According to the Transport Ministry of India, 1.66 lakh people died due to road accidents in 2022. This means 1 road accident death in every 3 minutes. We see in the news every day that there was a traffic accident that resulted in injuries or even deaths. Multiple reasons can cause road accidents, popular ones being wrong-side driving, road crossing, drinking and driving, etc.

Following traffic rules is a personal responsibility. Here are some other tips that can help to prevent road accidents.

• When driving, try not to use the phone or talk to someone on call. You might lose your focus and it can lead to a big road accident.
• If you have consumed any substance, like a drug or alcohol, avoid driving.
• Always wear your seat belt, and ensure all passengers do the same.
• Use appropriate child safety seats for young children.
• Regularly check and maintain your vehicle, including brakes, tires, lights, and other essential components.
• Adjust your driving according to weather conditions. Slow down in rain, snow, or fog.
• Keep a safe distance from the vehicle in front of you.
• Educating yourself and the people around you about road safety can help reduce the prevalence of road accidents in the future.

• Ensure that you are not feeling sleepy or giddy.
• Check the vehicle’s engine oil, brake oil, battery/ radiator water, brakes, indicators, horn, lights, wipers & tyres.

Road accidents are an unfortunate reality of our lives. The daily news reports generally contain at least one incident of a road accident. Depending on the severity of the accident, the number of casualties and the damage done can be concerning. Road accidents cost a lot of lives and property damage. To avoid accidents, everyone should be more careful and vigilant on the streets. As a driver, one must be extra cautious because one mistake from the driver can cost the lives of innocent others. 

  The Road Accident That I Experienced

I remember the first road accident I witnessed. It had changed my perspective on life. I still remember the date and the day very intricately. It was the 20th of September 2016. I was returning home from tuition. My mother had come to pick me up. It was around 6 o'clock in the evening. When we reached the bus stand, we saw a huge crowd of people at a few feet of distance from the bus stop. There were men in the crowd who were screaming in the regional language. 

At first, we couldn't understand what was going on. After a while of careful overhearing of the conversation of everyone near us, we could understand that there was an accident. So to get to the bottom of it we asked a shopkeeper what had  happened. He told us that indeed an accident took place a while ago. He then went on to give us a detailed event of what happened. According to him, a pedestrian was crossing the road. A passenger's bus had hit him. The man was left bleeding on the street. The people in the area then cornered the bus and assaulted the bus driver. The police were called to the scene. As for the pedestrian, when the police came over, they declared the man dead. However, as a formality, they sent him to the hospital but according to the shopkeeper, there is not much hope for a miracle. 

This incident made me realize how fragile life is. It could very well have been me or my loved one instead of that man.  The man was not at fault as he was following the rules, but because of the ignorance of another careless man, he had to lose his life. This incident has left a scar on my mind which still bothers me at times. 

Road accidents are a fairly tragic event that has dangerously increased in numbers nowadays. Today, there are more automobiles on the streets than ever. Some say that this increase in the number of automobiles is the reason the number of road accidents is increasing too. Some others say that people nowadays have become more careless, this leads to a higher number of accidents due to carelessness. Another problem that is very prevalent in India is the lack of civic sense in people. People in the cities of India do not strictly adhere to the traffic rules; some people also lack the basic road sense. On top of that, certain parts of the city have narrow roads. All these add up to increase road accidents.

Description of Road Accident:

Road accidents are scary for our lives. In recent times it has increased more. Every morning when you open a newspaper every second or third page will have news related to road accidents. The reason for increasing road accidents is due to the fact that people are buying more automobiles and have also become careless while driving vehicles.

Many a time we have seen that people are just avoiding following traffic rules. Especially in metropolitan cities, people are more careless while driving vehicles which ultimately lead to road accidents.

The foremost causes of road accidents in such metropolitan areas can be narrow roads and roads with potholes.

Thus a road accident damages the lives of life and material. People should be very careful while driving or walking on the road.

It is also seen that walking on the road is also equally dangerous because of heavy traffic it can also be harmful to the people walking on the road. Hence, such people should walk on the side of the road or walk on footpaths.

Road Accident Incident:

Once I was coming back from my office at that time when I witnessed a road accident. I was with my co-worker and it was around 6 o’clock in the evening. In the middle of the road, we saw a crowd surrounding something. We weren’t sure what was happening as the first thought that came to our mind was that it was probably a quarrel between two groups of people but then after reaching the spot, we found that an accident had taken place. 

After talking with the people present there, we came to know that a man who was crossing the road met with an accident while crossing the road. A truck passing by hit him leaving him with serious injuries. The man was lying on the ground bleeding and people were calling for an ambulance, plus they also informed the police about the incident. 

Subsequently, the police arrived and caught the driver of the truck as people had already taken a hold of the driver. During the investigation with the driver, the cops came to know that the driver was drunk and was driving the vehicle. Later on, cops detained him and took the injured person to the nearest hospital, and took a statement from the injured person. The driver was released later based on the statement given by the person. That incident made me realize how precious our lives are and we must be very careful when we are walking on the road, on foot, or driving a car.

  Prevention from Road Accidents:

There are some most important points that every person should keep in mind while driving or walking or crossing the road. These points are as follows:

Drive within the prescribed speed limit.

Don’t drink or smoke while driving.

Follow all the traffic rules as they are for our safety.

Never use mobile phones while driving a vehicle.

Always drive in the proper lane.

While riding a bike always wear a helmet.

To reduce road death and injuries the corporation of the respective cities should see that city roads are connecting areas properly and constructed compactly. The sides of the road should be constructed broad and vendors or any cattle should be avoided who block the roads because sometimes due to unwanted cattle’s road death and fatal injuries might occur.

