Early childhood program.

The Early Childhood Program is designed to serve infants, toddlers, young children, and their families who deal with a wide range of developmental delays including cognitive, communication, social, adaptive behavior, or motor skills.

High Incidence Program

The High Incidence Program is designed to serve children and young adults with learning disabilities, behavior disorders, and mild-to-moderate intellectual disability.

Low Incidence Program

The Low Incidence Program is designed to serve children, youth, and adults who have intellectual disability, autism, multiple disabilities, and other students with extensive support needs or visual disabilities.

Tuition and Financial Aid

All admitted Ph.D. students receive funding for at least four years of study, which includes full tuition, a monthly stipend competitive with any college of education in the nation, and health insurance. Based on presented qualifications, Peabody will nominate select students for additional honor scholarships and fellowships that supplement the baseline college award. SPED receives leadership training grants from the Office of Special Education Programs in the U.S. Department of Education that provide doctoral students with tuition, monthly stipends, health insurance, and professional travel. To be eligible for these grants, students must be U.S. citizens or permanent residents. Other funding streams are available for those who do not meet these requirements.

A PhD dissertation is a scholarly documentation of research that makes an original contribution to the field of educational study. The step-by-step process requires care in choosing a topic, documenting its importance, planning the methodology, and conducting the research. These activities lead smoothly into the writing and oral presentation of your dissertation.

The PhD in Education program requires 60 credits for degree completion. Additional credit hours may be allowed as needed to complete your dissertation research. If granted, additional courses will be added to your degree program in alignment with the SAP and Academic Maximum Time to Completion policies. This course prepares you for understanding what theory is, recognizing theoretical frameworks within existing literature, connecting your research interests to existing theoretical frameworks, and justifying how your research will add to the wealth of current theories in the field.

Specialization Course 1

Your success as a scholarly professional will largely depend upon your communication skills, particularly in your written work. This course supports your development as a scholar who can publish in different types of research-based publications for a variety of audiences. You’ll practice synthesizing multiple sources, formulating arguments, and integrating feedback through iterative drafts of your work. These are key capabilities you’ll need as you submit your research in published manuscripts and presentations.

In this course, you’ll develop effective search and writing strategies to create a scholarly review of literature. The course emphasizes how to: (a) use effective literature search strategies; (b) develop a scholarly synthesis of research literature; (c) organize research literature around identified themes, including a study problem, purpose, and theoretical perspectives; and (d) focus on developing a scholarly exposition that reflects divergent viewpoints and contrasting perspectives. The overarching goal is for you to understand strategies for surveying scholarly literature that avoid bias, focus on educational, practice-based research problems, and address the requirements of a scholarly literature review.

Specialization Course 2

This course introduces you to the research process by exploring its underpinnings, examining its paradigms, and investigating the foundations of qualitative and quantitative methodologies used in educational studies. You’ll identify criteria for the development of quality research studies that are ethical, accurate, comprehensive, cohesive, and aligned. Specific course topics involve the ethics of conducting research; data collection and analysis techniques; and issues of feasibility, trustworthiness, validity, reliability, transferability, and rigor. The goal is to familiarize yourself with the concepts and skills associated with conducting theoretical and applied research.

Specialization Course 3

This course provides the foundational knowledge to become a critical consumer of statistical-based research and a skilled analyst of non-inferential quantitative data. Coursework focuses on understanding multivariate data, non-inferential and inferential statistical concepts, the conventions of quantitative data analysis, and interpretations and critical inferences in statistical results. You’ll use software applications to complete statistical computations and perform quantitative data analysis. The course culminates in a synthesis project to demonstrate your statistical skills and present your results using APA guidelines.

A focus on qualitative research methodology and the designs and methods used to collect and analyze data in educational research. You’ll examine the principles of qualitative research and explore commonly used designs (also referred to as qualitative traditions or genres) with a focus on application and feasibility. Qualitative data collection and analysis methods will be examined for their suitability with regard to the research design selected. Alignment between qualitative designs and research methods, issues of trustworthiness, and the responsibilities of the qualitative researcher will also be explored.

An exploration of quantitative research methodologies and associated designs and methods. You’ll examine paradigmatic perspectives along with the tenets and conventions of quantitative research. Topics for examination include feasibility, validity, reliability, variable operationalization, inferential designs, and analytic software applications used within the quantitative research paradigm. You’ll also look at the components of quantitative research designs that support meaningful studies within the field of education.

Select One of the Following Two Data Analysis Courses:

An exploration of advanced statistical principles and how to apply them to quantitative research. This course provides an overview of advanced statistical concepts used in empirical research, including inferential analyses. You’ll use SPSS software to perform advanced computations as you build independent, scholarly statistical skills. Coursework will emphasize multivariate data; the use, comprehension, and evaluation of sophisticated statistical concepts; and the proper presentation of statistical results.

This course builds on a foundational understanding of qualitative designs and measurements to focus on analyses of the data. Coursework takes you deeper into the skills and techniques necessary to ensure the appropriate analyses of qualitative data, including integrating relevant frameworks, verifying trustworthiness of the findings, and selecting suitable methods for presenting analyses and findings.

The doctoral comprehensive assessment is your opportunity to demonstrate your preparation for entering the dissertation phase as a PhD candidate. You’ll synthesize discipline-specific content with research designs and analysis methods to create a prospectus for a theoretically-based research study that focuses on furthering knowledge in the field of education. Whereas EdD research focuses on addressing a researchable problem with practical applications, PhD research has a focus on contribution to theory and the broader discipline of education. This course is begun only after all your foundation, specialization, and research courses have been completed, and your prospectus will likely become the foundation of your PhD dissertation. 

Students in this course will be required to complete chapter one of their dissertation proposal, including the following: a review of literature with substantiating evidence of the problem, the research purpose and questions, the intended methodological design and approach, and the significance of the study. A completed, committee-approved chapter one is required to pass the course. In this course, you’ll work on completing chapters one to three of your dissertation proposal and receiving committee approval for the dissertation proposal (DP). Chapter two consists of the literature review, while chapter three covers the research methodology and design, including population, sample, measurement instruments, data collection and analysis, limitations, and ethical considerations. Completed, committee-approved chapters two and three are required to pass the course, as is a final approved dissertation proposal. If you don’t receive approval to minimum standards, you’ll be able to take up to three supplementary eight-week courses to finalize and gain approval of these requirements.

