The UGC Gazette states that “ NET/SET/SLET shall be the minimum criteria for the direct recruitment to the post of Assistant Professors for all Higher Education Institutions (HEIs).” This means that candidates who are applying for Assistant Professor positions after July 2023 will only need to meet the revised criteria.

UGC Chairman M Jagadesh Kumar expressed that the move will provide relief to aspiring candidates who wish to join academics. “If they clear NET/SET/SLET, they will become eligible to apply for the post of Assistant Professor in all higher education institutions (HEIs). However, depending on the number of applications in higher education institutions received in a given discipline, the shortlisting criteria can be fixed above the minimum standards set by UGC to invite a manageable number of candidates for the interview.”

NEW RULE - Now, University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) (2nd Amendment) Regulations, 2023 has instructed that Ph.D. qualification for appointment as an Assistant Professor would be optional with effect from July 1, 2023.

Is the NET Exam Compulsory for Assistant Professor Posts?

The NET Exams (UGC NET/ CSIR NET/ ICAR NET) are mandatory and compulsory if you want to be an Assistant Professor/Lecturer across India. According to the UGC rule, only the NET exams are the gateway or entry for becoming Assistant Professor. Ph.D. candidates are not exempted from appearing in UGC NET.

UGC NET Eligibility Criteria 2023: Guidelines for Assistant Professor

For SET Candidates: The candidates who have passed the States Eligibility Test (SET) accredited by UGC for Assistant Professor held prior to June 1, 2002, are exempted from participating in NET, and are eligible to apply for Assistant Professor anywhere in India. For SET held from 1st June 2002 onwards, the qualified candidates are eligible to apply for the Assistant Professor post only in the universities/colleges located in the State from where they have passed their SET.

The University Grants Commission (UGC) has recently announced a revision in its guidelines, stating that the PhD qualification for the post of Assistant Professor will be optional from July 1, 2023. This change aims to increase the pool of qualified candidates and enhance the competitiveness of the recruitment process.

However, the decision has sparked a debate regarding its potential benefits and drawbacks.

WHAT IS THE NEW UGC DECISION ALL ABOUT?

According to M Jagadesh Kumar, the Chairman of UGC, the new decision will provide relief to individuals aspiring to enter the academic field. Once they successfully clear the NET/SET/SLET exams, they will be eligible to apply for Assistant Professor positions in all higher education institutions (HEIs).

However, depending on the number of applications received for a specific discipline, the shortlisting criteria may be set above the minimum standards established by the UGC. This will ensure that a manageable number of candidates are invited for the interview process.

Additionally, he clarified that while a PhD will not be mandatory for the post of Assistant Professor, it will still be required for promotion to the associate professor level.

Therefore, even if someone joins as an assistant professor without a PhD, they will need to engage in high-quality research and obtain a PhD while teaching at the HEI in order to become eligible for a promotion.

A Doctor of Philosophy (PhD) degree is no longer mandatory to apply for the post of assistant professor at higher education institutions. The University Grants Commission (UGC) has taken back its 2018 regulation that had made PhD a must for the appointment of teachers in colleges and universities.

Speaking to news agency PTI, UGC chairman Mamidala Jagadesh Kumar said, “PhD qualification for appointment as an assistant professor would continue to be optional. The National Eligibility Test (NET), State Eligibility Test (SET) and State Level Eligibility Test (SLET) shall be the minimum criteria for the direct recruitment to the post of assistant professor for all higher education institutions”.

What happened in 2018 and why has the UGC reversed its decision now? Let’s take a closer look.

Tracing the beginning

In June 2018, the education ministry (known as human resource development ministry at the time) made PhD compulsory for hiring assistant professors at higher education institutions from 2021.

In a notification released in July 2018, the UGC said, “The PhD degree shall be a mandatory qualification for direct recruitment to the post of Assistant Professor in Universities with effect from 01.07.2021.”

The move was opposed by staff from different universities who argued that several candidates could not complete their PhDs amid the COVID-19 pandemic and urged the Centre to relax the criteria.

In October 2021, the UGC deferred the July 2021 deadline for making PhD mandatory to July 2023 in view of the pandemic.

Union education minister Dharmendra Pradhan had said at the time, “We believe that a PhD is not required to become an assistant professor. This condition cannot be kept if good talent is to be drawn to teaching. Yes, it is required at the level of associate professors and professors. But a PhD for an assistant professor is perhaps not favourable in our system and that’s why we have rectified it”.

What is the UGC saying now?

Even before the mandatory PhD criteria could be implemented, the UGC completely scrapped it.

A notification in this regard by the UGC dated 30 June said that the University Grants Commission (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018, have been amended.

A PhD degree is optional for applying to assistant professor posts in colleges and universities. Candidates who have cleared NET, SET or SLET will be eligible for appointment.

These new regulations came into effect on 1 July 2023. UGC chairman Kumar said that “depending on the number of applications in higher education institutions received in a given discipline, the shortlisting criteria can be fixed above the minimum standards set by UGC to invite a manageable number of candidates for the interview,” reported Hindustan Times (HT).