4.  How should an injured person be treated?

If someone is injured at that time first check the severity of the casualty accordingly and give the treatment. If the person is having normal injuries, first treat him/her with first aid and in the matter of serious injuries call an emergency ambulance.

5.  Why is it important to give First Aid immediately after the accident?

To promote instant relief and to avoid any further damage as well as for speedy recovery it is recommended to give first aid treatment immediately after the accident. This can help to reduce the fatal level of the injuries before getting emergency treatment.  As it is not always possible that emergency care reaches the victim within an hour. In that case, the people who are available next to the victim can give him/her first aid treatment to save his/her life.

I saw a terrible accident a few days ago happening right in front of me, close to my college. After my afternoon coaching class, I was returning home. No one was with me; I was by myself. A truck approached from the other side of the street at full speed as a man attempted to cross. The vehicle was moving so quickly that the man had to run to get by it. He was hit by the truck and was instantly killed. I froze on the road because I went into shock, and it was only after people gathered at the scene that I was able to move.

An Experience That Changed Me

Once, I was returning home from holiday shopping when a car accident happened in front of me. It was around five o'clock in the evening, and I was with my mother. We noticed a group crowding over something in the middle of the road. We weren't entirely sure what was happening because our initial assumption was that there was a fight between two men. But when we got there, we saw there had been an accident.

We then learned the entire story. A truck struck a man crossing the street, seriously injuring him. People were asking for an ambulance as the man was bleeding heavily and lying on the ground. Time was of the essence, so we immediately contacted the ambulance.

The police then arrived as the driver was being beaten up after being captured by the crowd. When the police arrived, they grabbed the driver and questioned him about the incident. Later, we learned that the driver had been drinking. He was held by the police, who then went to the hospital to get a statement. Fortunately, it was determined that the victim was safe. His wounds were treated by the physicians, who also noted that he was still in shock.

That incident made me realise how precious our lives are. We must all be cautious when on the road, walking, or by car; that does not matter.

We should always be careful on the roads. When we drive two-wheelers, we should wear a helmet, and when we are driving a car or truck, we should wear a seat belt. Parents must also act as an example for their children by never using a phone while driving. To reduce the likelihood of an accident, they must always wear their seatbelts and helmets.

We all know the traffic rules. We also know the consequences of not following the traffic rules. Still, the irony is no one follows it and by the time a person realizes his/her mistake, it’s too late. Now-a-days it has almost become a fashion to flout traffic rules. In the following Road Accident essay, I have tried to figure out as to why road accidents have become common in India and as to how we can reverse this trend. Short Essay on Road Accident – Essay 1 (200 words)

Maximum people including me, believe in luck or fate but the problem is that, when something goes wrong, we blame it on fate, rather than accepting our fault. For example, if a meteor falls on one’s house and destroys it. It can be said that it’s bad luck because there was no way by which the person could have guessed its coming or could have done anything to protect his/her house but if you are going on your bike and due to some reason, your bike slips and you get a serious head injury. Is it luck? I am afraid it’s not, It’s gross negligence. If you would have worn your helmet, the head injury would have been avoided.

According to a credible research, most of the road accidents could be avoided or their effect could be minimised if proper precautions are taken. The issue is that maximum people are aware of the safety precautions and also traffic rules and regulations but they consider it (especially youngsters) cool to not to follow them. How this trend started and gained momentum can be a matter of debate but the fact is this problem has taken monstrous proportions and if something is not done urgently, then very soon things will go out of control.

I think no amount of rules and regulations can solve this problem. For this the mentality of the public (especially youngsters) needs to be changed. I think, this could be done by creating awareness among public through various awareness programs. Let’s hope that in the coming time better sense will prevail among the public and the number of deaths caused by the road accidents will come down.

When we were young, we were taught “precaution is better than cure”, and so many other things like “one should help a person in need”, etc but as we grow old we almost forget these things and seldom follow them and by the time we realize that what was taught to us is really true and worthwhile, it gets too late.

Road Accidents in India

According to a data, around one and a half lakh persons die due to road accidents per year in India alone and according to a research most of the deaths are avoidable. Then the million-dollar question is, “why we are not avoiding it”? From where this idea, that wearing helmets and fastening of seatbelts is boring has crept into our minds, I am unable to answer.

I tried to find the answer to the question. According to my dad, films, television and media are one of the main reasons. Film stars and television personalities are shown indulging in irresponsible behaviour in movies and serials. For example, riding very fast on a bike without a helmet and with a girl on the back who is cheering and shouting with joy. Kids and young adults who idolize film stars and television personalities find it cool and try to imitate it in real life without realizing that what was shown in the movie was complete fake or special effect.

Movies like “Dhoom” and “Fast and Furious” etc have glamorized speed. Even bike companies in their advertisements emphasize on the speed of their machines. That is why fast bikes are a craze among youth. Every boy wants to own one these and every girl wants to have a boyfriend who has one of these.

Young boys and girls are routinely found racing on empty roads (sometimes busy also) and highways by the police. Normally they are left with a strong warning but the problem is that, it is not mending them.

Government and few non-government organizations have taken the initiative to educate the youths. Even film and television stars have come out and appealed to youngsters. Progress is slow but let’s hope that in coming time people (specially youngsters) will behave more responsibly and we will be able to control road accidents in India.

Essay on Road Accidents, Causes and Remedies – Essay 3 (400 words)

We Indians are a great lot and are really great at discipline. Where it is written “no parking”, there one can easily find many vehicles parked. This is a very common scene in cities. The next one is more hilarious. In government offices one can find writen on the wall, “do not spit” or in Hindi, “Yahan pe thukna mana hai”. At that very place you will find lots of spits”. The silver lining is that, at least it’s not life threatening but not following traffic rules and guidelines could result in loss of life.