In this course, you’ll prepare, submit, and obtain approval of your Institutional Review Board (IRB) application. You’ll also collect data and submit a final study closure form to the IRB. If you’re still collecting data at the end of the 12-week course, you’ll be able to take up to three supplementary eight-week courses to complete data collection and file your IRB study closure form.

In this dissertation course, you’ll work on completing chapters four, five, and your final dissertation manuscript. Specifically, you’ll complete your data analysis, prepare your study results, and present your findings with an oral defense and a completed manuscript. A completed, committee-approved dissertation manuscript and successful oral defense are required to complete the course and graduate. If you don’t receive approval for either or both, you can take up to three supplementary eight-week courses to finalize and gain approval.

* The elective can be satisfied with any doctoral-level School of Education course. The course listed in the degree plan can be changed upon request. Contact your academic and finance advisor for assistance.

ECE-7010 Principles of Early Childhood Education

This course presents an overview of early childhood education, which includes children from pre-K through third grade. You’lll explore the basic tenets, theories, and standards relevant to the field, particularly developmentally appropriate practices and principles of diversity, equity, and inclusion. The important roles of parents, caregivers, and communities are also discussed. This course should be the first in the course sequence if you’re pursuing a specialization or post-master’s certificate in early childhood education.

ECE-7002 Topics in Early Childhood Growth, Development, and Educational Programs

In this doctoral-level course, you’ll explore theory and research related to the education of young children. Societal changes and their influence on early childhood programs, growth and typical and atypical development of young children, and methods of studying child behavior will all be examined. Emphasis will be placed on the intellectual, social, emotional, and physical development of infants, toddlers, and young children, and the impact of these factors on early childhood education instructional programs.  

ECE-7030 Topics in Early Childhood Program Administration

Here, you’ll examine program models, relevant theories, state expectations, educator competencies, and the role of leadership in developing and implementing early childhood programs. You’ll pay particular attention to diversity, equity, and inclusion in program administration, and demonstrate your ability to formulate administrative plans that synthesize your learning.

ECE-7005 Early Childhood Curriculum and Assessment

In this course, you’ll explore the theory, research, and trends related to the curriculum and assessment of young children enrolled in early childhood education programs. Developmentally appropriate early childhood lesson plans and activities will be explored and analyzed, and standardized and classroom assessments will be researched and evaluated.

ECE-7007 Early Childhood Literacy and Literature

This course examines literacy development in early childhood education. Balanced instruction and comprehensive strategies designed to meet individual needs will be discussed. Methods for creating developmentally appropriate reading and writing skills will also be investigated. Since knowledge of children’s literature is essential for any early childhood educator, you’ll determine ways to select appropriate and motivating materials to enhance early childhood literacy programs. Course emphasis will be placed on writing, spelling, and literacy development; motivating reading and writing; language and vocabulary development; the importance of family literacy partnerships; and analyzing, selecting, and responding to children’s literature.

ECE-7009 Families, Communities, and Schools as Partners in Early Childhood Education 

This course focuses on developing partnerships between early childhood educators and the other social environments children live in. Encouraging involvement and communicating with families and communities in early childhood education programs will be researched and analyzed. Topics include child abuse, child advocacy, formulating effective strategies for working with families of special needs children, and societal trends and issues specific to diversity.

Project NeXus II Doctoral Fellowship   — Four years of full-time study with our nationally recognized faculty in the areas of literacy supports, positive behavior supports, or postsecondary transition through a new doctoral leadership grant funded by the U.S. Department of Education. Fellowships include tuition, a generous stipend, health and dental insurance, and funds for travel and research. The definition of “nexus” is a “means of connection.” Therefore, the goal of Project NeXus II is to serve as a means of connection between the most promising future scholars and the field of special education.

National Center for Leadership in Intensive Intervention  Training Grant — The Neag School has received funding for four doctoral students with specific interest in intensive intervention.

Preparing Scholar Leaders to Study Interventions and Complex Systems Shaping the Lives and Outcomes of Students With Disabilities : A Special Education Leadership Preparation Program (Ps-LINC) — This leadership grant, in partnership with Boston University, will fund five doctoral students in special education with specific interest in education policy, mental health services, and related areas affecting schoolchildren with disabilities.

The Early Childhood Education Doctor of Philosophy Degree (Ph.D.) examines theories and teaching practices for young children through research and interdisciplinary coursework. Students learn the fundamentals of research methodology and apply them to their own directed research and dissertation. Our faculty work closely with students on research in a range of social, ethnographic and technological topics. This program prepares students to assess and evaluate early childhood education policies and curriculum.

Students may substitute up to 6 hours of their specialization required credits with coursework within the department of curriculum and instruction, outside of the early childhood program area pending approval of the area program adviser. Early childhood graduate students can take courses in bilingual/bicultural, language and literacy, cultural studies, STEM and learning technologies as a way to study the topics that are relevant to their work.

Courses Outside the Department (Minimum 6 hours)

Students will select 6 credit hours outside of Curriculum & Instruction. Courses must be graduate level and other than EDC. Early childhood graduate students have taken courses in many programs including theater/dance, human development, special education, educational psychology, anthropology, sociology, social work, Indigenous studies, Mexican-American studies, and African and African diaspora studies.

Coursework from Directed Research may fulfill this requirement, but it does not count twice towards the 51 minimum hours of coursework needed for this degree.

Dissertation (Minimum 6 hours)

Students are required to continuously register for at least three credits of dissertation once they have  advanced to candidacy . 

You must register in X99W (399, 699 or 999W) in each semester of candidacy until you graduate.

Please Note:  Students receiving fellowships, assistantships, or other financial aid, may be required to take 9 hours of dissertation credit each semester.

