Financial management plays a vital role in the success of every concern. This study aimed then to assess the level of effectiveness on financial management practices of Junior Philippine Institute of Accountants – Mountain Province State Polytechnic College (JPIA – MPSPC) Chapter in consonance of achieving the organization’s Vision, Mission, Goals, and Objectives, the factor affecting their financial management practices, and its contributions to the students, faculty members, and the college as a whole. The study made use of the descriptive qualitative method of research utilizing guided interview as a tool. Selected former officers of JPIA-MPSPC, faculty members and the Students Services and Development Officer (SSDO) Director served as respondents. Based on the findings of the study, the department has established various sustainable practices on cash disbursements, receipts and special financial transactions. However, there are weaknesses noted for improvement such as the establishment of a concrete or written policies and operations manual. On factors affecting the financial management practices, the intervention of faculty contributed to maintaining good financial management practices. However, this leads to reliance of the officers. Through the good financial management practices were efficiently being implemented since then, various relevant programs enjoyed by the students, alumni and MPSPC. In view of the above findings, an operations manual, a threshold on cash on hand, and adaptation of double entry bookkeeping should be established. The officers should attend seminars and trainings to hasten their knowledge and skills in the preparation of financial statements. Finally, these good financial management practices can be used by student organizations through its incorporation to the Students Manual.

The international experience has proved that the difficulties in getting accrual accounting adopted universally in government are implementation problems, not matters of principle. In an earlier empirical study (Ouda 2003), it is confirmed that there are common transition problems of accrual accounting for both developed and developing countries. Some of these problems emerge during the process of introducing the accrual accounting system from the point of view of its practical implementation. In other words, some of these problems are basically practical problems. Other problems are conceptual problems that are concerned with the principles that underlie the system of accrual accounting. Furthermore, It has also been confirmed that there are other problems which emanate as corollary of the prevalence of a certain political, bureaucratic and socioeconomic environment of the developing countries (these problems we might call additional problems). The additional transition problems are not less important than the common transition problems. In fact, the identification process of the transition problems whether practical, conceptual or additional is essential to bring the government attention to a certain problems and barriers which can preclude the full transition to accrual accounting in the public sector of both developed and developing countries. Furthermore, the recognition of the transition problems in an earlier step is crucial as the transition problems can have a huge impact on the requirements of the transition process. Therefore, the potential transition problems need to be identified and tackled before any attempt to adopt the accrual accounting system. This in turn can assist in reducing the transition risks and avoiding the transition failure. Yet, the identification of the transition problems gives a clear and comprehensive picture about both volumes of work and financial means required to successfully managing the transition process. In addition, the well-identified and articulated transition problems will profoundly affect the nature and speed of the transition process to the accrual accounting system. However, we do not intend to tackle the practical and conceptual problems. In fact, the main aim of this article is to identify the additional transition problems that are commonly encountered in moving to accrual accounting system in the public sector of the developing countries. However, we shall indicate to the situation of Egypt as an example of the developing countries.

As a public sector organization, Madrasah (Islamic school) must pay attention to accountability and transparency, including the management of School Operational Assistance (BOS) funds. This study aims to analyze and reconstruct BOS funds management, which consists of three stages, namely budgeting, accounting, and auditing. Qualitative research methods with a case study approach were used in this study. Data in the form of primary data obtained from structured and unstructured interviews with persons involved in the management of BOS funds, observations of the BOS fund management process, and documentation in the form of BOS funds financial reports. This paper studied the financial accountability and internal control practices of societies within the Kumasi Diocese of the Methodist church. A questionnaire survey was used to collect the data from 86 societies out of the 115 (75%) of the Kumasi Diocese. Secondary data was collected from books, journals, annual reports of churches and related researches from the internet. Descriptive statistics was used to analyse the data. The results indicate that the church can improve its internal control system with regard to receipt of income and disbursement of funds. Establishing segregation of duties, recording of financial transactions and authorising the disbursement of funds can greatly improve internal controls. Though this is an exploratory study, it may provide the basis for further studies in examining the internal control practices in other religious organisations in Ghana.

This guide is presented in seven sections. Section one discusses ring-fencing within the context of Local Government Unit (LGU)-run water utilities. Section two provides the conceptual and operational framework and the preparatory steps to implement ring-fencing. Section three provides an overview of the steps in ring-fencing. Section four discusses detailed procedures on how prior accounting records are reconstructed to establish the balance sheet and income statement accounts following the concept of full costs reporting. ACADEMIC PERFORMANCE OF FINANCIAL MANAGEMENT STUDENTS IN A STATE UNIVERSITY IN THE PHILIPPINES: INPUTS TO THE NEW BASIC EDUCATION CURRICULUM

The Isabela State University-Cauayan Campus admitted the first batch of senior high school graduates for the school year 2018–2019. The students were allowed to enroll in their preferred degree program regardless of their senior high school track, provided they satisfied the admission requirements. This study on the students’ academic performance provides an initial assessment of the effectiveness of the Enhanced Basic Education Act of 2013, otherwise known as the K to 12 Program. This investigation determined whether or not the students have acquired the learning competencies and college readiness standards required, particularly in business degree programs. Findings reveal that there is a significant difference between the academic performance of students when grouped according to academic strand. However, in general, there is no significant difference in the academic performance of students when grouped according to profile. The senior high school background of students does not significantly affect their academic performance in business and financial management education. The study provides insights to policymakers and educators in the pursuit of quality education in this transition period. Contextualized instructional materials may be developed, and extension programs for senior high schools may be conducted to improve instructional quality and ensure that the required competencies are acquired by the students.