Causes and Remedies of Road Accidents

• Lack of discipline

I think, this is the biggest reason of road accidents. We are aware of the rules but just don’t follow them. The most common rule which we don’t follow is, wearing of helmets and fastening of seat belts. This simple precaution can save us from serious injuries in case of accidents and it is easy to follow.

On should not cross a railway crossing when it is closed but who cares. It is common to find bikers and cyclists pushing their vehicles from under the closed bars. When asked for reason, the common reply is, “sir ji late ho raha tha”. I am unable to understand why one would risk his life, just to save 5 or 10 minutes. If you want to reach your office/home in time, then it is a good idea to move a bit early but crossing a closed railway crossing is not advisable as it could result in serious injuries or even loss of life.

Mobile phones have revolutionised our world but at many times they prove a big nuisance. It is common to find people chatting on their mobile phones while they are driving. This increases the risk of accident many times. It is not advisable to talk on the phone even if using hands free because one still gets distracted.

Listening to music or radio is also not advisable while driving because it can also cause distraction. If we follow all these rules (be in discipline), there is a good chance that we may never meet an accident.

• Natural and other Causes

There are many factors which are under our control but also there are some factors which are not under our control. For example, bad roads, bad weather, stray animals etc. I agree, these factors are not under our control but if we take precautions, we can minimize the effect of accidents in case they happen.

People need to be convinced that following rules and being in discipline is also cool and it is in their interest to follow traffic rules.

Essay on How to Prevent Road Accidents – Essay 4 (500 words)

We all are used to ignore statutory warnings. Be it cancer warnings on chewing tobacco and cigarettes or traffic warnings, like, “drive slow”, “do not overtake” etc. Normally our attitude towards them is that, they are meant to be ignored.

• Do not Drink and Drive

This reason is responsible for a majority of major road accidents. First of all, it is not a good idea to drink but let’s say, you end up eventually having few glasses in a friend’s party then under no circumstances should you be driving. You can ask someone who is not drunk, to drive or you can take a taxi etc.

It has been proven scientifically that alcohol reduces the ability of the mind to think and react properly. Therefore, doesn’t matter how confident you are feeling, you should never drive after drinking. Certain medications also cause the same effect on mind as alcohol. So, if your doctor has advised you not to drive after taking some medications, then you should avoid doing it. As by doing it you are putting your life and also others life in danger.

• Learn Driving Before Driving

Most of us have never learnt driving formally (I mean in a driving school or by a driving instructor). Someone (normally relatives) just guide us a bit and then we think we are good to go. Persons (specially teenagers) who don’t know proper driving are at more risk than those persons who know proper driving.

This is why there is a driving test before one can get a driving licence but every one knows the reality. For few thousand rupees one can get a driving licence (without giving a driving test).

There are many who don’t have a driving licence at all and they continue to drive freely. If one is caught then he/she just gives a few hundred rupees to the concerned official and you are good to go.

• Proper Maintenance of Roads

Many accidents also happen due to poor maintenance of roads. For example, potholes, broken roads, open manholes etc increase the chance of accidents. Therefore, they should be taken care of, to decrease the chances of accident.

If one is careful and follows all rules and regulations carefully then many road accidents could be avoided and our roads will become safer.

Accident by definition means, “an unexpected and unintentional incident, causing damage or injury” but in most of the cases accidents can be avoided, if certain precautions are taken. • Never Drive under the Influence of Alcohol or other Drugs which Hamper the Ability of the Brain

This one is a strict no-no. Under no circumstances one should drive after consuming alcohol. If some one does it, he/she is risking his/her life and also the life of others.

• Wear Helmets and Seatbelts while Driving

This rule is the easiest one to follow and has great benefits. This minimizes the effect in case of an accident.

• Never use your Mobile Phone while Driving

This rule is one of the most leniently followed. It is very common to find people talking on their mobile phone while driving. Talking on the mobile phone causes diversion of mind and in a flip second one can lose control and that can cause accident.

• Jumping Red Light can be Fatal

Traffic lights are made for a purpose. If you jump a red light (no matter why), you run the chance of getting hit by a vehicle coming from other direction. Therefore, it’s a good idea to stop at red light and move only when it’s green.

• Never Overspeed

No matter, how tempted you feel to speed up your car or bike after hearing the title tune of “Dhoom”. One should never do it because we all know that what is shown in movies is not real.

Sometimes people speed up to reach the office/house on time. For this, the easy solution is to start your journey a bit early.

• Make Sure your Headlights and Tail Lights are in Working Condition

Suppose you are driving in night and you want to turn your vehicle to the left, so you turn on your left indicator but your tail light is not working, so the driver behind you was not able to know that you want to turn and he hits your car.

This is a possible scenario. So, it’s a good idea to keep your car in good condition and get it repaired as soon as you find any faults.

• Drive Slowly and more Carefully in Bad Weather

The chances of accident increases by many folds in bad weather (rain, storm, snow etc). Therefore, one should avoid driving in bad weather but if that is not possible then one should drive very carefully and slowly otherwise he/she can get hurt.

• Busting of Tires

Suppose you are driving on a lonely road and your car runs over an iron nail and your tire bursts. There is a chance that your car may flip or your car may get hit by another car. An iron nail was there on the road. You can’t do anything about that but if you had taken precautions like driving under speed limit and wearing of seatbelts, you can definitely minimize the effect of the accident.