Explaining the reason behind the new regulations, Kumar told The Indian Express , “In certain disciplines such as policy-making, design, foreign languages, law, architecture and other similar subjects, universities often find it difficult to get candidates with a PhD. Removal of mandatory PhD conditions at the entry-level will help universities in recruiting candidates with a flair for teaching but without a PhD. They, of course, need to complete their PhD to move to the next level [of associate professor>.”

He added that the changes would not affect the quality of education.

On Thursday (6 July), Kumar issued a clarification and said PhD holders do not need to clear NET, SET, or SLET to apply for assistant professor posts.

“For those with a Master’s degree, UGC-NET/SLET/SET is the minimum requirement for the direct recruitment as an Assistant Professor, and 2) Ph.D. degree holders, awarded as per UGC Regulations, are eligible for direct recruitment to the post of Assistant Professor and are exempted from UGC-NET/SLET/SET. Depending on the number of applications received in a given discipline, HEIs (higher education institutions) can use suitable criteria given in the regulations for appointment at the Assistant Professor level.”

Moreover, a PhD degree will still be required for promotion to the post of associate professor. “Therefore, even if someone joins as an assistant professor without a PhD, the faculty member, while teaching in the HEI, has to do good quality research and obtain a PhD to be eligible for promotion to the next level leading to improved research outcomes in HEIs,” he said, as per HT.

New regulation gets mixed reaction

Abha Dev Habib, an associate professor at Delhi University (DU), welcomed the move. “The DU Teachers Association has always opposed the requirement of PhD for assistant professors in universities. Such a requirement affects the entry of candidates from marginalised sections since most of them do not have the resources and support to pursue PhD,” she was quoted as saying by The Telegraph.

Habib claimed that the mandatory PhD requirement was “prompting candidates to pursue research courses without rigour”, thus hurting their quality of research.

However, some have expressed dismay at the decision.

Speaking to Indian Express, Ajeya Vajpayee, PhD candidate at DU’s Department of History, claimed the move will bring down the “quality” of assistant professors.

“It will definitely tone down the quality of assistant professors because we go through a rigorous learning process during the 5-6 years of the PhD programme. With MPhil scrapped, which prepares the students in a big way for the colossal work that they take up during their doctoral research, there’s definitely a downside to it,” she argued.

Rishabh Pandey, PhD candidate in Psychology, IIT Kanpur told Indian Express , It is disheartening for those who spent five to seven years of their lives pursuing a PhD degree, to get the job of an assistant professor, and now it’s not even a compulsion.”

NEW DELHI: The University Grants Commission (UGC) announced on Wednesday that PhD will become optional to become an Assistant Professor. The UGC also announced that the National Eligibility Test (NET), State Eligibility Test (SET) and State Level Eligibility Test (SLET) would be the minimum criteria for direct recruitment to the post of Assistant Professor. 

Taking to Twitter, UGC Chairman Prof M Jagadesh Kumar said that PhD qualification for appointment as an Assistant Professor would be optional from July 1, 2023. 

"NET/SET/SLET shall be the minimum criteria for the direct recruitment to the post of Assistant Professor for all Higher Education Institutions," he said.

The UGC gazette notification dated June 30 said these regulations may now be called the 'University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) (2nd Amendment) Regulations, 2023.' 

The notification said that amendments have been made to the 'University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018.' 

Meanwhile, officials said that the final results of the UGC-NET exams will be out in the second week of August. The test determines the eligibility of aspirants for 'Assistant Professor' and 'Junior Research Fellowship and Assistant Professor' in Indian universities and colleges. 

UGC-NET is being conducted by National Testing Agency (NTA) in Computer Based Test (CBT) mode from December 2018 onwards. The exams are conducted twice yearly - one in December and the other in June. 

In 2021, UGC announced that PhD was not mandatory for the direct recruitment of Assistant Professors till July 2023.

UGC revises minimum qualification for Assistant Professor in Universities, relaxes Ph.D requirement till 2023

University Grants Commission, UGC has revised the qualification requirements for Assistant Professors in various universities in the country. Extending the relaxation given by the Union Education Minister, UGC has now removed the requirement of mandatory Ph.D for recruitment of Assistant Professors. The relaxation would be applicable till July 2023.

In a move directed towards facilitating recruitment in various universities, the UGC has decided to extend the date of applicability of clause of mandatory Ph.D from July 1, 2021 to July 1, 2023. The notice has now been released by the commission. The amendment, known as UGC (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education), Amendment Regulation, 2021, the clause application date has been revised.

In an official statement, UGC stated, "University Grant Commission the apex body of Higher Education has made an amendment in the UGC (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education), Regulation, 2018 regarding clause 3.10 that stipulates that the Ph.D. degree shall be a mandatory qualification for direct recruitment to the post of Assistant Professor in Department of the Universities w.e.f. July 1, 2023."

"This amendment has been published in Part - III, Section- 4 of Gazette of India (Extraordinary) each in Hindi and English which can be downloaded from the official websites," UGC further added.

