PhD from Delhi University (DU): Eligibility, Fees, Date 2024

Kopal Srivastava Aug 28, 2024 1K Reads

Starting from the 2024-25 academic session, the University Grants Commission (UGC) has announced that the National Eligibility Test (NET) score can be used for admission to Ph.D. programs instead of the entrance tests conducted by different universities. The University of Delhi will also adopt this new policy.

Guidelines for Ph.D. Admissions (2024-25)

Here are Some Guidelines for Ph.D. Admissions (2024-25):

1) Categories Based on NET Scores:

  • Category 1 : If you qualify for JRF and Assistant Professor, you are eligible for Ph.D. admission.
  • Category 2: If you qualify as an Assistant Professor, you are also eligible for Ph.D. admission.
  • Category 3: If you only qualify for the Ph.D., you are eligible for Ph.D. admission

2) JRF Category Admission:

  • Admissions under the JRF category will follow UGC guidelines from the notification dated November 7, 2022.

3) Weightage for Ph.D. Admission:

  • For Categories 2 and 3, 70% of the admission decision will be based on your NET scores and 30% on your interview performance. Your Ph.D. admission will be based on the combined merit of these scores.

4) Validity of NET Scores:

  • The NET scores for Categories 2 and 3 will be valid for one year for Ph.D. admissions.

5) Entrance Exams for Specific Subjects:

  • The University may conduct entrance exams for Ph.D. programs in subjects not covered by the NET, like Portuguese, Italian, and Engineering.

6) NET Examination Application:

  • Candidates should apply for the UGC NET Examination, in June 2024, as per the schedule announced by the NTA.

What are the admission criteria for a PhD admission to a PhD program?

Check the points below to know the admission criteria for admission to Delhi University (DU) for a PhD.

  • Entrance Test: You need to score at least 50% in the Entrance Test to qualify.
  • No Guarantee: Qualifying the Entrance Test doesn’t guarantee a fellowship or admission to the Ph.D. course.
  • Choose a Sub-discipline: You must select a sub-discipline offered by the department when applying online.
  • Final Selection: The final selection is based on an interview. The interview will assess your research competency, the feasibility of your proposed work, its relevance to new knowledge, and the availability of seats and a supervisor. University rules also apply.
  • Eligibility and Verification: If you’re selected, your admission will depend on meeting all eligibility criteria and having your documents verified after the interview.
  • Fellowship Availability: The Department/University may change the number of fellowships or decide not to award any in a given year.

Entrance exams accepted by the Delhi University for a PhD program

The PhD Entrance Test will be held once a year, and the eligibility for interviews will be valid until the next test. M.Phil. interviews will also be held once a year. PhD interviews may happen twice a year or more, depending on seat availability.

If there’s a second round of interviews, candidates need to re-register on the online portal within the given timeframe. Entrance Tests in different departments will be scheduled to let candidates take tests in more than one subject if they wish.

The Entrance Test will be a qualifying exam with a pass mark of 50%. There’s a 5% relaxation in the qualifying marks for SC/ST/OBC (non-creamy layer) and differently-abled candidates, making the pass mark 45%.

If there aren’t enough candidates from these categories, the Departmental Research Committees (DRCs) will find other ways to fill the seats, considering candidates from National Level Tests and other categories.

There are various entrance exams accepted by the Delhi University. Some of them are mentioned below :

how to do phd in political science in india

  • UGC-NET: The University Grants Commission (UGC) has assigned the National Testing Agency (NTA) to conduct the UGC-NET exam. This test determines the eligibility of Indian nationals for the roles of ‘Assistant Professor’ and ‘Junior Research Fellowship (JRF) and Assistant Professor’ in Indian universities and colleges. Since December 2018, the UGC-NET has been conducted by the NTA in a Computer-Based Test (CBT) format. The awarding of the Junior Research Fellowship (JRF) and/or eligibility for Assistant Professorship depends on the candidate's combined performance in Paper-I and Paper-II of the UGC-NET. Candidates who qualify only for the Assistant Professorship are not eligible for the JRF. Those who qualify for the Assistant Professorship must follow the rules and regulations of the respective universities, colleges, or state governments for recruitment. The UGC-NET is conducted twice a year, in June and December, to maintain a regular examination cycle.
  • JRF:  The Junior Research Fellowship (JRF) Exam 2024 is a national-level entrance test in India. It provides fellowships to students who wish to pursue research in their chosen fields. The JRF Exam 2024 is conducted by six different organizations, each handling various subjects and study areas. Below is a table that gives an overview of the different JRF Exams held in India for 2024.