There are so many things which are under our control and also there are some things which are not under our control. So, let’s do what we can do and leave the rest to God. With some effort I am sure we can bring down the number of road accidents.

A Public Health Perspective of Road Traffic Accidents

Road traffic accidents (RTAs) have emerged as an important public health issue which needs to be tackled by a multi-disciplinary approach. The trend in RTA injuries and death is becoming alarming in countries like India. The number of fatal and disabling road accident happening is increasing day by day and is a real public health challenge for all the concerned agencies to prevent it. The approach to implement the rules and regulations available to prevent road accidents is often ineffective and half-hearted. Awareness creation, strict implementation of traffic rules, and scientific engineering measures are the need of the hour to prevent this public health catastrophe. This article is intended to create awareness among the health professionals about the various modalities available to prevent road accidents and also to inculcate a sense of responsibility toward spreading the message of road safety as a good citizen of our country.

Introduction

Motorization has enhanced the lives of many individuals and societies, but the benefits have come with a price. Although the number of lives lost in road accidents in high-income countries indicate a downward trend in recent decades, for most of the world's population, the burden of road-traffic injury—in terms of societal and economic costs—is rising substantially.[ 1 ] Injury and deaths due to road traffic accidents (RTA) are a major public health problem in developing countries where more than 85% of all deaths and 90% of disability-adjusted life years were lost from road traffic injuries.[ 2 ]

As a developing country, India is no exception. Not a day passes without RTA happening in the roads in India in which countless number of people are killed or disabled. Often members of the whole family are wiped out. Those who are affected or killed are mostly people in their prime productive age. The highest burden of injuries and fatalities is borne disproportionately by poor people, as they are mostly pedestrians, cyclists, and passengers of buses and minibuses.[ 2 ]

The data for fatal accidents presented to the Parliament by the Ministry of Road Transport and Highways for year 2008 shows that 119,860 people perished in mishaps that year and the national and state highways accounted for nearly half of all road accidents.[ 3 ] Deaths due to road accidents in 2009 were reported to be 126,896 and in 2010 it increased to 133,938 which is about 5.5% over and above the previous year's deaths. Tamil Nadu, Andhra Pradesh, Maharashtra, Karnataka, and Rajasthan have accounted for 11.5%, 10.5%, 7.1%, and 6.8%, respectively, of total “Road Accident” deaths in the country.[ 4 ] The trend is alarming and is leading to a frightening situation day by day.

India Tops Global List of Fatalities from Road Crashes

• More than 1.3 lakh people died on Indian roads, giving India the dubious honor of topping the list of road deaths across the world.
• Until 2 years ago, the International Road Federation placed India second behind China.
• China has managed to reduce the number of road deaths from over 100,000 to 90,000 or so, and in India the situation has worsened.
• With just 1% of the world's vehicles, India manages to account for 10% of its road fatalities, up from 8% at last count.
• In India the situation is exacerbated by poor enforcement of traffic laws and myopic policies on the part of our policy makers.
• In the United States, which has close to 300 million people and more than 250 million vehicles, the number of deaths per 10,000 vehicles is 1.6, while in India this number, known as the “road fatality rate,” is as high as 14.
• In comparison, China has a road fatality rate of about 5 with almost twice as many vehicles. Besides, in China, the fatality rate has seen a downward trend, while in India it is raising.[ 5 ]

Alarming Trend in Tamil Nadu

In 2007, in Tamil Nadu, 12,036 persons died on the roads out of 59,140 accidents. During the same period, 1146 people were killed in the Chennai city roads out of 7570 accidents. During 2009 over 12,000 people lost their lives in the State, while in Chennai city alone 611 people died. During 2010, Tamil Nadu has reported maximum number (64,996) of road accidents accounting for 15.1% of such accidents in the country while in Chennai 1408 persons were killed out of 9521 accidents. During 2011, a total of 13,119 persons were killed out of 55,592 accidents [ Table 1 ]. Now Tamil Nadu seems to be topping the list of most number of road accidents happening in the Country with Chennai city having the deadliest roads among India's six metropolises. On an average, 35 persons die in road mishaps every day in Tamil Nadu while it is about 2 persons per day in the Chennai city.[ 3 , 6 ]

Contributing Factors

The road accidents are happening most often due to the reckless and speedy driving of the vehicles, not obeying or following traffic rules, the attitudes of the “right of the mighty” bigger vehicles toward the smaller vehicles, overburdened or overcapacity hauling of public and transport vehicles, poor maintenance of the vehicles, drunk and driving, driver fatigue, and above all the appalling condition of the already chocked roads with every inch encroached by unauthorized persons and properties [ Table 2 ].

Human Factors in RTA

Human factor contribute significantly to increasing number of road accidents in India. Most drivers continue to be acting like maniacs in a tearing hurry and error in judgment often leads to major accidents. Reckless driving, over speeding, decline to follow traffic rules, and drunken driving are main reasons for road accidents.

