Abstract: The thesis defines financial inclusion as ongoing access to a range of financial services in an affordable and convenient manner. As low income groups are often among those lacking such access, microfinance programmes providing financial services to them have emerged as a public policy instrument to promote financial inclusion. This thesis evaluates the contribution of microfinance programs in promotion of financial inclusion in India. The research framework and research questions in the thesis were informed by the relevant literature, particularly relating to microfinance, financial inclusion and their links with broader development goals. The research questions relate to how the two major microfinance models in India, the self help group bank linkage program (the SBLP) and the microfinance institution (MFI) model, address barriers to financial inclusion, and facilitate expected outcomes. To sustain financial inclusion, group microfinance members should graduate to individual financial services. The thesis therefore also explores the environment in which such graduation could take place. A research design based on case studies and qualitative research methods was adopted. The lines of enquiry followed were at the sector level, at the microfinance provider level and at the microfinance member level. For the provider and member levels, primary data were collected in the State of Tamil Nadu. At the provider level, one organization associated with each model was studied, including interviews of senior officials and 103 MFI field staff. At the member level, 34 low income women were interviewed. The enquiry enabled the development of an explanatory framework for financial inclusion through microfinance. The research at the sector level led to understanding of the following: factors influencing microfinance penetration; requirement for improving availability of financial services other than microcredit; need for creating a sector wide credit bureau; benefits of unique identification numbers for residents to facilitate development of credit histories for microfinance members; and the importance of a systematic approach to graduation of group members to individual financial services. The findings from provider and member level research included barriers to microfinance membership; the requirement for a wider range of financial services particularly savings services; and the need for enhanced financial literacy and financial management skills among members. Distinct categories of MFI and SBLP members also emerged. ?Effective utilizers? who build up individual repayment capability during group membership, enabling them to graduate to individual loans later, were common to both models. In addition, in MFIs, there were ?ineffective utilizers? who fail to adequately build up repayment capacity. In the SBLP, there were ?cashflow smoothers? and ?consistent savers?. While the first do not receive adequate finance in order to invest substantially in their enterprises, the second group uses the SBLP primarily to save. The thesis analyzed appropriate regulatory framework for the microfinance sector. The study has implications for policymakers at the national and state level, microfinance providers, members and funding agencies. The thesis findings also suggest that there is considerable scope for policy relevant empirical research on microfinance in India.

Access to financial services such as credit, savings, insurance, and remittance facilities is a necessity for the poor at least as much as it is for the affluent and the middle class. Research has shown that even households with incomes of less than a dollar a day per person rarely consumed every penny as soon as it was earned. Instead, they sought to “manage” their money by saving when they could and borrowing when they needed to. Since financial institutions in the formal sector were reluctant to lend to people in the low-income group, the microcredit industry stepped into fill the gap (Collins et al. 2009; Morduch 1999).

IRDP covered small and marginal farmers, agricultural workers, landless labourers, rural craftsmen and artisans and virtually all the families of about five persons with an annual income level below Rs 3500. The main aim was to raise the levels of the BPL families in the rural areas above the poverty line on a lasting basis by giving them income generating assets and access to credit and other inputs. The implementation was to be done by the District Rural Development Agency with the assistance from block level machinery.

. Following bank nationalisation, the share of banks in rural household debt increased to about 29 % in 1981 while the share of formal or institutional sources in total debt reached 61.2 % until 1991.

. Since 1990, the need for co-operative reforms was articulated by many committees that were headed by Chaudhry BrahmPerkash, JagdishCapoor, VikhePatil, and V. S. Vyas. The basic problem identified by these committees was that most co-operative societies lacked autonomy due to direct intrusion of the state in the governance and management of co-operative societies. The reason was that the co-operative movement in India was initiated by the government. In 1954, the All India Rural Credit Survey Committee Report not only recommended state partnership in terms of equity, but also partnership in terms of governance and management.

Set up in 2001 by Chandra Shekhar Ghosh, Kolkata-based Bandhan began with a focus on working with “socially disadvantaged and economically exploited women”. With 2016 branches across 22 states and Union territories, Bandhan had over 52.33 lakh borrowers as of February. It disbursed Rs 963 crore of loans in February and has total loans outstanding of Rs 5704 crore.

As of March 2014, there are 115,082 Scheduled Commercial Banks branches across the country. Of these, 43,962 branches (38 %) are in rural areas. The ATM network in the country stands at 160,055 as of March 2014. The number of rural ATMs increased from 5196 in March 2010 to 23,334 (15 %) in March 2014.

According to findings of different authors microfinance is providing financial services to unemployed and low income individuals or groups who would have no access to formal banking services. It has positive impact on the living standard of the poor people in particular and alleviating poverty in their household in general. It is not only undermining poverty in the city, but also empowering women through surviving and making their life prosperous with dignity and self reliance by providing financial services. Microfinance is currently being promoted as a key development strategy for promoting poverty reduction and empowerment of people economically. This is because of its potential to effectively address poverty by granting financial services to households who are not served by the formal banking sector. This study attempted to investigate the effects of MFIs on poverty reduction. The study focused on places located in Addis Ababa, especially in Akaki Kality sub city as a case study. It intended to cover credit facilities provided by the MFIs and clients perception on income improvement and/or reduced poverty levels. The study used descriptive survey design. The target population was one staff/administrators and 50 clients or recipients of the MFIs. The study employed stratified sampling technique to select staff of the selected MFIs and clients. Both qualitative and quantitative data analysis methods were used. The study revealed that as a microfinance institution has been providing microfinance services to different groups of youth specially women - productive or active poor and that the institution uses various strategies to deliver its services such as granting small loans to women to help them start businesses, grow their businesses and educate their children. To enhance client’s business skills to use credit and establish market channels for their products, the study recommends that microfinance institutions can arrange mechanisms to improve technical and business skills of the poorest through training and loan utilization.