Decision has been taken keeping in mind the disruptions caused by the COVID-19 pandemic. The official notification comes after Union Education Minister Dharmendra Pradhan announced a 1 year relaxation on PhD requirement .

The move was welcomed by the teaching community that is under a lot of stress due to the pandemic. With most of the top institutes and universities facing an acute shortage of teachers, this would surely help many.

The Transition from Grad Student to Assistant Professor

Introduction, types of positions, tenure review, the job: teaching, the job: research, the job: service, getting to know your department, being a professional.

Finally, the opportunity to teach your own syllabus and not have to worry about how to diplomatically deal with your student’s complaints that the lectures and readings are boring, out of date, and lack the intellectual frisson that you can bring to your chosen field of study. What does it mean to make the move from GSI and research assistant to assistant professor? No single summary can provide an adequate description of the variance to be found among different departments and the many different types of colleges and universities.

The paragraphs below are designed to give you a broad sense of what is expected of you as a tenure-track, junior faculty member. For more about the specifics of your field, talk to the faculty in your department and ask for the names of some recent PhDs from your department’s placement advisor. If there is a bias in what follows, it is towards smaller colleges and universities because in the smaller departments found in such institutions you are less likely to find peers who can advise you, and expectations based on your experience at Berkeley are likely to be less helpful as a guide.

With rare exceptions, there are two types of junior faculty positions: visiting/adjunct faculty and tenure-track. The difference between them is merely night and day. The other key distinction is between institutions that emphasize research and those which stress teaching. Here, the differences can be more subtle, and are often very difficult to gauge.

Visiting/Adjunct Professor – These positions are either part-time and/or limited, fixed term appointments. Visiting positions range from one semester to three years, and at times are renewable. Typically, visiting professors are hired to replace faculty on leave or to provide coverage in an area where the administration doesn’t want to commit a tenure slot. Visiting/adjunct faculty generally carry higher teaching loads at a significantly lower salary than their tenure-track brethren. Often they must share an office, sometimes located in the basement or some other out of the way place, and lack access to computers and other resources. You are also less likely to have control over which courses you teach and how you teach them. Given the heavy teaching demands, and especially if you have a lengthy commute, you may find it difficult to get much scholarly work done. Visiting positions can provide you with teaching experience and help keep body and soul together, but they are rarely an avenue into a tenure-track position. When such positions come open, they almost always entail a national search. Your status as the incumbent may help, but is not likely to be a decisive factor.

Lecturer – Lectureships are typically longer term than visiting/adjunct positions, but are non-tenured positions. Contracts can range up to five years, often renewable, but as above with a higher teaching load and less infrastructural support than a tenure-track position. These positions are generally found in areas such as foreign language instruction or the arts which may or may not require a PhD.

Tenure-Track (aka The Promised Land) – These are positions for which there is every expectation, and administrative budgetary commitment, that the person will receive a tenure review within seven years that if passed successfully provides for lifetime employment with the college or university. Most newly-minted PhDs are hired as assistant professors, promoted to associate upon achieving tenure, and go through an additional review, five to seven years later, for promotion to full professor. The rank of associate professor does not necessarily imply tenured status. An experienced, assistant professor who moves to another university or a PhD with significant, relevant, non-academic experience may be hired as a non-tenured associate professor generally with tenure review to follow within a year or two. An instructor is generally an ABD (All But Dissertation) hired for an assistant professor slot and is usually listed as such as soon as the degree is awarded.

Once you are hired, the tenure clock begins to tick, and usually you will come up for tenure in your sixth year. Typically, you will receive an initial two to four year contract, and go through a review in your second or third year. At some schools, these reviews are perfunctory, but at others they are a major production requiring you to assemble a substantial file including outside letters of support for your scholarship at least some of which are from people who were not on your committee or in your placement file. If you are successful in this first review, you receive an additional contract that will take you through the probationary period. If not, you usually have a remaining academic year on your contract to find a new position. At most research-oriented colleges and universities, you will receive a semester or year-long paid sabbatical after successfully navigating this review.

The tenure review generally occurs in your sixth year, though at most institutions you can choose to come up for tenure earlier. If you are hired as an ABD, are injured or disabled for a significant period of time, get grants to take an unpaid leave, or have a child during your probationary period you may be able to negotiate having your clock stopped for a semester or a year. If you are offered a tenure-track job as an ABD, the time to raise the possibility of an extension is when you are hired (and they are still dazzled by you) and not two years later.

The review process is one of the most demanding and nerve-wracking experiences you will ever have to go through – with good reason. You are asking your department and institution to allocate a significant share of their resources to you for the next thirty to forty years. On the other hand, if you receive it you gain a measure of security and freedom in your chosen profession that is extremely rare in contemporary society. You need to start thinking about what you want to have in your tenure file from the minute you accept their offer.

The tenure file begins with

  • Evidence of your teaching record and evaluations,
  • Copies of all your publications and/or artistic creations,
  • Outside letters assessing your scholarship and standing in the field, and
  • A record of your service to the institution and administrative contributions.