Drunken Driving

Drunken driving is one of the major causes of road accidents. The statistics also show that most of the road accidents in the highways are due to drunken driving only. Globally, some 480,000 deaths and 20 million of people get injured by drunken driving every year. In most high-income countries about 20% of fatally injured drivers have excess alcohol in their blood, i.e., blood alcohol concentration (BAC) in excess of the legal limit. In contrast, studies in low- and middle-income countries like India have shown that between 33% and 69% of fatally injured drivers and between 8% and 29% of nonfatally injured drivers had consumed alcohol before their crash.[ 8 ]

In India, drunken driving is customary in commercial vehicle drivers. Private car owners and youngsters are also major players in the game. Small bars along the Indian highways are of prime concern to control drunken driving. India has laws to check the drunken driving but its effective implementation is still to be worked upon. In Bangalore, 28% of crashes involving males over 15 years were attributable to alcohol. Drunken driving has been responsible for 70% of road fatalities in Mumbai and Delhi.[ 9 ]

Driver Fatigue

Driver fatigue is a very dangerous condition created when a person is suffering symptoms of fatigue while driving, often resulting from the hypnotic effect especially during nighttime driving either falling asleep at the wheel or so exhausted to make serious- and fatal-driving errors. The increasing number of traffic accidents due to a diminished driver's vigilance level has become a serious problem for society. Statistics show that 20% of all the traffic accidents and up to one-quarter of fatal and serious accidents are due to drivers with a diminished vigilance level. Furthermore, accidents related to driver's hypo-vigilance are more serious than other types of accidents, since sleepy drivers often do not take correct action prior to a collision.[ 10 ]

Realizing this serious Public Health Issue happening globally, the WHO in 2004 came out with a theme of “Road Safety is No Accidents” to highlight the urgency to tackle the issue on a priority basis.[ 11 ] It is high time for us to look into the various issues of the RTA in this perspective so that corrective and preventive measures can be undertaken in an urgent manner so that further damages can be lessened.

Road Safety—A Public Health Issue

World's first RTA is supposed to have occurred in 1896. Everybody concerned at that time reported to have said, “this should never happen again.” But more than a century later, 1.2 million people were killed on roads every year and up to 50 million more are injured. For every one killed, injured, or disabled by RTA, there are countless others deeply affected by the cost of prolonged medical care, loss of a family bread winner, or the extra funds needed to care for the people with disabilities. RTA survivors, their families, friends, and other care givers often suffer adverse social, physical, and psychological effects. If the current trends continue, the number of people killed and injured on the world's roads will rise by more than 60% by 2020.[ 11 ]

Some Facts on RTAs

• Worldwide an estimated 3247 people are killed every day and it is the second leading cause of death among people aged 5−29 years.
• RTA injures or disables between 20 million and 50 million people a year.
• RTA ranks as the 11 th leading cause of death and accounts for 2.1% of all deaths globally.
• 90% of the RTA deaths occur in the low income and middle income countries.
• More than half of all RTA deaths among young adults between 15 and 44 years of age and 73% of all the RTA fatalities are males.
• The most vulnerable road users are pedestrians, cyclists, two-wheeler riders, and passengers on public transport.
• RTA injuries are becoming the third largest contributor to the global burden of diseases by 2020.
• RTA deaths are predicted to increase by 83% in developing countries and to decrease by 27% in the developed countries.
• It is estimated that every year RTA costs billions of rupees globally and nationally. An RTA injury puts significant strain on health care budgets.

Preventive Measures for RTA

Road deaths and injuries are preventable. A wide range of effective road safety interventions exist and a scientific system approach to road safety is essential to tackle the problem. This approach should address the traffic system as a whole and look into interactions between vehicle, road users, and road infrastructure to identify solution.

• Well-maintained vehicles with good breaks, lighting, tyres etc. will reduce accidents.
• Older vehicles and highly polluting vehicles should be phased out.
• Vehicles should be provided with seat belts and other necessary safety provisions (like airbags).

Condition of roads

• Roads should be well maintained with frequent relaying of road surfaces and markings of road safety signs.
• Provide proper footpaths for pedestrians and pedestrian crossings at intersections.
• Provide separate lanes for slow-moving and fast-moving vehicles.
• Roads and junctions should be wide and well lit so that visibility is good.

Human factor

• Drivers can significantly contribute to reducing the accidents.
• Issuing of the driving license should be strictly based on the minimum proficiency acquired by the learners from designated driving schools.
• Minimum qualifications should be fixed for different categories of drivers.
• All drivers should be properly trained and should posses a valid driving license.
• Educate the drivers and traveling public about traffic rules.
• Carry out periodic medical checkup especially vision and hearing for the drivers.
• Training on first aid should be compulsory along with heath education and traffic education for the general public to prevent accidents.
• Indiscriminate honking to be avoided, except as a means of greeting or in dire emergencies.

Legislation

• Rules for compulsory wearing of helmets by two wheelers and seat belts by four wheelers must be implemented.
• Enforce traffic rules by the concerned authorities strictly.
• Removal of stray animals like cattle and removal of encroachments on footpath and road margins will enable smooth flow of traffic.
• Preventing haphazard parking of vehicles on busy roads and intersections to ensure free flow of traffic.

Management of accident victims

• The importance of the “Golden Hour” in giving adequate treatment to the accident victim in saving the injured should be highlighted to both the health personals and the community.
• Provision of medical care/first aid care facilities on highways and busy roads.
• Provision of ambulances and trained health personals in shifting and transporting the injured person to nearby hospitals for treatment.
• Awareness creation among all sections of the society to treat accident victims with sympathy and without fear so that the morbidity and mortality can be reduced.

First Aid in Road Accidents

Many deaths and impact of injuries can be prevented with first aid if causalities are treated immediately.

The basic aims of first aid are

• To save life,
• To protect the casualty from getting more harm,
• To reduce pain and priorities of casualty treatment.

Immediate requirements in a RTA situation are as follows.

Critical 4 min

One of the most common causes of a road accident death is due to loss of oxygen supply. This is mostly caused by a blocked airway. Normally it takes less than 4 min for a blocked airway to cause death.

The “golden hour”

The first hour after the trauma is called the “golden hour.”. If proper first aid is given, road accident victims have a greater chance of survival and a reduction in the severity of their injuries.