CSIR NET

Conducted by the Council of Scientific and Industrial Research (CSIR) for science students. Clearing it opens up teaching and research positions in educational institutions and PSUs.

UGC NET

Organized by the University Grants Commission (UGC) to assess candidates for assistant professor roles in universities and colleges. Covers 83 subjects.

ICAR JRF

The ICAR AICE-JRF/SRF (Ph.D) exam offers admission to 25% of doctoral seats in accredited colleges and 100% seats in ICAR Deemed Universities. Focuses on awarding JRF/SRF in Agriculture & Allied Sciences.

ICMR JRF

Conducted by the Indian Council of Medical Research (ICMR) as the first step toward a Ph.D./Research program with financial support. Usually announced in July.

CSIR JRF GATE

Targets GATE-qualified engineering graduates and GPAT-qualified pharmaceutical graduates for research-based Ph.D. programs at CSIR labs. Offers fellowships to work with CSIR scientists.

DBT JRF

Offered by the Department of Biotechnology (DBT) for students pursuing research in biotechnology. Selection is through the online Biotechnology Eligibility Test (BET).

  • SLET: The State Level Eligibility Test (SLET) is held to appoint lecturers in state universities and colleges. Although the exam is managed by the National Testing Agency (NTA) on behalf of the University Grants Commission (UGC), it mainly ensures candidates meet the minimum standards for teaching or research roles. Due to its importance, many states have adopted a similar test to SLET. The UGC conducts this exam to find qualified candidates for Assistant Professor roles in fields like Humanities and Social Sciences. The SLET, also known as SET, is offered in English across various states in India. However, the commission realized that a national exam like SLET might not fully cover regional subjects. There were also requests from candidates to take the exam in their native languages. In response, state governments and union territories were given the power to hold their own SLET exams. This led to the SLET or SET being offered at the state level, now available in both English and regional languages.Simply put, while the NET is for those aiming to become lecturers across India, SLET candidates will work within a specific state. The final selection for SLET is based on the marks obtained in the State Eligibility Test.
  • CUET (PhD): The National Testing Agency (NTA) conducts the online Common University Entrance Test (CUET) for PhD admissions at top Indian universities like Delhi University (DU), Jawaharlal Nehru University (JNU), Banaras Hindu University (BHU), and Babasaheb Bhimrao Ambedkar University (BBAU).This entrance exam ensures a fair and efficient way to evaluate students, giving everyone an equal chance, no matter their background. By taking the NTA PhD entrance exam for central universities, you can access prestigious institutions, explore a wide range of disciplines, and enjoy a simplified application process. The selection is based on merit, with opportunities for funding, networking, impactful research, and gaining national or international recognition. It's also a chance for personal growth and contributing to knowledge, paving the way for academic and career success.

Exemption from a PhD entrance Exam?

If you’ve passed exams like UGC-NET (including JRF), UGC-CSIR NET (including JRF), DBT-JRF, ICMR-JRF, DST-INSPIRE, AYUSH-NET, or equivalent national exams, you can go straight to the interview.Faculties already working at the University of Delhi can directly attend the interview.

If you hold a Junior Research Fellowship or a similar research position and meet the eligibility criteria, you can also go straight to the interview, as long as a selection committee approves it.

Scientists and professionals from government R&D institutes with an MoU with the university can attend the interview directly if they meet the eligibility criteria. For Ph.D. admission in the Faculty of Management Studies, candidates with a good CAT score might be shortlisted to go directly to the interview.

If you’re pursuing or have completed an M.Phil. with:

  • At least 55% marks or equivalent grade, you can go directly to the interview. SC/ST/OBC (non-creamy layer) and differently-abled candidates get a 5% mark relaxation.

What Can You Do With a Political Science Degree?

If you feel passionately about politics and systems of power, then you might have considered a degree in political science. Before you decide on a college degree, however, it's always wise to explore some of the potential career paths that you can pursue with your degree.

The good news is that there's plenty you can do with a political science degree. Whether you're interested in getting into politics yourself or see yourself working in an adjacent field, there are many possibilities when it comes to political science degree jobs. By taking the time to read about some common jobs with political science degrees, you can determine whether this path may be right for you.

Exploring Career Paths for   Political Science   Graduates

The overall demand for political scientists continues to increase across the country, with the latest data from the United States Bureau of Labor Statistics (BLS) projecting a  7% increase in political science jobs  between 2022 and 2032 alone. That's faster than the average for all occupations nationwide.

