Aim & Scope
The IEEE Control Systems Letters (L-CSS) publishes peer-reviewed brief articles that provide a rapid and concise account of innovative ideas regarding the theory, design, and applications of all aspects of control engineering.
General Information
The L-CSS aims at ensuring rapid dissemination of the most recent results in the broad field of Systems and Control by providing its readers with the state of the art of research in the area.
Submitted manuscripts must be typewritten in English. We require a double-column version at the time of submission. The maximum number of allotted pages is 6. Papers of length exceeding 6 pages, in 2-column, single-spaced format (including figures), will not be considered.
The L-CSS is published quarterly and is available on-line through IEEE Xplore .
It is sponsored by the IEEE Control Systems Society and technical co-sponsors include: the IEEE Circuits and Systems Society , the IEEE Systems, Man and Cybernetics Society and the IEEE Signal Processing Society .
The IEEE Control Systems Letters and the IEEE Conference on Decision and Control and the AACC American Control Conference
While submission to the L-CSS is open throughout the year, in some periods of the year, the Letters offers the opportunity for authors to not only publish a paper in the journal but also to present the same paper either at the flagship conference of the IEEE Control Systems Society: the IEEE Conference on Decision and Control (CDC), or at the annual conference of the American Automatic Control Council (AACC): the American Control Conference (ACC). This year for the first time the joint submission to IEEE Control Systems Letters and ACC 2021 is possible starting on July 1, 2020.
Manuscripts submitted to the L-CSS with the CDC/ACC option will undergo a regular review as papers submitted to the Letters (so they should be submitted only to the L-CSS and not to the CDC/ACC). At the end of the first round of review, the reviews and the Associate Editor's report will be forwarded to the CDC/ACC Program Committee, which will use them to decide on the inclusion of these manuscripts in the program of the Conference. After the first round of review the decisions about the acceptance or rejection of the manuscript for the L-CSS and for the CDC/ACC will be independent of each other.
Special Notice for Authors:
Authors of articles reporting on research involving human subjects or animals shall confirm upon submission of an article to the Editor* whether or not an approval was obtained from a relevant Review Board. If such approval was obtained, the original source and reference shall be provided to the Editor* at the time of submission and shall appear in the article.

Article Processing Charges
Open access is provided through the payment of an article processing charge paid after acceptance. APCs are US$2075, effective 1 Jan. 2025. 35 partial discounts available for Vol. 4. Find out more on the For Authors page.
Open access articles are published under a Creative Commons license, which allows authors to retain copyright of their article and permits a broad range of reuse. For example, authors may reuse their materials in books or on their web sites at no extra charge.
OJ-CSYS has been accepted for indexing in the Emerging Sources Citation Index by Clarivate, and will qualify for its initial impact factor in the June 2025 Journal Citation Reports release.

Scope and General Information
The IEEE Open Journal of Control Systems covers the theory, design, optimization, and applications of dynamic systems and control. The field integrates elements of sensing, communication, decision and actuation components, as relevant for the analysis, design and operation of dynamic systems and control. The systems considered include: technological, physical, biological, economic, organizational and other entities, and combinations thereof.
The IEEE Open Journal of Control Systems is a new publication of the IEEE Control Systems Society. The journal aims to publish high-quality papers on the theory, design, optimization, and applications of dynamic systems and control.
Open Access Information
The broad mission of the OJ-CSYS is that of promoting open access to all control systems research and education publications, including software, and data. This journal is 100% open access, which means that all content is freely available without charge to users or their institutions.
Open access is provided through the payment of an article processing charge (APC) paid after acceptance. APCs are often financed by an author’s institution or the funder supporting their research. For specific information regarding APCs, and special offers, please see the For Authors section.

IEEE Announces Call for Papers for NEW Open Access Journals in Control Systems and Instrumentation and Measurement

IEEE has announced a call for paper submissions for two new gold fully open access journals. As the leader in electrical engineering and computer science research for both the academic and industry communities, IEEE is committed to helping further scientific research and supporting accessibility to technological information. The new open access titles coming in 2022 include:
- IEEE Open Journal of Control Systems – Call for Papers
- IEEE Open Journal of Instrumentation and Measurement – Call for Papers
IEEE invites authors to submit papers and be among the first to have their articles peer-reviewed and published in these new journals and benefit from the high visibility and interest the journal’s marketing launch will generate. All published papers will be exposed to over 5 million unique monthly users of the IEEE Xplore ® Digital Library.
These new titles add to the growing collection of IEEE Open Access titles, which now includes more than 20 fully Open Access titles as well as over 160 Hybrid journals that also publish open access. Each fully open access journal will follow IEEE’s established high standard of peer review, drawing on IEEE expert technical communities to continue to publish the most highly cited content in numerous technology fields. All of the new fully open access journals will be fully compliant with current major funder mandates, including use of the Creative Commons Attribution License (CC BY) or the Creative Commons Attribution, NonCommercial, No Derivatives License (CCBY-NC-ND), enabling authors to retain copyright.
The first articles for the new titles will be published in early 2022.
