party Manifesto and the Sustainable Development Goals (SDGs); 
  • Provide guidelines   /support to Local Governments’ Budget Framework Paper (LGBFP) development process and other processes of development as and when need arises;
  • Coordinate the preparation of the Ministry, sub sector Budget Framework Papers (BFPs) including collaboration with other JLOS institutions to prepare the Sector BFPs;
  • Coordinate the production of periodic sectoral performance reports and other relevant reports as per the guidelines of NPA; 
  • Develop and disseminate sector statistical information;

Policy Analysis Function

  • Monitor and   evaluate   the   efficacy of government policy decisions, existing legislation, and project/program interventions;
  • Provide evidenced based information on the likely consequences of both the existing and proposed public policies;
  • Provision of policy advice to top management, for effective policy decision making;
  • Provision of technical support to Government institutions in the Public Policy formulation process;
  • Initiation of focused and rigorous policy researches and studies and provision of evidence-based policy advice for the optimal use of public resources;
  • Development and dissemination of standards, procedures and guidelines for better policy formulation processes in Government Institutions; and
  • Monitoring and evaluation of the performance of existing policies to make recommendations for improved public service delivery.  

The key outputs for the department among others include the following:

  • Strategic /Development Plans for the Ministry and its agencies developed;
  • Projects Preparation Committee activities coordinated and Project Proposals developed and ensure their implementation as per Development Committee Guidelines;
  • Monitoring and evaluation reports for Ministry’s policies, projects and programmes;
  • Ministry and sub sector budgets (BFPs, MPSs, Detailed Budget Estimates) prepared in a consultative and participatory manner and in accordance with PFMA 2015, NDP & other frameworks;
  • Funds Expenditure Limits Allocation Process & projections coordinated through Ministry’s Finance Committee;
  • Periodic Performance plans and reports compiled and submitted to respective authorities;
  • Reports on responses to issues on BFPs raised by the Parliamentary Committee on Defence & Internal Affairs prepared & submitted to Parliament;
  • Report to PACOB and responses to issues on raised produced;
  • Ministry / Sector statistical information collated & documented;
  • Policy Research /Study Reports & Cabinet Returns undertaken; 
  • Ministry’s Annual and / or Medium Term Legislative Programmes prepared;
  • Ministry’s Policy Agenda Prepared;
  • An inventory of Ministry Polices and Laws produced;
  • Preparation of Cabinet and Information Papers coordinated and
  • Responses and technical advice on planning, budget and policy related issues drafted / tendered for consideration by Management

One Health Symposium – Azerbaijan’s strong ambition to advance the One Health approach

“Unified health sector cooperation is very important,” expressed Dr Nadir Zeynalov, Deputy Minister of Health of Azerbaijan, in his opening remarks.

Mr Sarvan Jafarov, Deputy Minister of Agriculture of Azerbaijan, added, “We must hold regular discussions and implement agreed decisions. One Health’s application can help strengthen health security within states as well as between states. It can contribute to the prediction of common disease threats, detection of diseases, and support for response measures. Various sectors must combine their efforts.”

The future of One Health in Azerbaijan: policy, practice and education

During the 1-day symposium, participants explored the history, utility and benefits of One Health, and its relevance to preventing and preparing for the next pandemic.

“It is not a matter of if but when the next pandemic will hit,” said Dr Hande Harmanci, WHO Representative in Azerbaijan. In her address, Dr Harmanci enumerated past pandemics that changed the world, highlighting the fact that biodiversity loss is the biggest environmental driver of infectious disease outbreaks.

The symposium concluded with a strong ambition to advance the operationalization of One Health in Azerbaijan by setting up appropriate coordination mechanisms and exploring how to build joint surveillance, monitoring and capacity, including infrastructure and human resources.

Participants committed to creating a One Health working group to define a list of priorities to be addressed.

A call to action

Participants recognized the critical importance of the One Health approach in addressing challenges at the intersection of human, animal and environmental health. Acknowledging the much-needed propulsive force created globally by the establishment of the Quadripartite One Health Collaboration, and the urgent need for a paradigm shift to sustain healthy humans, animals and the planet, participants urged all stakeholders to take the following actions.

  • Leverage Azerbaijan’s leadership at COP29: Advocate for the inclusion of One Health as a central theme in the COP29 agenda, emphasizing its importance for global health and environmental sustainability. Additionally, use this platform to promote the development of a critical mass of One Health practitioners globally. 
  • Institutionalize One Health in strategic forums: Make One Health a recurring focus in future Global Baku Forums and integrate its principles into Azerbaijan’s next nationally determined contributions (NDCs), transforming them into “healthy NDCs” that address the interconnectedness of human, animal and environmental health. 
  • Establish a One Health coordination mechanism: Create a One Health coordination body in Azerbaijan, bringing together representatives from government, academia, civil society and the private sector to foster cross-sectoral collaboration and effectively implement One Health strategies. 
  • Adopt a One Health approach for a national infection prevention and control strategy: Develop and implement a holistic infection prevention and control strategy that encompasses both human and animal health sectors, guided by the One Health approach. Ensure seamless coordination between these sectors to improve the detection and response to zoonotic disease outbreaks. 
  • Enhance data management and information sharing: Build robust mechanisms for data management and information exchange across the human, animal and environmental health sectors. Integrate existing electronic platforms to support evidence-based decision-making and improve response times. 
  • Operationalize One Health at the local level: Collaborate with municipal authorities and urban planners to implement the One Health approach in local communities, ensuring its effective translation into practice at the grassroots level. 
  • Strengthen collaboration between plant, animal and human laboratories: Modernize and expand laboratory facilities in Azerbaijan for disease diagnosis and enhance the training and skills of laboratory personnel to ensure reliable and timely diagnostic services. 
  • Build and support a multidisciplinary One Health workforce: Invest in educational and training programmes to develop a diverse One Health workforce, including health-care professionals, veterinarians, environmental scientists and agricultural experts. Establish a One Health workforce registry to improve accountability, coordination and continuous professional development across health sectors. 
  • Enhance early detection and response systems: Strengthen early detection and notification systems by leveraging both formal and informal channels and including communities in rural areas. 
  • Support sustainable small-scale farm transformation: Engage with small-scale farmers to co-create value propositions that enhance productivity, sustainability and resilience, while respecting their social and cultural contexts. 

Mr Elmar Mammadov, Co-Lead of the COP29 Global and Regional Initiatives Action Agenda Team and Head of the Economic Cooperation Department at the Ministry of Foreign Affairs, noted that One Health strengthens coordination between several sectors.

“Our efforts [in COP29] aim to strengthen intersectoral cooperation globally. There are two opportunities within COP29 to integrate One Health: Human Capital day, where we are bringing together 3 sectors – education, health and labour – to strengthen coordination between them; and the Harmony initiative, which focuses on climate-resilient villages and farmers, especially women and young farmers.”

Mr Mammadov concluded, “I would like to request that the proposals to be discussed in various sessions today be presented to us. Let us integrate the One Health concept into the COP29.”

This is the key question that participants representing human, animal, plant and environmental health sectors will discussed in a symposium organized by WHO in Azerbaijan on 25 July 2024.