Doctor of philosophy in special education, special education doctoral program.

The mission of the doctoral program in special education is to prepare civically-committed scholars who, through rigorous and relevant research and transformational interventions, address significant educational and social problems in ways that advance education, social policy, research, care giving, and public service to enhance the quality of life of persons of all ages with (dis)abilities and their families. Program students and graduates rely on interdisciplinary theoretical knowledge and the full range of methodological approaches to engage, influence, and transform educational and social institutions and their practices to promote learning, equal opportunity, full participation, independent living, and economic self-sufficiency.

Program graduates are highly-competent, socially-committed educational researchers, leaders, and teacher educators engaged in the design, development, and/or use of educational and social interventions that result in transformational outcomes. Graduates are scholars who steward the profession, working across disciplinary boundaries to address the educational and social challenges of the 21st century. Moreover, as civic professionals, they also engage in stewardship with their communities.  Our graduates are scholars who recognize that resolving the great social and education challenges we face requires a sense of collective social purpose among the professions, and that the professions' greatest responsibility is to the people most affected.

The specific principles that define how students will be engaged in learning build upon the idea that doctoral education is a complex process of formation emphasizing development of scholars’ professional identity in all its dimensions, including their recognition of the role the discipline and its scholars are to play in academe and in society. Because such a professional identity requires students to play an active role in its development, the doctoral program is premised on four instructional principles: (a) problem-centered learning focusing on the formulation of significant research questions and specification of corresponding methods of inquiry; (b) apprenticeship with multiple mentors involving intentionality, collective responsibility, recognition, respect, trust, and reciprocity; (c) creating and sustaining a safe and engaging intellectual community/culture in which students feel support among themselves and in collegial relations with faculty; and (d) scholarly integration in which the teaching and research mission of the department and faculty is closely linked.

Every year the doctoral program accepts a cohort of students from throughout the world. Each cohort consists of students with diverse interests and career goals. Underlying this cohort design are seminars, various research and teaching experiences, and an interrelated specialization structure. Each doctoral student chooses an area of specialization and potentially a related area of interest outside the specialization and the department as a cognate. Currently, our program has the following areas of specialization:

Admission to Ph.D. in Special Education at KU

Individuals applying to the Ph.D. in Special Education at the University of Kansas must have relevant professional training, usually represented by undergraduate and graduate degrees in special and/or general education or a related field. Applicants are usually expected to have at least three years of professional experience teaching in public schools or related work in agencies that serve individuals with disabilities. Both formal education and experience in the field help to demonstrate the foundational knowledge necessary to develop expertise in special education. 

Applicants are strongly advised to establish a dialogue with one (or more) faculty members in the preferred specialization area prior to applying for the doctoral program. The purpose of the dialogue is to understand how scholarship interests align and/or intersect with departmental faculty, and to ensure the specialization focus aligns with the student's interests and skills. Meeting with faculty will help identify a good match between a student and the specialization advisor with whom they may wish to study. This dialogue is critical to inform students about various social, academic, and teaching aspects of the doctoral experience that will complement their development as a scholar. Communicating with specialization faculty prior to submitting the application is strongly recommended and is considered vital to the department admissions process.

Doctoral program applications are only reviewed for fall admission. Application materials will continue to be accepted based on available space and funding. After the Admission Committee has reviewed applications, applicants who are identified as a finalist will be invited to interview sometime in late January or early February.

The application requires three professional work samples, with two of these samples being scholarly writing (e.g., academic papers, published journal articles). The third professional work sample is of the applicant’s choosing; either another written sample or a multimedia-based submission of professional experience (e.g., video link of applicant teaching, video of applicant conducting professional development, the applicant’s professional website, etc.).

Students are encouraged to submit application packages in advance of deadlines. Until all components of the application package (on-line application submitted and fee paid, letter of introduction, resume or CV, official GRE report (if requested), all transcripts, letters of recommendation, professional work samples) are received, the application will not be reviewed by the Special Education Department Admissions Committee. Only completed application packages received by the deadline will be considered.

Official GRE Exam Results  

The GRE exam is NOT required but can be requested to be considered for admission to the Department of Special Education as a doctoral student. Request GRE scores to be submitted by Educational Testing Service as stated: for electronic submission (ETS), the Institution Code for KU is 6871 and the Department Code is 3705. Students who have an official copy of their GRE exam results, should upload a copy when applying online under "Misc documents".   The Admission Committee can use unofficial copies of the exam results for reviewing applications if GRE scores were requested. Official scores must be submitted if the applicant is recommended for admission and scores were submitted with the application .

Ph.D. Degree Program

The doctoral degree program encourages and supports students to work with faculty on cutting-edge research and development related to address significant educational and social problems that advance education, social policy, and research  in the field of disabilities.  The degree requires intensive and rigorous study in educational foundations, disability issues, special education, organizational and individual change, curriculum, teaching, program development, and research. 

The KU Department of Special Education doctoral program is designed to provide students with learning opportunities and practical experiences in research, teaching, and service. These experiences occur in consultation with your advisor and are reflective of your funding expectations (if applicable).

Doctor of Philosophy

This is a full-time research degree. Graduates are prepared for roles as university faculty members, researchers, or policy analysts. Specific core and research skills for the Ph.D. are required.  In the first 3 years of the program, students typically take 3 courses per fall and spring semester. In the summer enrollment in 1 course is optional and contingent on funding and determined with your advisor. This is followed by work on the dissertation. In addition to the special education cores, students complete course work in a specialization area, 15 hours of Research Skills (or 18 hours if pursuing the Minor in Research and with the discretion of the specialization area or advisor), and a dissertation based on original research.

Students are reviewed annually starting with a Probationary Review, then a Second Year Review, Comprehensive Exam, Dissertation Proposal, and the final Dissertation Defense.  Examples of annual review requirements are outlined in the department Ph.D. handbook. Doctoral students must maintain a 3.0 cumulative GPA.

Minimum hours for the program are 72. 