The file is usually completed by October and made available to all the tenured members of the department. Letters are then written by every tenured member of the department (if it is small) or tenured members of your sub-field and interested others (if it is large) which then become part of the file. There is a formal vote by the department, and the resulting recommendation is communicated in the form of a final letter from the chair, representing the overall view of the department. The file is now complete.

At most but not all schools, the recommendation of the department is then forwarded along with your dossier to a committee of tenured faculty drawn from a range of departments which may or may not endorse the recommendation of the department. Depending on the size of the institution, your file may pass up through more than one such committee. Finally, it is up to the president, provost, or chancellor to make the final decision. Presidents et. al. usually have absolute discretion in this regard, and may choose to reject unanimous recommendations from below.

Throughout the following paragraphs, there are references to choices that should be made by junior faculty (the non-tenured) with at least some consideration of how it will impact your ability to present as impressive a tenure file as possible. This is not meant to convey cynicism, but it’s important to realize that absent tenure you will be unable to accomplish most if not all of the goals you set for yourself when you decided to enter academia. You will need to ask yourself whether a given project, course, or commitment should be started now, or deferred until after you’ve satisfied the powers that be that you deserve the commitment that tenure entails.

As an assistant professor your job consists of three components: teaching, research, and service to the institution (serving on academic and administrative committees). The relative importance of these three varies widely depending on the institution and its requirements for tenure.

At a major research university or top-ranked small college, the teaching load is typically 2-2 (two courses per semester, and at a university you may teach graduate and undergraduate versions of the same course each semester) in the social sciences and humanities – less in the sciences and engineering. At the other end of the spectrum, there are many colleges and some universities where faculty carry a 4-4 teaching load. Even in the latter case, it is unlikely that you would be asked to teach eight different courses, and a distinction is commonly made between the number of courses you teach and the number of preparations (i.e., teaching the same syllabus more than once in a semester or year). The number of preparations you are required to teach may be almost as important as the number of courses, and this is often negotiable for first year faculty if you remember to ask.

Creating new courses can require an enormous investment of time and energy especially if you teach in a field where textbooks are rarely utilized. No one (rather no “sane” one) teaches five new courses their first year. Borrow from your friends, and remember imitation is the sincerest form of flattery.

Some institutions and departments have set curriculum and teaching methods, especially for intro and core courses, but for the most part you will enjoy wide latitude in designing and teaching your courses as you see fit. It is important, however, to think about how your style of pedagogy fits with the prevailing culture of your new home. Students at small colleges (especially the better ones) will resist having to listen to lectures on an ongoing basis without the opportunity to participate. At the same time, a purely Socratic approach is likely to bog down in an intro class of 500. You want to find a style and approach that fits your personality and your pedagogical philosophy, but it also makes sense to recognize that you are not teaching in a vacuum. If you encounter difficulty, as most do, talk to your new colleagues. Everyone has gone through the same adjustment, and most are happy to help.

In addition to coursework, the teaching function typically involves advising incoming first year students, majors, and supervising independent studies and senior theses. First year faculty are usually exempt from these duties. They can be among the most satisfying parts of the job, but they can also be very time consuming. In a similar vein, you may be asked to teach as a part of a multi-disciplinary team (e.g., The Renaissance, or The Emergence of the Pacific Rim). This can be a fun and stimulating experience and a good way to get to know faculty from other departments. But team-taught courses tend to be more work, and you are very unlikely to get much credit for being a good corporate citizen when the tenure committee meets.

Higher education is getting increasingly competitive, and there are very few colleges and universities that are not keenly interested in their relative status and prestige as reflected in guidebooks and, especially, US News and World Reports. One of the keys to increasing an institution’s visibility and ability to attract good students, in the minds of most senior officials, is the reputation of its faculty as reflected by publications and other markers of recognition and achievement (e.g., getting grants). You may find yourself at a place where many tenured and senior faculty haven’t published for years, if ever, but times have changed. Many schools which used to look only at teaching, service, and general amiability, now expect publications in a tenure file.

Across the spectrum of institutions, expectations have ratcheted upwards. Where a few articles would have sufficed a few years ago, you now need a book. Instead of a book, you need a book (at a university or prestigious commercial press) and clear evidence of progress on a post-dissertation project.

You are unlikely to ever get a clear answer to the question how much am I expected to publish for tenure. The best you can do is try to assess what recently successful candidates have done in similar fields. You need to be aware that different disciplines, even if closely related, may have different standards. Political scientists for example write books, economists write monographs and articles. If your primary medium of scholarly expression is relatively new (computer software, multimedia, internet-based journal) or unusual (e.g., plays directed, dances choreographed, exhibitions curated) you need to educate those who will evaluate your scholarly production sooner rather than later. Don’t assume that they must have done it before, especially at a smaller institution.

Don’t delay sending out draft articles and manuscripts until you have it just right. You will likely have to revise it on the basis of reviewers’ comments anyway. Let it go. Time is of the essence, and passes shockingly fast, even if you don’t have small children. There are few places in life where the perfect is more of an enemy of the good/publishable.