Multidisciplinary Approach in RTA Prevention

Governments, international agencies, civil society organizations, and private companies from more than 100 countries have launched the Decade of Action for Road Safety 2011 − 2020. The presidents and prime ministers of these countries are expressing their commitment and launching national plans for the Decade, which seeks to save 5 million lives over the 10-year period. India is also a committed partner in this campaign and on May 11 the event was launched with greater commitment to minimize road accidents.[ 12 ]

“Road Safety Week” is observed throughout the country every year in the month of January in order to highlight and emphasize the need for safe roads by taking up activities to promote the concept.[ 13 ] Prevention of RTA is a responsibility of various agencies and a multi-disciplinary approach will effectively reduce the incidence of RTA and reduction in injuries and deaths on the roads. Effective community participation also plays a key role in the prevention of RTA. Everybody should be concerned and should work toward achieving a safe road travel so that “road accidents should never happen again.”

Protection is needed for three main vulnerable groups—pedestrians, who in urban areas constitute up to 70% of the fatalities; passengers commuting on buses, trucks, and minibuses, who constitute the next largest population group affected; and cyclists. Addressing the risks of these three groups will require multiple policy initiatives.[ 14 ] There is clearly a need for road safety education and it should be directed toward road users, who are frequently involved and injured in RTAs. The real pressure and motivation to improve driving skills can come only through licensing authorities by adopting stricter, more comprehensive, and scientifically based tests, laying a stress on road rules, regulations, and traffic control devices.[ 15 ]

The injury profile for road traffic crashes in developing countries differs in important ways from the profile seen in developed countries. The safety on our roads needs to be given the highest priority by governments as well as the public at an all-India level.

The national road safety and traffic management board bill, 2010

The Bill seeks to establish a National Road Safety and Traffic Management Board for the development and regulation of road safety, traffic management system, and safety standards in highway design and construction. The functions of the Board include recommending minimum standards for design, construction, and maintenance of national highways, recommending minimum standards for trauma and paramedical facilities for traffic-related injuries on the national highway, and conduct safety audits to monitor compliance with the standards notified by the central government.

It also recommends minimum safety standards for the manufacture of mechanically propelled vehicles and other types of vehicles, recommends minimum conditions of safety such as specifying the maximum load bearing and capacity limits, recommends standards for vehicular traffic on the national highways (speed lanes, right of way), conduct research on road safety and management, establish procedure for data collection, involve nongovernment organizations in the promotion of road safety, and provide for special requirement of women, children, and senior citizens.

The legislation was introduced in May 2010 and sought to create separate national and state boards to address road safety issues, including road engineering, awareness campaigns to reduce accidents on national and state highways, and coordination with different agencies on safety issues. Two years after it was rejected by a parliamentary standing committee with a stinging critique, the Ministry of Road Transport and Highways has decided to give another push to National Road Safety and Traffic Management Board Bill in the current financial year.[ 16 ]

Motor vehicle amendment bill 2007 cleared by the cabinet

During the post-Budget session in March 2012, a new bill on Motor Vehicle Act was passed in the Parliament and the Union Cabinet has approved the Motor Vehicle Amendment Bill 2007 which will enhance the tooth and power of the traffic enforcing agencies throughout the country, a uniform code of strict traffic rules and enhanced penalties for different types of traffic violations which is expected to act as a deterrent for traffic violations and there by help to reduce road accidents and deaths.

According to the amendment, the use of mobile phones or iPads while driving could be subjected to a fine of Rs 500 for the first offence, with Rs 2000 and Rs 5000 chargeable for the second time. Now jumping the red light for the first time will fetch you Rs 100 − 500. And a second traffic violation under this will cost Rs 300 − 1500. For overspeeding, a fine ranging between Rs 400 and Rs 1000 can be imposed for the first offence and for the second offence Rs 2000 and Rs 5000. There is no substantial change in the penalty of rash driving. For the first offence you will pay a penalty of Rs 1000 and/or 6 months in jail. While the same offence a second time will cost you between Rs 2000 and Rs 5000.

The bill has categorized driving under influence as follows. In cases where the alcohol level is between 30 and 60 mg per 100 ml of blood, the offender will be subjected to 6 months in jail and/or Rs 2000 fine. In cases where the alcohol level is between 60 and 150 mg per 100 ml of blood, the offender will be subjected to 1 year jail and/or Rs 4000 fine. For alcohol levels of over 150 mg per 100 ml of blood, the offender will get a penalty of 2 years imprisonment and/or Rs 5000 fine. In the case of death in a road accident, the compensation proposed has been hiked from Rs 25,000 to Rs 100,000. In the case of serious injury, the compensation would be Rs 50,000. Emergency medical care to victims of accidents and other emergencies

The Supreme Court of India as long back as 1989 observed that when accidents occur and the victims are taken to hospitals or to a medical practitioner, they are not taken care of for giving emergency medical treatment on the ground that the case is a medico-legal case and the injured person should go to a Government Hospital. The Supreme Court emphasized the need for making it obligatory for hospitals and medical practitioners to provide emergency medical care. The Law Commission of India has taken up the subject of “Emergency Medical Care to Victims of Accidents’ and other Emergencies” in the light of the observations of the Supreme Court of India regarding the refusal of hospitals to grant emergency relief to patients who are injured in accidents and are in emergency medical condition.[ 18 ]

This law clearly states that it shall be the duty of every hospital and every medical practitioner to immediately attend on every person involved in an accident or who is purportedly in an emergency condition, when such a person has come or has been brought to the hospital or to the private medical practitioner and screen or transfer such person as stated in section 4 and when the screening reveals the existence of an emergency medical condition, to stabilize or transfer such person as stated in section 5 and afford them, such medical treatment as may be urgently called for:

• Without raising any objection that it is a medico-legal case requiring information to the police authorities,
• Whether or not such a person is immediately in a position to make payment for screening and emergency medical treatment, and without insisting on payment as a condition precedent,
• Whether or not such a person has medical insurance or is a member of any medical scheme of the person's employer or to a scheme which otherwise provides for medical reimbursement, and
• Without raising any other unreasonable objection.