  • Research skills require 15-18 credit hours of research methods courses. 
  • Responsible Conduct of Research is satisfied with  EDUC 800 . 
  • College Teaching Experience: We require one teaching experience where students teach a college course at KU and an experience such as a teaching activity in a different modality than the college course taught, or a mentorship activity of other students.  Students may enroll in SPED 996 College Teaching Experience (optional), or SPED 995 Field Experience as determined with your advisor.
  • Research Internship Experience:  We require at least one research internship where activity is up to the equivalent of 3 credit hours.  This is planned with your advisor.  This experience typically results in products such as a poster for presentation at a national convention, a paper for use in the comprehensive examination portfolio or for submission to a professional journal.   It is at the discretion of the student and advisor to determine if the student enrolls in credit hours for this internship. The research internship may be used to complete the research proposal and the research project for the Second Year review. 
  • Service Experience.  Students will complete at least one service experience determined by the student and their advisor, in each level: National/International, State/Local, and University
  • Students will enroll in department pool courses for a minimum of 6 credit hours.  Courses are selected in consultation with your advisor.
  • Students may also choose to enroll in specialization seminars up to 3 credit hours per academic year.  Choosing to enroll in specialization seminar credits is a decision made in consultation with your advisor.
  • Comprehensive Exam: The comprehensive examination is your gateway to doctoral candidacy and usually occurs in the spring of your third year. The exam includes written and oral components, both designed to permit you to demonstrate mastery of curricular content, scholarly and leadership aptitude, and higher order analytical thinking.  The student passes the comprehensive examination if a majority of the official examining committee members (including the chair, your advisor) finds the portfolio meets or exceeds expectations and the student’s oral defense was adequate or excellent. If a student’s oral components are inadequate as determined by the majority of the committee, another oral defense may be permitted if a majority of members agree; the oral defense may not be attempted more than three times. The student may not repeat the oral examination until at least 90 days have elapsed since the last unsuccessful attempt.
  • Dissertation proposals will vary depending on the format chosen for the dissertation. Details on what needs to be in the proposal are outlined in the in the department PhD handbook.  You are eligible to hold your dissertation proposal at least one week after successfully completing the Comprehensive Exam. The dissertation proposal meeting is not a formal milestone meeting and the purpose is to come to consensus on a student’s dissertation research. Following approval of the proposal, you may begin the formal dissertation work.
  • Dissertation enrollment: After passing the comprehensive examination, the candidate must be continuously enrolled until the degree is completed. Summer enrollment is optional unless the student is completing a milestone (i.e., comprehensive exam, proposal defense, or dissertation defense).  A student must be continuously enrolled in accordance with the following schedule: Until the degree is completed or until 18 post-comprehensive hours have been completed (whichever comes first), the student must enroll for at least 6 hours a semester (fall and spring).  Students who have not completed the degree after completing 18 hours of post-comprehensive enrollment must continue to enroll for the amount of credit that best reflects their demands on faculty time and university resources each semester until they pass the final oral examination.  Typically PhD students who have completed their 18 hours of dissertation, enroll in 1 hour per term (fall and spring) until they are done.
  • Dissertations are either a traditional five-chapter format or a three-study dissertation structured with an introductory and culminating chapter, with the literature review and/or dissertation study findings presented in at least two additional chapters that, individually, are in journal article format.  The dissertation defense (“doctorate final exam”)  includes the full written dissertation and the oral defense.  Additional details are outlined in the in the department PhD handbook.  Completion of the dissertation is the final academic phase of a doctoral program, culminating in the final oral examination and defense of the dissertation. Seven days prior to the defense date, all committee members complete a rubric to score the written defense product. A majority of the members must rate all 6 dissertation components as acceptable or above for the defense to move forward,

Dissertation honors may be conveyed if the mean of the committee scores for both the written rubric (24 points) and the oral rubric (8 points) is 30 points or higher. Total points achieved across all rubrics scored by the voting members will be added up and divided by the same number of voting members.

For every scheduled final oral examination, the department reports to the Graduate Division a grade of Honors, Satisfactory, or Unsatisfactory for the candidate’s performance. If an Unsatisfactory grade is reported, the candidate may be allowed to repeat the examination on the recommendation of the department

In all but the rarest cases, tentative approval of the written dissertation is followed promptly by the final oral examination. When the completed dissertation has been accepted by the committee in final draft form and all other degree requirements have been satisfied doctoral candidates may submit their dissertation to the graduate school.

Summer enrollment in dissertation hours is required only when students intend to complete major milestones (i.e. comprehensive examination, proposal meeting, dissertation defense) or require significant faculty time in the summer.

Master of Arts in Counseling

Ph.D. in Early Childhood, Special Education, and Rehabilitation Counseling with an option in Counselor Education and Supervision

The Counselor Education doctoral program is a Ph.D. in Early Childhood, Special Education, and Rehabilitation Counseling with a formal option in Counselor Education and Supervision. The program is accredited by CACREP until October 31, 2030. The mission of the University of Kentucky Counselor Education and Supervision doctoral program is to promote professional excellence through personal development and the highest academic standards as we work with our students, persons with disabilities, and our state and community partners in rehabilitation counseling and clinical mental health counseling to achieve equal rights, social justice, and quality of life for persons with disabilities in our community, in the Commonwealth of Kentucky, nationally, and globally. Our goal is to train and develop professionals to pursue careers as counselor educators, researchers, administrators, and practitioners and advocates for individuals with disabilities in academic and clinical settings and policy development. To that end, the program is designed to (a) promote knowledge and scholarly inquiry, (b) prepare students to inform professional practice by generating new knowledge for the profession, (c) support faculty and students in generating and disseminating research and scholarship, and (d) develop students to assume positions of leadership in the counselor education profession. Our program objectives, as identified on page 2 of our program handbook, are identified below.