Understanding the Versatility of a   Political Science   Degree

One of the biggest advantages of studying political science is the flexibility and versatility of this type of degree. In fact, as you'll see as you explore political science degree jobs below, graduates can explore careers in a vast range of fields, including:

  • Public policy
  • Journalism and public relations

Key Skills Gained from Studying   Political Science

In addition, political science graduates gain various valuable skills that can be applicable to a number of career paths. For example, political science students must develop strong written and verbal communication skills, as well as comprehensive analytical and decision-making skills. Political science students also tend to develop public speaking and presentation skills during their studies. All of these competencies can be useful across a broad range of political science degree jobs and industries, making this a highly versatile degree.

In-Demand Careers in the Political Sphere

When you think about studying political science, one of the first career paths that probably comes to mind is that of politics and campaigning.

Political Analysts: Shaping Policy and Opinion

Political analysts play a central role in studying and understanding different political systems and how they operate. They may work for governments and third-party organizations as a means of better understanding political ideas, policies, and trends. This type of work can be especially appealing to those who enjoy studying politics and its impact on populations. The work of political analysts can also shape public policy, which can be very impactful for those with the right knowledge and skills.

Campaign Managers: Driving Political Campaigns to Success

If you dream of someday working on a political campaign, studying political science can help you gain the skills you need to explore jobs with a political science degree in campaign management. Specifically, campaign managers are responsible for directing political campaigns—often representing one candidate and working to improve their public image. Campaign managers may also be responsible for raising donations, scheduling appearances or speeches, and hosting other special events.

Leveraging Your Degree in the Legal Field

It is common for those with political science degrees to end up working in the legal field, either as legal assistants or even full-fledged attorneys.

The Role of Paralegals and Legal Assistants

Having a solid understanding of politics and government systems can be considerably useful and applicable to the field of law. Political science graduates, then, can use their knowledge and experience here to move into work as  paralegals and legal assistants .

These professionals generally serve as assistants to lawyers, taking on such responsibilities as conducting legal research and maintaining important files for cases and clients.

Pathways to Becoming a Civil Rights Attorney

For those who want to advance their careers in law after getting a political science degree, it is also possible to pursue additional education and become an attorney. Typically, working as an  attorney  requires a doctoral degree, but holding a political science degree can provide the foundational skills and knowledge needed to pursue an advanced legal degree.

Oftentimes, those who have studied political science end up going into civil rights law with the goal of making a difference by protecting and advocating for clients' personal rights.

Opportunities in International Non-Governmental Organizations (NGOs)

Graduates with a background in political science may go on to work for international non-governmental organizations (NGOs), too, which are nonprofit organizations that operate independently of a government while aiming to address key social and political issues.

Working in International Non-Governmental Organizations (NGOs)

Even though NGOs do operate outside of the realm of the government, working for an international NGO requires an extensive understanding of politics, public policy, and related topics that can be acquired as part of a political science degree program.

Political science graduates who work for NGOs often find themselves in consultancy and program analyst roles, but the possibilities are limitless.

Careers at the United Nations and Other International Bodies

Those with relevant backgrounds may also qualify for jobs with political science degrees within other international bodies, such as the United Nations. No matter if you are interested in working on a specific campaign or advocating for new policies, the  United Nations  regularly posts vacancies on its website for such roles as:

  • Consultants
  • Administrators
  • Peace and humanitarian specialists

Engaging With the Public Sector

With a background in political science, you might also consider entering the public sector for yourself—either as a government official or a policy advisor.

Local Government Officials: Serving the Community

Local government officials are usually elected positions that are focused on serving the community. Examples of local government roles may include mayor or city council member. However, inspector generals and budget analysts may also work for local governments and may be appointed rather than elected. Regardless, working in the public sector as a government official can be a fulfilling way to serve your local community while putting your political science knowledge to use.

Policy Advisors: Crafting Solutions for Public Issues

Additionally, policy advisors tend to have a background in political science, as this type of work requires professionals to have a deep understanding of how public policy is created and how it can impact populations.

As a policy advisor, you are responsible for conducting research to draft and develop public policies that may eventually be implemented or signed into law. This work can be an ideal way to make a direct and positive impact without having to campaign or run for formal office.

The Intersection of Politics and Media

Many students who study political science also go on to work in the media, whether it be as political journalists or in public relations roles on larger political campaigns. At the end of the day, the fields of politics and media are undoubtedly intertwined as media coverage of political events becomes more widespread.

Political Journalism: Reporting on the Political Landscape

For those interested in covering pressing and emerging topics related to politics, a career in political journalism could be a good fit. As a political journalist, you might work for a local newspaper or even a larger publication—writing stories and editorials that inform public opinion. You may even be responsible for interviewing political figures and taking other measures to keep the public informed about political developments and other news.