After your first year, you will probably be asked to serve on one or more faculty committees. These committees are responsible for governing and supervising a wide range of activities at the institution. Here again you need to practice moderation. Many committees tackle important issues that will have a substantial impact on an aspect of the institution that interests you deeply, but will also be very time consuming.

Other forms of service include organizing a conference or lecture series, serving as advisor to a student organization, taking on a part-time administrative position (e.g., assistant director of Asian Studies).

Beware, it is important to interact with colleagues from other departments , (some of whom will sit on the committee that will review your tenure file) on a professional basis and many service activities are both interesting and important. On the other hand, it is a rare institution where great service can overcome mediocre research and teaching. You need to find a balance; you need to be careful.

Your department is where you live, your family. Like many today, it may be an extremely dysfunctional one, but it’s yours. The first hurdle you must overcome on the road to tenure is to obtain the strong endorsement of your department. You may not like some of them, but you need to gain their respect.

Your first challenge is to learn the lay of the land. The first few departmental meetings will be very disorienting as names and phrases fly across the table as a series of allusions, metaphors, and shorthand evoking laughter or derision while you sit there dumbfounded. It will take some time to learn the informal patterns and organizational culture that characterize your new home, but it is important to make the effort. Many of the opinions and positions held by individuals and factions and the bases of their unwillingness to “try that again” (no matter how compelling your logic), will remain inexplicable absent an understanding of the departmental and institutional history.

It is unlikely that you have ever been exposed to politics as pervasive and at times as vicious as you will find in many institutions of higher learning. People live together for many years, and insults real and imagined can fester for a long time. Your job is not to be consumed by it, but to learn enough not to be caught in the middle.

Most of what you need to know will not be expressed at formal meetings. If your department has informal get togethers, attend them. Ask innocuous-sounding questions about names you’ve heard or issues you don’t understand, and allow them to tell stories. If the members of your department aren’t collectively very social, suggest some ways of getting together as a group or individually. Even if you’re not terribly athletic, going to the gym or playing racquetball is an excellent way of relieving stress and getting to know your colleagues in a less guarded setting.

As a professor you need to engender the respect of your fellow faculty members and create an appropriate social distance between yourself and your students. A senior colleague once described his first semester at the college where he had dressed very informally and treated the students as peers only to have one of them express dismay and disappointment at the low grade he had received from his buddy the professor.

Women and those whose hair has not yet begun to gray may have a more difficult time engendering the respect they deserve. It may seem odd at first, but let students call you “Dr.” or “professor” (even if you’re still ABD), even if you’d rather go by your first name. If your colleagues neglect to use your title (especially in front of students, parents, colleagues, or administrators) and refer to you as “Mr.” or “Ms.,” gently but firmly correct them in private. They probably don’t mean anything by it, but you have enough to worry about without the added confusion about your professional status.

You need not carry the burden of appearing omnipotent and all knowing. It is perfectly acceptable to respond to a question with “I don’t know. It’s an interesting question. I’ll look it up before next class.” One of the greatest benefits of a Berkeley PhD is that for the rest of your life, you can say “I don’t know,” and not feel stupid because you have a piece of paper from one of the world’s leading universities attesting to that fact.

At the same time, don’t overestimate your relative ignorance in areas outside of your specific research specialty. An undergrad is not going to challenge your interpretation of the origins of the Dead Sea Scrolls by citing the new article in American Scholar that you haven’t yet gotten around to reading. Relax, if you say it, they’ll believe it.

At least for a while, in your heart of hearts you’ll be confident only that the university will soon enough discover its error in awarding you the PhD, and at some point will brand you (in public no doubt) the fraud you know you are. This too will pass as you come to realize that students are extremely gullible and many of your colleagues are even greater frauds than you. That is to say, you know more than you think you do, and students and the people you work with will appreciate the range and depth of your knowledge and abilities if you let them.

If you feel students and colleagues are not according you the respect you deserve, talk to more senior colleagues or other junior faculty who have likely shared the same experience. It’s much easier to ease up once you have established yourself as a professional, than the reverse.

The University Grants Commission (UGC) has reversed its previous decision on mandatory PhD qualifications for assistant professors, making it optional once again. The minimum criteria for recruitment will now be the NET, SET and SLET. In 2021, the UGC extended the date of applicability of PhD to July 2023 for recruitment of assistant professors, due to Covid-related issues that slowed the progress of research work.

Is it appropriate for assistant professors to supervise PhD students?

As pointed out in another question , the general tendency today as compared from classical times is to make junior professors (at assistant level) more and more independent. However, I wonder that assistant professors (common in the US university) supervise PhD students.

The philosophy of academic ranking is to prepare academics for academic/scientific tasks.

Although, academics normally have postdoc experience before their appointment as assistant professors, it is not mandatory. Moreover, postdoc experience is not experience conducive for the supervising of students.

In relation to the above is it wrong that an inexperienced assistant professor (who is not far from his PhD studentship days) can take control of one or several PhD students?