Even in spite of this legal protection, the emergency care to accident victims is delayed resulting in loss of precious lives.

Road Safety Information Systems

Road Traffic Injuries are one of the leading causes of premature deaths, hospitalizations, disabilities, and socioeconomic losses. The problem is hidden and unrecognized due to the absence of good quality information within the health and related sectors. The currently available data reveal only the number of deaths due to different causes of injuries which is not enough to formulate injury prevention programs. The Injury surveillance system aims at collecting relevant information from a large number of participating organizations in a uniform way to understand injury profiles and characteristics. Reliable and scientific information is one of the basic requisites to plan, implement, and evaluate road safety activities. Information of RTI is primarily collected by the Police department and sufficient information is not available from the health sector and under-reporting is a serious issue undermining the public health burden and impact of RTIs.[ 19 ]

Road Traffic Injury Surveillance Project

A Bengaluru study showed that nearly 5 − 10% of deaths and more than 50% of moderate to serious injuries are not included in official reports. In this context, the Bengaluru injury and road traffic injury surveillance program had been initiated in 2007 under the auspices of the Indian Council of Medical Research, World Health Organization India country office and Ministry of Health and Family Welfare, New Delhi. This project was planned to develop a surveillance program with data collection from 25 major hospitals in Bengaluru along with linkages to police records. As a pilot project, this program was initiated in Bengaluru, Pune, and New Delhi. Depending on the experiences and the lessons learnt, the program will be expanded to other parts of India.[ 20 ] This RTI surveillance endeavor is a prelude to integration with the Government of India's Integrated Disease Surveillance Project (IDSP). IDSP is a decentralized, state-based surveillance program in the country, which is intended to detect early warning signals of impending outbreaks and help initiate an effective response in a timely manner. RTAs is one among the core conditions under surveillance in IDSP (linkup with police computers).[ 21 ]

Road Traffic Injury is a Public Health Issue

The health sector is an important partner in the process of prevention and control of RTA. But the role of the medical professionals in advocacy for the prevention and control of RTA is always under-rated. The role of health sector is to provide appropriate prehospital and hospital care and rehabilitation for victims, improve data collection, contribute to policies, develop prevention activities, conduct advocacy, and contribute to the implementation and evaluation of interventions.

To sum up, the road traffic injury prevention can be achieved by

• Avoiding overspeeding and following speed limits
• Avoiding drunken driving
• Use of helmets by two-wheeler drivers
• Use of seat belts and child restraints in cars
• Improving visibility, appropriate headlights and road lightings
• Obeying traffic rules.

Conclusions

India's Motor Vehicles Act lagging far behind the needs of a fast-motorizing society is painfully evident from its road safety record. In a country witnessing 10% annual growth in vehicles, and boasting a network of 3.3 million km of roads, the Bill for creation of a statutory National Road Safety and Traffic Management Board must be speeded up. Such an agency is vital to set standards for road design, inspect existing roads, and investigate accidents scientifically.

It should take a “zero tolerance” policy toward the most common transgressions—dangerous and reckless driving; disregard for traffic rules; jumping red lights; driving under the influence of liquor; failing to use seatbelts; and driving without a helmet—to bring about a visible change.

But strict implementation of traffic rules and stringent punishments alone will not solve the persisting crisis. Change in the mind set of riders and drivers and road users realizing their responsibilities alone will bring about a change.

Most countries have a multidisciplinary approach to traffic planning and road design. It is done by psychologists, engineers, doctors, sociologists, vehicle experts, etc., In India, road traffic is still a civil engineering issue. Lessons can be learnt from the eminent guidelines and good practices for good behavior on the roads practiced in developed countries where safety, orderliness, and discipline are ingrained in the citizens, come what may. Mere celebration of the annual Road Safety Week during the first week of January does not serve any purpose. Drivers should learn to show consideration and respect to co-vehicle drivers and pedestrians so that our roads become safer. But it looks a long way to go.

Troopers said the Clarkston man was driving a Honda Accord north on the highway and a 35-year-old Harvard, Idaho, man was driving a Subaru Forester south around 2:45 a.m. near Thorn Creek Road.

The preliminary investigation indicated the Clarkston man was traveling north in the southbound lane and struck the Subaru Forester head-on, troopers said. Both drivers were taken to a local hospital, where the Clarkston man died.

Evidence at the scene indicated alcohol may have been a factor in the crash, state police said.

The southbound lanes were blocked for about two hours. ISP is investigating.

Officials release identity of driver who died in Waterworks Road wreck

EVANSVILLE — A driver died Wednesday after crashing a truck along a farmland-ensconced stretch of Waterworks Road in Vanderburgh County.

First responders rushed to the scene of the apparent accident at 3:10 p.m., an Evansville-Vanderburgh Central Dispatch supervisor told the Courier & Press.

The driver of the truck, identified by the county coroner's office as 67-year-old Gregory Scott Bumm of Owensboro, Kentucky, was taken to Deaconess Midtown Hospital and later pronounced dead.

The incident occurred near Waterworks Road’s intersection with U.S. 41, according to dispatchers. 

Video footage taken at the scene showed the pickup truck left one of Waterworks Road’s two lanes and went into a nearby pasture before coming to a halt on its side.