Public Relations   Roles in Political Campaigns

Political campaigns also hire public relations specialists as a means of helping control and enhance the image of their campaigns and candidates. Public relations specialists in a political campaign may be responsible for a number of tasks, ranging from setting up community events to writing and publishing press releases.

Public relations specialists often need to have a background in political science in order to understand the nuances of working on a campaign and the importance of maintaining a positive public image. Working in public relations on a political campaign can be a challenging yet rewarding experience, especially for those who enjoy working with the public.

Education and Advocacy: Teaching the Next Generation

There is an ongoing need for political science professionals to prepare future generations, so you might consider becoming a high school teacher or even a community organizer with your political science degree.

High School Teachers: Inspiring Interest in   Political Science

High school students are usually required to take basic courses in government, politics, and related subjects. With this in mind, schools need experienced and knowledgeable teachers  to handle these classes and inspire interest in political science in future populations. If this sounds like an area in which you might thrive, then you could explore a degree in political science in conjunction with an elementary education degree. If you like the idea of working with students and inspiring future generations, this type of work may be ideal for you.

Community Organizers: Mobilizing for Change

Political science graduates develop a strong understanding of how populations can inspire (and have inspired) political change through petitioning, organizing, and advocating for change. As a political science degree holder, you can use your knowledge and expertise to become a  community organizer .

In this type of role, you can coordinate and supervise programs and even entire organizations that aim to support populations and spearhead change through public policy and law.

Transitioning Into the Business World

Studying political science also helps build upon skills that can be applicable in the business world. If you have interest in going into business with a political science background, you can apply your analytical, research, critical thinking, and interpersonal skills to numerous potential career paths.

Corporate Government Affairs Specialists

Many larger companies and corporations hire government affairs specialists as a means of communicating more effectively between their businesses and government agencies or officials. In this type of job with a political science degree, you essentially act as a liaison between your company and other government entities, taking on such tasks as attending meetings, giving presentations, and handling other communications.

Political Risk Analysts: Navigating Uncertainties for Businesses

Another business-related role that may be applicable to political science graduates is that of a political risk analyst. In these particular kinds of political science degree jobs, you are responsible for analyzing risks related to politics, economics, and social factors that could have an impact on a company's bottom line. This work requires solid data analysis skills along with the ability to think critically and communicate effectively. Political risk analysts play a key role in helping businesses make informed decisions based on potential risks.

Explore a Bachelor's Degree in   Political Science

Political science degrees are highly versatile; therefore, political science graduates can explore careers across a wide variety of industries. From government and public policy to education, business, and law, the possibilities are limited only by your own motivation.

Of course, completing your political science degree from a reputable program with a comprehensive political science curriculum can make all the difference as well. At University of the Cumberlands, we're proud to offer a  bachelor's degree in political science  that can help you better understand political processes while sharpening your critical thinking skills and awareness of politics in human affairs.

A “think-and-do-tank” model for environmental behavioral science

George Mason University’s Center for Climate Change Communication is a climate communication “think-and-do tank.” The “thinking” involves strategic communication research intended to illuminate strategies to improve public engagement with climate change that, if applied at scale, may cultivate public and political will for climate solutions. The “doing” involves translating these strategies into communication programs that engage the public and empower communities of practice. Dr. Maibach will illustrate the model with examples from his work organizing physicians as trusted climate communicators.

Ed Maibach is a Distinguished University Professor at George Mason University and Director of Mason’s Center for Climate Change Communication. His research focuses on public understanding of climate change and how to improve it. A member of the National Academy of Medicine and a AAAS Fellow,  Ed co-developed the Climate Change in the American Mind polling project and several major public education initiatives including Climate Matters (which supports TV weathercasters as local climate educators) and the Medical Society Consortium for Climate and Health. He previously served as Associate Director of the National Cancer Institute, and Worldwide Director of Social Marketing at Porter Novelli, and currently serves as a board member of the Global Climate and Health Alliance.  Ed earned his PhD in communication science at Stanford in 1990.

The Department was established in 1952, with about 40 postgraduate students. Since then the combined strength of students has exceeded 800.  The teaching and research programme of the Department is based on a comprehensive social science approach that integrates and interrogates sociological, economic, philosophical and cultural dimensions. It encourages a comprehensive study of the field of politics, keeping especially the Indian reality in focus.