  • 3 @TobiasKildetoft I think the question intends to ask, "Is it appropriate for assistant professors to supervise PhD students alone ?" In some places, PhD students working with an inexperienced advisor are also co-advised by another (more experienced) advisor. –  ff524 Commented Apr 10, 2014 at 12:52

  • 2 Around here, a decent researcher would've supervised multiple lower-level (bachelor/master) students and their thesis already during their PhD studies, and would also be more on the 'bleeding edge' of their area research than most professors, so practical experience is not an issue.   • 2 I have witnessed the situation @Peteris described, and even in a way that it was naturally continued in a way that one of the main responsibilities of postdocs was to provide guidance and support to PhD students - usually on a more frequent and concrete basis than the professor (due to time and presence constraints that professors often face). Hence, by the time a postdoc would become a junior professor, they would have gathered a sufficient amount of experience in co-guiding PhD students already. –  O. R. Isn't it wrong that an inexperienced assistant professor (who is not far from his PhD studentship days) can take control of one or several PhD students? Don't it reduce the education/research quality?

For certain institutes I've been in, I would find myself asking the opposite question: isn't it wrong for senior professors to supervise students when they have little time for them?

Of course it is not always the case that full professors have no time for their students, but I have seen it happen many times: I've seen cases where students were meeting their official full professor supervisors once a month (or less frequently) and putting names of supervisors on papers that the supervisors had never read. This seems to me to be prevalent in research institutes where the hierarchy tree has a high branching factor to get value out of available funds (few Full Professors, lots of PostDocs / Assistant Professors, even more PhD students and Research Assistants, etc.); in such cases, the priority for senior professors is getting funding for and managing projects. In my case, when I was a PostDoc in such an institute, I was doing the day-to-day supervision of a number of students whose supervisor(s) had no time for them.

Of course it varies from place to place. But my hypothesis is that by the time you reach the Assistant Professor level, either you will have the necessary skills and personality to be a good supervisor, or you will probably never have those skills.

In summary: I don't believe that seniority amongst professors is a good predictor for quality of supervision.

It is alright for an assistant professor to guide one or several doctoral students. He is not experienced in probably guiding PhD students, but, he is definitely experienced in conducting research, which will help him translate this to guidance.

Don't it reduce the education/research quality?

Well, maybe. Supervising PhD students is a learning activity like most anything else. As such, it is to be expected that maybe when an assistant professor supervises her/his first student, s/he may do things that should would handle differently later on. But this is not tied to the status of the person, but to her/his experience in advising. So if you don't let assistant professors advise PhD students, they would start doing it later on and be equally bad in it, because when would they have learned how to do it?

An additional concern is that there are only so many full professors to go around. While I concede that working with a more senior professor may have advantages, these advantages would likely disappear if every senior professor has to handle significantly more students (as the entire 'advising force' of assistant professors falls away).

I should also add that, in general, assistant professors are not nearly as inexperienced as you seem to assume. Today, at least in my field (CS), there is hardly any assistant professor that did not have multiple years of postdoc experience, which also includes co-supervising master and PhD students. As such, I am not sure if the problem you seem to consider even exists.

I think the question intends to ask, "Is it appropriate for assistant professors to supervise PhD students alone?" In some places, PhD students working with an inexperienced advisor are also co-advised by another (more experienced) advisor.

Yes, this is actually the case in many well-respected university (dutch universities come to mind right now). I think this is great if the main responsibility/load is still on the junior professor, with the senior person being more an advisor to the advisor than to the student. If the model degenerates into the junior professor basically being a proxy for the senior person, this seems counter-productive.

Of course it's appropriate. In many research-intensive academic departments it's the assistant professors (the younger researchers) that are doing the innovative research.

I had several friends who worked with an assistant professor years ago. That professor later won a Nobel Prize for the work being done in his assistant professor days, with the help of those students.

In many fields, Today's assistant professors are older and more experienced than they were in the past. By the time an assistant professor in math has a student start research they're typically 6+ years out from PhD (3-4 years of postdoc plus a couple years to settle before students are likely to ask). I think that means its pretty reasonable for assistant professors to take students.

It helps that there are senior faculty who are happy to give advice to me when needed!

UGC issued clarification on eligibility criteria for promotion of assistant professor to associate professor and associate professor to professor.

UGC issues clarification on promotion of teachers

NEW DELHI : The University Grants Commission (UGC) has issued a clarification on the eligibility criteria for the Career Advancement Scheme (CAS) promotions of university teachers from academic level 12 to academic level 13A and academic level 13A to academic level 14. The commission in a meeting made the clarifications regarding the terms “evidence of having guided at least one PhD candidate" and "evidence of successfully guided doctoral candidate".

“UGC has received queries from various stakeholders/universities seeking clarification with regard to the term "evidence of having guided at least one PhD candidate" and "evidence of successfully guided doctoral candidate". The University Grants Commission (UGC) in its 563d Meeting held on 22nd November, 2022 considered and approved the following clarifications,” read UGC’s official notification while listing down the points.