Program Objectives

The Ph.D. in Early Childhood, Special Education, and Rehabilitation Counseling with a formal option in Counselor Education and Supervision degree program addresses professional development and roles in five doctoral core areas: counseling, supervision, teaching, research and scholarship, and leadership and advocacy. These five doctoral core areas represent the foundational knowledge required of our program students. The specific objectives of this Ph.D. degree program are to facilitate student acquisition of knowledge and skills as follows:

  • Counseling –  Related to counseling including application of theories and techniques in professional counseling and education, counseling process and outcome research and across diverse populations; analysis and synthesis of counseling theories and their application; development of knowledge, skill, and experience in application and teaching of related content in counselor education, research, and practice; client conceptualization; evidence-based practice; and ethical and cultural considerations.
  • Supervision –  Related to clinical supervision including purposes, models, roles, skills, assessment, administration, legal and ethical issues, cultural diversity and inclusion, and social justice.
  • Teaching –  Related to roles, pedagogy, learning models, curriculum design, online and in-persons instruction, assessment, mentoring, ethical issues, and cultural considerations and inclusion.
  • Research and Scholarship –  Related to research design, statistical analysis, program evaluation, publication and presentation, use of human subjects, grant development, ethical practices, cultural considerations, and collaboration.
  • Leadership and Advocacy –  Related to theories, skills, development, administration, consultation, social justice, ethical and cultural considerations, and public policy.

Program Requirements

Admission standards for the Departmental Ph.D. in Early Childhood, Special Education and Counselor Education Formal Option in Counselor Education and Supervision include the following:

  • An undergraduate GPA of at least 2.75
  • Master’s Degree in Rehabilitation Counseling, Counselor Education, Mental Health Counseling, or a field with a GPA of at least 3.5. (Note: Students who are entering with a non-Counselor Education Master’s degree may be required to take leveling, or foundational courses courses which include (a) foundations or principles of counseling, (b) social and cultural diversity, (c) human growth and development, (d) career theory and development,(e) individual and group counseling theories and models, (f) assessment and testing, (g) research and program evaluation, and (h) psychosocial and medical aspects of disability.)
  • Submission of Graduate Record Examination (GRE) scores (mandatory for all doctoral applicants). Note: All doctoral applicants are required to submit results from the Graduate Record Examination (GRE). Results from the GRE are used by program faculty along with all other application materials in making admission decisions. The GRE is also typically required for students applying for Graduate Scholarship Awards, Stipends and Fellowships; often a certain percentile is needed to be considered for a financial scholarship or fellowship award.
  • A minimum of one year (two preferred) of post-Master’s experience in Rehabilitation Counseling, Counselor Education, Mental Health Counseling, or a related field. The program will alternatively consider extensive prior related experience and exceptional academic performance on an individual basis.
  • At least three (3) positive recommendations attesting to the candidate’s professional disposition and fitness for the profession, self-awareness and emotional stability; oral and written communication skills; cultural sensitivity and awareness; and potential for scholarship, professional leadership, and advocacy.
  • A written statement of the applicant’s objectives for completing a doctoral program.
  • A sample of the applicant’s academic and/or professional writing. Final admissions decisions are the purview of the Department’s faculty.

Note: A holistic admission process is used that considers multiple dimensions including academic preparation, scholarly potential, alignment with the program, self-management, and social emotional competencies. Final admissions decisions are the purview of the Department’s faculty.

If an applicant meets these criteria and appears to have the background, academic record, experience, and professional objectives that are consistent with Department expectations, the person is invited to campus to interview with Program and Department faculty and to meet current doctoral students. If the candidate is unable to visit the campus, arrangements can be made to interview through video conference or alternative format. However, it is highly recommended that applicants visit campus.

Doctor of Education in Leadership for Educational Equity (EdD)

This program is designed for experienced educators and human service professionals who wish to be leaders of change in schools, agencies and communities. It offers tools for leaders of school and organizational improvement, reform and educational equity and provides you the opportunity to apply evidence-based methods. Most of the students in our cohort-based program are working fulltime; therefore, the courses are taught in the late afternoon, evening or online. Our partnership with schools through our Center for Practice Engaged Educational Research (C-PEER) creates opportunities for our EdD students to work in teams with peers and faculty on district identified problems of practice.

Program Overview

The Ph.D. in special education at the University of Kansas is built on a mission to prepare civically committed scholars who, through rigorous and relevant research and transformational interventions, address significant educational and social problems in ways that advance education, social policy, research, care giving and public service to enhance the quality of life of persons of all ages with disabilities and their families. Program students and graduates rely on interdisciplinary theoretical knowledge and the full range of methodological approaches to engage, influence, and transform educational and social institutions and their practices to promote learning, equitable opportunity, full participation, inclusiveness, independent living, and economic self-sufficiency.

Career Outcomes in Special Education

Graduates of the special education Ph.D. program are scholars who steward the profession, working across disciplinary boundaries to address the educational and social challenges of the 21st century. Moreover, as civic professionals, they also engage in stewardship with their communities. Our graduates are scholars who recognize that resolving the great social and education challenges requires a sense of collective social purpose among the professions and inclusive of people with disabilities, and that the professions' greatest responsibility is to the people most affected.

Doctoral graduates are prepared to hold leadership positions in diverse sectors and organizations, including:

Thus, the KU Doctoral program prepares graduates to take a variety of leadership positions. Accordingly, the doctoral program educates students to become a researcher and scholar who will then prepare prospective teachers and administrators to work in the profession. Program Specializations

Every year the Ph.D. in special education program admits a cohort of students from around the world. Each doctoral student chooses an area of specialization and potentially a secondary area of interest as a cognate or minor (e.g., research methodology). Program applicants are asked to identify the specialization area and faculty of interest (i.e., potential academic advisor).

Disability & diversity in school & society.