The Department of Political Science has been attempting to decentre the notions and practices of the political from its conventional moorings in Eurocentric thought and history. While engaged in moving away in its research agenda from dominantly European models for some time now, the Department has also insisted on learning and undertaking research on western thought and institutions as well, so that the mutual-imbrication of Europe and the non-West, especially India, may be studied more seriously. The relationships of exchange as well as asymmetry between the West and the non-West is of course critical to understanding the current thrust area of our Department, namely that of Globalisation, Democracy and Justice. The need for research on this area is intensified by a number of important global challenges that require more democratic initiatives than are currently available; and these have to be thought in terms of both national and extra-national institutions. Work on the thrust area also benefits from the critical investigations that we conduct in Indian Politics that reveal both new and old forms of (among other things) inequality, justice, discrimination and institutional processes in the larger context of the global.

Our general focus has been supplemented by a growing emphasis on the need to combine theory with ethnographic and archival work. We believe that it is necessary to acquaint ourselves with both Western Political Theory and Indian Political Thought in order to address and open out new empirical material to fresh questions. We are convinced that this will illuminate the unfolding reality of India and other countries\regions and also open out new research agendas for other institutions outside in and India.

The Department is extremely rich in academic potential, comprising a faculty known widely for their research and teaching abilities. It has entered into many collaboration with international institutions and its reputation is being rapidly consolidated outside the country.

Doctoral Programme

About the programme.

The Ashank Desai Centre for Policy Studies (ADCPS) at IIT Bombay was conceived as a centre for research, education, training, and practice. In order to meet a growing need and demand for policy professionals in India, it was thought necessary that ADCPS have a Master’s in Public Policy (MPP) programme as well as a PhD programme. ADCPS launched its PhD in Public Policy (MPP) programme from the Autumn semester of 2017.

ADCPS envisions myriad ways in which its PhD and MPP programmes and graduates from these programmes can contribute to IIT Bombay’s intellectual expansion as well as to India’s polity and society. The aim is to produce professionals or academics who seek to serve or lead in the interest of the public. These academic programmes will reflect the changing dynamics in today’s world and the need for policy to keep up with technological advancements, globalization, nuanced and complex public debates, and the growing trend of building rights based democracies. Policy can no longer be contained within the realm of government and bureaucracy; it has percolated into civil society, academic institutions, and the private sector. Through the programmes, ADCPS aims to give its students tools which are applicable in diverse situations and teach students how to adapt to various fields, contexts, or situations. Students of the programmes can then find themselves fitting into and contributing to the public or private sectors, working within the government, or in the not for profit/NGO sector. They may choose to work for large corporations as analysts or lobbyists, or may do policy research in IOs, think tanks, or universities. Finally, ADCPS in its academic programmes aims to capitalize on IIT Bombay’s existing institutional strengths and build a department that can be a hub for public policy research and expertise. ADCPS’s academic programmes integrates public policy, social sciences, and technology.

We encourage international students to apply for the IIT Bombay institute TA fellowships for our PhD programs. More details about this can be found here

During the first two semesters, the focus is on classroom courses. This includes compulsory core and electives courses. Details of the course structure can be found below. Additionally, PhD scholars are expected to complete an eight-week internship at a relevant organisation after Semester II. This field exposure is expected to help students refine their research approach and build networks for their projects. The rest of the PhD programme is dedicated to conducting research towards the PhD thesis.

The Ashank Desai Centre for Policy Studies (ADCPS) at IIT Bombay is inviting applications for its PhD  programme in Public Policy f or  the Autumn semester of  2022 . Please visit the IIT Bombay website here for detailed advertisement, application form, information brochure.  The application must be submitted online

Programme Structure

The programme is structured to keep half of the credit load in the Policy area, and the other half is to be divided between (i) the courses in the sectoral area of interest e.g. water, energy, gender, communication etc. and (ii) Institute electives which would complement the policy courses and the domain courses, taking into account the student’s background. The credit load will be designed to suit this requirement.

Each student will have to indicate the domain area e.g. water, energy, gender, information economy and others, in which s/he wishes to carry out doctoral research on policy related aspects. Ideally the student will have a guide and a co-guide–one having expertise in the policy arena and the other in the concerned domain. Candidates are strongly encouraged to identify relevant faculty members in any research area that they are interested in.

Research Areas

A candidate must identify either one or two of the following areas of APCPS Policy research and indicate as such in the research proposal (please carefully read www.cps.iitb.ac.in/research for elaboration):

i. Digital Societies and Governance ii. Social Policy (Education, Ageing, Identity) iii. Technology and Policy  iv. Urban Policy v. Water, Sanitation, Energy, Climate Change