The clarifications regarding eligibility of promotions of university teachers are:

  • Assistant professor (selection grade/academic level 12) to associate professor (Academic Level 13A)

Eligibility: 'Evidence of having guided at least one PhD Candidate"

Clarification: Documentary evidence to prove that the said assistant professor (selection grade/academic level 12) is guiding doctoral candidates.

  • Associate professor (academic level 13A) to professor (academic Level 14)

Eligibility: 'Evidence of successfully guided doctoral candidate"

Clarification: Documentary evidence to prove that the doctoral candidates registered under the said associate professor (level 13A) have been awarded PhD degrees.

UGC also resolved that in order to claim the benefits for promotion under CAS, the requirement of "Guiding Doctoral Candidates" or "Award of PhD degree to the Doctoral Candidates" for supervisors will be as follows:

  • For the Main Supervisor - One Doctoral Candidate
  • For the Co-supervisor- Two Doctoral Candidates

“All the universities are requested to comply with the above provision of promotion under CAS,” said UGC.

This section includes the details of UGC Rules and Regulations regarding qualification, appointment, promotion, etc. for assistant professors and other teaching staff.

UGC Regulations for Eligibility of Assistant Professor, JRF, and Ph.D. Degree Holders

According to the UGC Regulation 2022, the minimum eligibility criteria for the assistant professor, JRF or equivalent posts in the UGC Approved Universities  are as follows:

SET/SLET qualified  NET certificates  and a Master's degree.

Minimum 55% marks in post-graduation for the recruitment of teachers or Ph.D. programs in universities or colleges.

A person whose M.Phil thesis has been evaluated and viva voce is pending, may admit to the PhD program of the same institution.

Note -  If you have a PhD degree (before 2009), then you will be exempted from the requirement of NET/ SLET/ SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities.

UGC Guidelines for Selection of Assistant Professor and Other Teaching Staff

As per the guidelines for the appointment of Assistant Professor 2022, the selection committee in the universities shall have the following members:

1. Vice-Chancellor shall be the Chairperson of the Selection Committee.

2. If required, an academician can be nominated by the Visitor/Chancellor.

3. Three experts of the concerned subject nominated by the Vice-Chancellor whose names are approved by the relevant statutory body of the university.

4. Dean of the concerned faculty (Not compulsory).

5. Head/ Chairperson of the Department/ School.

6. An academician, representing SC/ST/OBC/Minority/Women/PwD categories, only if any of the above members of the selection committee do not belong to that category.

7. At least four members, including two outsiders, subject experts shall constitute the quorum.

How the Selection Process of Assistant Professor takes place?

1. To be selected, the latest UGC Guidelines for an assistant professor say that you must submit the bio-data in a prescribed format of the respective university along with a copy of significant publications.

2. As per the UGC New Guidelines 2022 for Ph.D., the institutes release the prescribed notification of admission process for Ph.D.

The admission process consists of various steps like admission test, interview, document verification, etc.

3. According to new UGC Regulations, no university, institution, and college can conduct PhD Programs through distance education mode. However, part-time PhD will be allowed if UGC PhD Regulations 2022 are followed by institutes.

Note: As per the draft policy of new UGC Regulations, a PhD degree will be a major requirement to become an assistant professor at the university level from 2022.

However, NET would not be required for those who have completed their Ph.D. from the universities ranking among the top 500 in the world as per Quacquarelli Symonds (QS), the Times Higher Education (THE), or the Academic Ranking of World Universities (ARWU).

Pay Scale - UGC Regulation 2022 for Assistant Professor’s Salary and Promotion

The lectureship is one of the noble professions for decades. You can get attractive pay scales & job allowances after being recruited as an Assistant Professor.

Below, you can check the UGC Guidelines for Assistant Professor 2022 pay scale:

1.) The formula of the 7th CPC is followed in the academic pay structure for lecturers and equivalent posts.

2.) Increment: The annual increment is given in the pay matrix at 3% rounded off to the nearest 100.

3.) Promotion: When an individual gets a promotion, he/she would be given a notional increment in his/her existing academic level of pay.

4.) Allowances: The allowances given to Central Government employees will depend on the Ministry of Finance as per the decision of the Government of India.

Important Note: As per the media reports, Finance Minister, Dr. Thomas Isaac, has signed the order to double the salary of guest lecturers in government and aided colleges.

UGC NET or JRF qualified lecturers will get a minimum of Rs. 1750 per day and a maximum of Rs 43,750 for 25 working days in a month. Those without UGC qualifications will get Rs. 1600/day and a maximum of Rs 40,000 per month.

UGC New Guidelines for Promotion of Assistant Professor

There are 6 levels from Assistant Professor to the Professor based on which the Academic Grade Pay and Entry Pay are decided. Below, you can check UGC Regulation 2022 for the promotion of assistant professor.

UGC or the respective organization may provide a start-up grant to teachers and other non-vocational academic staff for research after their appointment.

The research promotional grant provided is as follows:

INR 3.0 lakhs in Social Sciences, Humanities, and Languages.

UGC Regulation for Workload of an Assistant Professor

1. the working hours of the teachers in full employment should not be less than 40 hours a week for 30 working weeks (180 teaching days) in an academic year.