This specialization focuses on the intersecting oppressions of disability, race, ethnicity, social class, language, gender, and sexuality in education and society. It will prepare students to evaluate, synthesize, and conduct research on and teach about two lines of social injustice. The first line is the historic oppression of people with disabilities in education and other social institutions, the primary sites where difference is constructed as disability and disability is excluded or segregated and controlled. Here, we are concerned with interdisciplinary theory and research that illuminates institutional and political processes, including those of disability oppression and prejudice, the social construction of disability and normalcy, the role of social movements in advancing disability rights and equity, the politics of actualizing rights in the offending institutions, and the application of interdisciplinary theoretical and empirical knowledge of disability oppression, construction, and movements to the identification and resolution of moral and ethical disability dilemmas. The second line of oppression is at the intersection of the social categories of disability, race, ethnicity, social class, language, gender, and sexuality. Students’ research and teaching focuses on educational and social injustices that result from these intersections. Additionally, the focus is on how such oppressions are perpetrated by the biased use of disability and special education, including educational policies and practices that produce persistent patterns of racial/ethnic, class, language, and gender in special education referral and identification, disability classification, instructional placement, teaching, behavior management, and transition practices.

Early Childhood Unified (Blending of Early Childhood & Early Childhood Special Education)

This specialization focuses on advancing equitable, inclusive, and effective intervention/instruction in early childhood/early childhood special education. Specialization priorities also include the importance of families; strengths-based perspectives, theoretical and methodological pluralism; diversity and cultural/linguistic responsiveness; and addressing persistent, complex educational and social problems in early childhood/early childhood special education. This specialization will assist doctoral students in acquiring foundational knowledge of the current evidence and trends in the field for providing effective early intervention (birth-3 years old) and education (3-8 years old) for each and every young child and their families including those with developmental delays and identified disabilities. Doctoral students are prepared to effectively and successfully serve as Early Childhood/Early Childhood Special Education leaders in the field including faculty in institutions of higher education engaged in research (conducted through a variety of methodologies; disseminated through various outlets), personnel preparation and teaching (implemented through various instructional approaches and modalities), and service (performed at organization and institution, local, national, and international levels).

Evidence-based Practices: Supporting Students with Intensive Interventions Needs in Tiered Systems

This specialization focuses on evidenced-based practices and strategies in tiered systems of support – specifically Comprehensive, Integrated, Three-tiered (Ci3T) models of prevention – for students with intensive, academic, behavior, and social needs, especially those with emotional and behavioral disorders, autism, and severe learning disabilities, and those without identified disabilities. This specialization will develop the foundational knowledge and skills necessary to (a) carry out an active and innovative research agenda; (b) use systematic screening tools to detect and assist students for whom Tier 1 practices are insufficient ; (c) design, implement, and evaluate strategies and practices to prevent and respond to academic, behavior, and social challenges with attention to procedural fidelity and intervention adaptation; (d) support collaborative partnerships between general and special educators within the context of tiered systems of support; and (e) serve as recognized leaders with expertise in school-based inquiry to improve academic, behavioral, and social outcomes for students with and at risk for learning, behavior, and/or social support needs. Doctoral students in this program will be prepared to teach in higher education and conduct research in areas such as systematic screening, test construction, and/or intervention studies (using group and single case design methodology) in academic, behavioral, and social domains for students with and without disabilities.

Instructional Design, Technology & Innovation

This specialization develops leaders focused on supporting learner variability in modern learning environments through instructional design and technology innovations. This specialization develops foundational knowledge and skills necessary to (a) carry out an active and innovative research and development agenda; (b) support the design and implementation of modern learning environments, especially in the area of teacher preparation and k-12 classroom application; and (c) serve as recognized leaders in instructional design and technology as it relates to individuals with disabilities and other diverse learning needs in modern learning environments. Doctoral students in this program study prepare to teach in higher education, and conduct research in areas such as Universal Design for Learning (UDL), innovation and adoption technology in learning environments, online and blended learning, gaming and gamification, mobile learning, personalization, augmented and virtual reality, and technology enhanced performance.

Special Education Policy & Systems Studies

The Special Education Policy and Systems Studies specialization has an emancipatory focus that questions and seeks to reform oppressive aspects of education and disability policy and practice. Emancipation, through critical theoretical and empirical analysis and democratic participation of those who experience impairment and associated disabilities and those who care for, serve, and advocate for them, is essential because, like all professions, special education can be self-serving in advancing its policy agenda, failing to embrace changes in policies that affect practice, even when they are shown to be inadequate or damaging. With a critical policy perspective, special education can better address interests of those it exists to serve. Further, because special education has been enacted in federal law, it has resulted in a complex web of regulation and performativity that operate alongside but not necessarily as part of the general education system. A policy vantage point allows scholars to explore the justice narratives within education and special education while systems theories help to explain how injustice and oppression are embedded within everyday practice.

Strengths Based & Inclusive Approaches to the Education of Learners with Extensive & Pervasive Support Needs

This specialization develops leaders focused on supporting learners with disabilities—including intellectual disability, autism, and multiple disabilities—who need extensive and pervasive supports to be fully included in school, home, work, and community. The specialization focuses on the intersection of positive psychology and strengths-based approaches to disability, inclusive education, and students with extensive and pervasive support needs. The underlying conceptual elements of the specialization incorporate research and teaching to ensure that learners with extensive and pervasive support needs are provided the supports and experiences in school and the community to promote positive, self-determined, and inclusive experiences. Key areas of the doctoral research and teaching experience include: strengths-based approaches to the education of learners with extensive and pervasive support needs, particularly in the domains of inclusive practices; evidence-based practices that promote high levels of academic achievement; predictors of inclusive education and promoting access to the general education curriculum for learners with extensive and pervasive support needs; and measuring and promoting student self-determination and self-determined learning.

Early childhood education focuses on the learning experiences in and out of school of young children birth through age eight. Our program prepares graduates for positions in a range of settings, including research universities, teacher preparation programs, government and policy organizations and ECE program administration.

The faculty in this program have a wide range of backgrounds and research interests, including policy, play, cultural dimensions of child development, international/comparative perspectives, sociological and cultural constructions of early childhood, immigration and indigenous education.

The Ph.D. concentration in early childhood education is located within the interdisciplinary Ph.D. in curriculum and instruction.

Early Childhood Education Concentration: Thirty credit hours from a range of foundational and emerging courses in the field. Several new courses have been developed recently, emphasizing a range of theoretical and methodological approaches to childhood studies and emphasizing social policy and advocacy. A professional development seminar is also offered each semester, which provides practical experiences related to higher education in early childhood education.