“It does appear that the vehicle went off of the road and the driver was ejected,” said Scott Roberts, of the Vanderburgh County Sheriff’s Office.

Parents of Teen Driver Who Killed Girl in High-Speed Crash Are Sentenced

The boy, then 16, survived and has been charged in the death of his 14-year-old passenger. His parents were sentenced to probation and ordered to take parenting classes.

A New York couple who bought their 16-year-old son a BMW were sentenced on Monday to three years of probation and 26 weeks of parenting classes after the teenager drove the car at speeds of more than 100 miles an hour, slammed into a truck and killed his passenger, a 14-year-old girl.

The teenager, whose name has not been released because of his age, was arraigned last December on at least a dozen charges, including second-degree manslaughter and reckless endangerment of a child. He faces up to 15 years in prison if convicted.

He had a junior driver’s license, which prohibited him from driving unsupervised under any circumstances in New York City, when in May 2023 he crashed his red 2005 BMW 325i into the back of a parked UPS truck in the Springfield Gardens neighborhood of Queens, prosecutors said .

The teenage driver survived the crash with minor injuries, but his passenger, Fortune Williams, a freshman at a Springfield Gardens high school, was thrown from the car and pronounced dead at the scene, prosecutors said.

Prosecutors decided to charge the teenager’s father, Sean Smith, 40, and mother, Deo Ramnarine, 43, with endangering the welfare of a child when they learned that the parents had given him the car and allowed him to drive it to school, even after school administrators had warned them that he was too young to drive legally.

The parents were charged with endangering the welfare of their own son, in a case that prosecutors described as “groundbreaking” and “the first of its kind in New York.”

Actors Arjun Ashokan, Sangeeth Prathap injured in car accident during film shooting

Kochi: Actors Arjun Ashokan and 'Premalu' fame Sangeeth Prathap were injured after their car collided with two bikes and toppled over on MG Road here around 1:45 am on Saturday. A bike rider who is engaged in food delivery sustained an injury on his leg as the speeding car rammed into his bike. Manorama News reported that the accident took place while filming a chase scene of the upcoming movie 'Bromance,' directed by Arun Jose. Both actors and the injured food delivery boy were rushed to a nearby private hospital.

According to sources close to the film crew, the accident occurred when the shooting of a chase scene using drone was in progress. An experienced driver from the stunt team was behind the wheels of the car. Arjun was in the front seat while Sangeeth was seated in the back. Arjun and the driver suffered minor injuries, while Sangeeth suffered a fracture on his neck.

Witnesses told Manorama News that the speeding car collided with a bike while overtaking it and toppled on the road after hitting another bike. In the visuals aired on Manorama News, the car was seen completely damaged. It is learned that both actors suffered only minor injuries.

Police reached the accident spot immediately and cleared the vehicles from the road. The shooting of the movie was called off following the accident.

Police have registered a case for rash driving. It is alleged that the film shooting was carried out without any safety procedures.

Update: Police identify man hit, killed walking across highway near Hersheypark Stadium

Police are investigating after a pedestrian was hit and killed by a vehicle at an intersection near Hersheypark Stadium early Friday.

Derry Township police were dispatched at 12:45 a.m. to the area of Hersheypark Drive and Hotel Road after a report that a pedestrian had been struck by a vehicle.

When police arrived, first responders and medical personnel were working on the person, according to police, but the person was pronounced dead at the scene.

The names of the pedestrian and the driver will be released after family members are notified, police said.

Hersheypark Stadium, at 100 Hersheypark Drive, hosted a rock concert featuring Def Leppard, Journey and the Steve Miller Band Thursday night. It’s unclear if the pedestrian was leaving the concert at the time of the crash.

Hersheypark Drive was closed for several hours and reopened around 4 a.m., according to police.

A suspect has been charged in a hit-and-run that killed an 84-year-old Birmingham man who was in his wheelchair and on his way home from church.

Sammus Hikeem Strickland, 27, is charged with leaving the scene of an accident resulting in death or injury. Killed was Erwin Ellis Curtis.

The crash happened at 10:58 a.m. Sunday, June 16, on Messer Airport Highway at Georgia Road. That was Father’s Day.

Curtis was crossing the street when a vehicle struck him. The driver – identified in court documents as Strickland - fled the scene.

Curtis was taken by ambulance to UAB Hospital where he died at 8:15 a.m. Friday, July 5.

“At 84 years old, Uncle Erwin was a pillar of strength, love, and wisdom for us all,’’ said his niece, Ilsa Curtis. “His presence filled our lives with joy, guidance, and cherished memories.”

Strickland was booked into the Jefferson County Jail at 2:41 p.m. Thursday and released at 4:58 p.m. after posting a $15,000 bond.

His first court date is set for August.

Erwin called Ilsa from the scene of the wreck that Sunday. He didn’t want to go to the hospital, but she insisted.

Erwin had sustained bleeding on the brain and was put into a medically-induced coma. Before the crash, the uncle and niece spoke every Sunday by phone - Ilsa lives in New Jersey - and that was the last day they ever talked.

“He was a family-oriented man – everyone in the family catered to him because he was our patriarch,’’ Ilsa said. “He was our legacy.”

Erwin worked all his life and retired from Coca-Cola.

“You don’t just throw someone like away,’’ she said of the hit-and-run.

“Though we grieve his loss deeply, we find solace in knowing that Uncle Erwin is now in the arms of the Lord,’’ she said. “His spirit will live on in each of us, guiding us with his wisdom and love. We trust in God’s plan, even when it’s hard to understand, and we lean on Him for strength during this difficult time.”