2. It necessary for the teachers to be available for at least 7 hours daily in the University/ College as follows:

At least 2 hours for mentoring of students (minimum 15 students per coordinator) for Community Development/ Extra-Curricular Activities/ Library Consultation in case of undergraduate courses.

At least 2 hours for research in case of postgraduate courses, for which necessary space and infrastructure should be provided by the University/College.

3. The minimum direct teaching-learning process hours should be as follows:

 Assistant Professor - 16 hours

 Associate Professor and Professor - 14 hours

4.  A relaxation of 2 hours in the workload may be given to Professors, Associate Professors who are actively involved in extension activities, administration.

The University Grants Commission (UGC) on Wednesday relaxed the criteria for appointment of teachers in colleges and universities by reversing its own regulation making Ph.D degree mandatory for the post of assistant professors. Teachers’ organisations welcomed the decision and said they have been demanding that the UGC withdraw the 2018 regulation.

The UGC announced that the University Grants Commission (Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education ) Regulations, 2018, have been amended and Ph.D qualification would now be optional for a teacher post. “Ph.D qualification for appointment as an assistant professor would continue to be optional. The National Eligibility Test (NET), State Eligibility Test (SET) and State Level Eligibility Test (SLET) shall be the minimum criteria for the direct recruitment to the post of assistant professor for all Higher Education Institutions,” UGC Chairman M. Jagadesh Kumar said. He told The Hindu that SET and SLET would not be a criterion for selecting assistant professors in Central Universities.

The new amendments will come into force with effect from July 1, 2023. Sub-regulation 3.10 which made Ph.D degree mandatory for assistant professors from July 2021 has been removed. “NET/SET/SLET shall be the minimum criteria for the direct recruitment to the post of Assistant Professor for all Higher Education Institutions,” the amendment said. The Education Ministry too was apparently unhappy with the decision to make Ph.D mandatory.

Abha Dev Habib, Secretary, Democratic Teachers’ Front, Delhi University welcomed the decision. Ms. Habib said teachers’ organisations had urged the UGC to withdraw 2028 regulations. “Such a criteria was against scholars and researchers from socially and economically marginalised groups. We welcome the decision to make Ph,D degree optional for teaching posts. For appointing research guides, universities should have the freedom to decide the criteria,” she said.

UGC drops rule making PhD mandatory to qualify for assistant prof jobs in universities

The commission , in 2018 set the criteria for recruitment for entry-level posts at universities and colleges..

The University Grants Commission (UGC) has reversed its decision of making a PhD mandatory for assistant professors in higher education institutions; the National Eligibility Test (NET), State Eligibility Test (SET) and State Level Eligibility Test (SLET) will continue to remain the basis for recruitments to the entry-level positions.

The commission , in 2018 set the criteria for recruitment for entry-level posts at universities and colleges. At the time, it asked all universities to start applying the PhD criterion for recruitment from July 2021. The move was criticized by faculty from different universities who said that many candidates could not complete their PhDs amid the Covid-19 pandemic and appealed to the central government to relax the eligibility. In October 2021, the commission announced that it was deferring implementation of the criterion for another two years, i.e July 2023. But it has now been scrapped altogether.

According to a notification dated June 30 and released in public domain on Wednesday, the commission has amended the UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018, and deleted the PhD requirement clause.

This has been substituted with another clause stating, that “NET/SET/SLET shall be the minimum criteria for the direct recruitment to the post of Assistant Professor for all Higher Education Institutions.”

UGC chairperson M Jagadesh Kumar said that the move will provide relief to aspiring candidates who wish to join academics. “If they clear NET/SET/SLET, they will become eligible to apply for the post of Assistant Professor in all higher education institutions (HEIs). However, depending on the number of applications in higher education institutions received in a given discipline, the shortlisting criteria can be fixed above the minimum standards set by UGC to invite a manageable number of candidates for the interview.”

Kumar clarified that a PhD will still be needed for promotion to associate professor level. “Therefore, even if someone joins as an assistant professor without a PhD, the faculty member, while teaching in the HEI, has to do good quality research and obtain a PhD to be eligible for promotion to the next level leading to improved research outcomes in HEIs,”

Abha Dev Habib, an associate professor at Delhi University’s Miranda House College welcomed the amendment. “Making PhD a mandatory requirement for entry level recruitments would have put candidates coming from marginalized sections in a disadvantaged position. It would have also increased the entry age of the profession. Besides,universities would not have been able to fill the vacancies.”

Job Summary:

The Department of Mechanical Engineering (ME) at the University of Wisconsin-Madison is seeking an Assistant Professor to develop a vibrant experimental research program in high-speed, compressible, single- or multi-phase fluid dynamics with applications in aerospace, energy, or related fields. The ideal candidate will be interested in collaborative research and be an integral contributor to the Engineering Mechanics/Aerospace (EMA) undergraduate and graduate programs, which are housed in the ME Department. In view of the expanding aerospace engineering industry and employment opportunities, the ME Department seeks to strengthen and grow its Aerospace Engineering teaching and research profile.