Curriculum and Instruction Core Requirements: Six credit hours of interdisciplinary research seminar in curriculum and instruction, and curriculum theory and practice.

Inquiry and Analysis : Fifteen credit hours, including courses that provide overviews of quantitative and qualitative research methods and in-depth study of particular research philosophies and methods (dependent on student goals and committee advice).

Internships : Six credit hours, concentrating on college teaching, research and public policy/advocacy.

Cognate Study : Twelve credit hours that provide an interdisciplinary element to the program. With the advice and approval of the program chair and the student's committee, the student chooses a cognate area of study suitable to individual goals.

Independent Research and Dissertation : A minimum of three credit hours of research and 12 credit hours of dissertation leading to completion of an approved dissertation are required.

Students in the special education program have many opportunities for hands-on training in the Center on Disabilities and Human Development . About 20 students are enrolled in the program each year. The small size allows them to form strong interpersonal bonds with faculty as well as one another.

You will also have opportunities to participate in interdepartmental studies, become involved in community-based programs and network with professionals in special education and other disciplines.

Upon completion of your coursework, you will be required to take certification exams by the state in which you will work. You also will complete a one semester internship experience in a classroom environment, where you will learn alongside experienced teachers. Throughout your enrollment, you'll participate in high-quality programs and network with special education professionals. You'll also have the opportunity to participate in interdepartmental research. This state-approved program is accredited by the Council for the Accreditation of Educator Preparation . Expand your own knowledge while elevating and guiding all students toward success.

  • The Special Education program offers an undergraduate teaching major as well as two different tracks to a master's degree. One track is for certified teachers to earn the Idaho Exceptional Child Generalist teaching endorsement and the other is for special educators who are already certified.
  • Receive opportunities to learn from and collaborate with faculty from the Center on Disabilities and Human Development , the University of Idaho’s Center for Excellence in Developmental Disabilities (UCEDD), which champions through education, outreach, research and service the mission of having all people fully participate in their communities.

This program takes three possible formats:

Are you already a certified teacher with a special education endorsement? Expand your knowledge of the field and gain greater insight into pressing topics and the latest curriculum-planning techniques.

Are you a certified teacher who would like to add a special education teaching endorsement to your license? This master’s program builds on your bachelor’s and prepares you to qualify for the Standard Instructional Certificate with Exceptional Child Endorsement.

Or, are you interested in   pursuing the M.Ed. in Special Education as a 30-credit endorsement in conjunction with a bachelor’s degree in elementary or secondary education?  Complete this combined pathway in five years to qualify for both your initial Idaho teaching certification and the Exceptional Child Endorsement.

The University of Idaho's special education program offers a flexible online course of study tailored to your needs, guided by your major professor or advisor. Our Department of Curriculum and Instruction provides an undergraduate teaching major and two distinct tracks for a master's degree in special education.

Master's Only

A master’s-only track is available for experienced special educators who have a bachelor’s degree in special education or a closely-related field. This track is appropriate for individuals who wish to earn a master’s degree while expanding their knowledge of the field. In this track, students register for a number of common courses covering topics designed to broaden teachers’ knowledge of special education strategies and promote professional development. Students also select, in conjunction with their advisor, additional classes to enhance their knowledge in a selected area of focus. Students in this track culminate their experience with a master’s project, designed by working with their faculty advisor.

Master's Plus Certification in Special Education

The master’s plus certification track is available to people new to special education and affords the opportunity to earn a degree while gaining initial Special Education Exceptional Child K-12 teaching preparation and certification. Students who pursue this track will exit with the master’s degree and an Idaho teaching certification in Exceptional Child Generalist. Because this track results in initial preparation in special education, coursework is paired with field experience so that students will gain the opportunity to link their subject knowledge to pedagogy and practice. The culminating activity for students in this track is a semester long teaching internship during which students will gain valuable hands-on experience. Candidates in this track already will hold an elementary or secondary teaching certificate and have no previous degree in special education.

EHHS offers a 31 credit endorsement (teaching major) in special education, open to elementary and secondary education majors. Students who complete the endorsement will meet the requirements for an initial Idaho teaching certification/credential and the exceptional child generalist teaching certification, enabling them to teach elementary or secondary as well as special education grades K-12.

Special Education

Through all pathways, you’ll focus on developing and teaching appropriate curriculum for students with mild to moderate disabilities, with emphasis placed on learning disabilities, mental conditions and other disabling conditions. Learn to create assignments and lesson plans geared toward each individual’s needs and abilities based on behavior, social and academic development and equip them for life beyond school.

As you progress, you’ll refine your teaching methods by better understanding disabilities, special education and developmentally responsive school models; the principles of developmentally appropriate instruction and teaching strategies; methods for conceiving challenging, integrative and exploratory curriculum; and techniques for encouraging inquiry and collaboration in the classroom. You’ll learn to identify special education needs, evaluate and monitor students, and gather and analyze data through educational research.

In addition to coursework, you’ll complete a one-semester internship, where you’ll gain insights from an experienced professional in a classroom environment.

You’ll cultivate bonds that will help grow your career. Beyond your internship, you’ll receive more personalized instruction through small class sizes, and build your network and industry knowledge through community-based programs and interdepartmental studies.

The M.Ed. in Special Education, Specialty: Early Childhood Birth to Age 5, Shady Grove (SPEC) has a 30-credit, 10-course curriculum that addresses the developmental and learning needs of our youngest ages birth-5.

This program includes coverage of the unique needs of those with physical, sensory (e.g., deaf-blindness, cortical visual impairment, etc.), and multiple disabilities.

It provides students with the knowledge, skills, and abilities that support efforts to “achieve equitable developmental and academic achievement for all.”

Master of Arts Degree (M.A.) in Various Concentrations

The Master of Arts degree in Special Education provides the professional educator with advanced knowledge and skills in special education. This degree has many requirements in common with the   Education Specialist Clear/Induction Credentials in Special Education   and may be earned concurrently with those credentials. Although the M.A. degree is usually linked to a teaching credential, it is open to individuals with undergraduate degrees in a wide range of disciplines in consultation with the graduate advisor.

Admission requirements for the M.A. include the prerequisite course SPED 527 and at least a 3.0 GPA from credential and undergraduate studies.

The M.A. degree can include concentrations in the following areas:

All programs must be approved by the graduate advisor.

Behavior Analysis and Autism Concentration

Offering in-depth study of issues related to individuals affected by Autism Spectrum Disorders.

This master's degree embeds an approved course sequence for the BCBA (Board Certified Behavior Analyst) . The M.A. degree also embeds most of the Clear coursework for the Extensive Support Needs and Early Childhood credentials in California.

Early Childhood Concentration

Preparing educators and other professionals to work with infant, toddler and preschool-age children with exceptionalities and their families.

Mild to Moderate Support Needs Concentration

Preparing educators and other professionals to work with students with disabilities in grades K-12, and adults up to age 22.

Extensive Support Needs Concentration

Preparing educators and other professionals to work with students with a wide range of disabilities in grades K-12, and adults up to age 22. 

SPED 681A. Advanced Studies in Special Education: Mild/Moderate Support Needs (3 units)

SPED 681B. Advanced Studies in Special Education: Autism, Early Childhood Special Education, and Extensive Support Needs (3 units)

Educational legislation, theories, philosophies, research findings, issues and trends in area of exceptionality. Application of research to solution of educational problems.

Program Plans

Preparation of a project or thesis for the master’s degree.

Single-case research designs focused on interventions with individuals with disabilities.

An intensive study in selected areas of education culminating in a written project. Limited to students following Plan B for the Master of Arts degree in education. 

In general, applicants will be programmed for Plan B, the seminar plan. After the student is approximately halfway through the program, has secured an adviser, and established a thesis plan, permission to transfer to Plan A may be requested. Plan A is designed for students who have a particular research problem they wish to investigate in some detail. Requests for transfer to Plan A must be prepared as an official change in the program for the master’s degree, countersigned by the faculty adviser, and submitted to the Office of Graduate Programs in the College of Education.

Candidates for the Master of Arts degree in education who elect Plan B, must pass the comprehensive examination.

Degree Learning Outcomes (DLO)

Apply social justice and equity frameworks to the understanding of special education services and systems that support individuals and families from culturally and linguistically diverse backgrounds.

Explore quantitative and qualitative research methodologies and apply relevant methods to design and implement an action research project designed to address impactful questions in the field of special education.

Identify, summarize and synthesize relevant research literature on current practices in special education using a professional writing style.

Demonstrate an understanding and application of evidence-based practices that improve the quality of life for individuals with disabilities and their families.

Articulate an intersectional professional identity through written and oral expression that incorporates leadership, and conduct consistent with professional standards, ethical practices, and advocacy.

Students in our pioneering PEN program gain state-of-the-art Cognitive Neuroscience training in how humans learn, with a special strength in the neuroplasticity of visually guided learning processes. While Cognitive Neuroscience includes studies of learning and higher cognitive processes across the lifespan, its sister discipline, Educational Neuroscience, includes intensive study of five core domains that are crucial in early childhood learning, including language and bilingualism, reading and literacy, math and numeracy, science and critical thinking (higher cognition), social and emotional learning, and includes study of action and visual processing. PEN students become expert in one of the world’s cutting-edge neuroimaging methods in the discipline of Cognitive Neuroscience (e.g., fNIRS, EEG, fMRI, and beyond), study Neuroethics, gain strong critical analysis and reasoning skills in science, and develop expertise in one of the core content areas of learning identified above. While becoming experts in both contemporary neuroimaging and behavioral experimental science, students also learn powerful, meaningful, and principled ways that science can be translated for the benefit of education and society today.

This doctoral program is a research-focused program where students develop a specific research focus, conducting supervised research within their mentor’s lab as well as developing their own lines of research through independent research projects. Students accepted into the program receive four years of funding as follows: tuition scholarship for up to the domestic rate + $25,200 annual stipend + health insurance option.

Students benefit from access to in-house, research-dedicated neuroimaging facilities where students can also choose to become certified in fNIRS (functional Near Infrared Spectroscopy), one of the world’s most advanced neuroimaging technologies. Students graduate from the program prepared to become groundbreaking scientists!

The PEN program opened its doors to the first class of Ph.D. students in Fall 2013. This is Gallaudet’s first interdisciplinary Ph.D. program and has its administrative home in Gallaudet University’s National Science Foundation Science of Learning Center, Visual Language and Visual Learning, VL2. Action & brain lab, cognitive and affective neuroscience lab (can), motion light lab (ml2), numeracy and educational neuroscience lab (nens), petitto brain and language center for neuroimaging (bl2).

PEN students benefit from Gallaudet University’s local university consortium, which provides students access to courses taught in the Washington, D.C. area. PEN students also have access to a national network of more than 20 cognitive neuroscience labs throughout the world, through formal Memoranda of Understanding.

In the BL2, students can choose to become certified in one of the world's most advanced neuroimaging technologies that is suited for the study of young children and individuals across the lifespan, fNIRS (functional Near Infrared Spectroscopy).

Students in PEN will spend a large portion of their time learning about current neuroscience research and conducting their own research. The Science of Learning Center on Visual Language and Visual Learning supervises and aids students in research. Students may join efforts in any of our Research hubs listed above.

An online master’s degree in Special Education is an ideal graduate degree for any teacher who has dedicated his or her career to the education of students who need a little extra guidance and help. Fortunately, pursuing just such a degree, while also teaching full time, has become more convenient than ever before.

Today, most universities offer graduate degrees which can be completed entirely online. In fact, nearly 100 schools offer fully online master’s degrees in Special Education, and we have researched all of them to determine the very best.

Ranking Methodology: To come up with our ranking, we began by compiling a list of any and all universities offering an online master’s degree in Special Education. We then used the following points-based system to determine the 60 best.
