At 12:00 pm September 10, WFSE members statewide, at all employers, agencies and colleges, will be walking out of work and standing in solidarity to demand fair contracts.

We're doing this for ourselves and our families, for each other, and for the folks who depend on our work. A fair contract can't wait.

Walkouts are to be coordinated around breaks or scheduled vacation.

Remote employees:  You are encouraged to attend an in person event near your home if possible. RSVP to your nearest event and meet at the assembly area for the event. A coordinated virtual action is also planned for employees who cannot step away.  Click here.

Our theme for this year's contract campaign is United for Washington. There's a lot of pain and frustration in communities across our state. Many of the problems facing working families feel too big to tackle. Those are the problems that we solve as public servants. 

As our bargaining teams negotiate at the table, we need our members to communicate to the public and our employers the value of the work we do and how we help each and every Washingtonian. 

That's how we win public support and put pressure on management to give us the pay and the tools we need to do our jobs.

Bargaining Teams Elected and Trained

After a weeklong vote in December and several run-off elections the first week of January, WFSE members selected the coworkers they want negotiating our 2025-2027 union contracts. Find your bargaining team here.

All WFSE members that negotiate our contracts undergo training to learn what wins at the bargaining table. Trainings are occuring between February and April. See pictures here.

Review Contract Proposals and Send Out Bargaining Survey

Throughout April, bargaining teams have been reviewing and vetting contract proposals that have been submitted by members over the previous year. Watch the video above to learn what "vetting" your proposals means. 

After our bargaining teams review all the contract proposals from the membership, they will put together a bargaining survey containing the most requested contract priorities. Members will then be able to rank those priorities from most important to least important.

The survey helps our bargaining teams focus on what matters most to our members and develop campaigns as necessary to put pressure on management. 

Contract Negotiations

With the information from the Bargaining Survey in hand, your bargaining team can begin crafting their initial proposal to the employer. The employer will develop their initial proposal, and negotiations will begin throughout April and May and continue through the summer until we have a tentative agreement that our members can vote on.

Who negotiates our contracts? Members do.

WFSE members negotiate our contracts alongside a negotiations expert from WFSE staff. 

The members representing us at the bargaining table have serious responsibilities that affect the lives of thousands of WFSE members, including:

  • Developing the initial bargaining proposal to be presented to the employer
  • Negotiating with the employer
  • Approving final contract language and making recommendations to union siblings on whether they believe the proposed agreements should be approved or rejected

Bargaining teams have the power to alter, modify, change, or concede on all issues to obtain the best possible contracts and reach a tentative agreement, or declare that the team has reached an impasse. They are truly your representatives at the table.

Providence continues good faith negotiations with Aetna in Washington State

The current contract was originally negotiated in pre-inflationary times; since then, Providence has absorbed double-digit increases in the cost of drugs, supplies and labor.

Seeking to keep up with the rising cost of pharmaceuticals, medical supplies and wage inflation for nurses, doctors and other vital health care professionals, Providence continues to negotiate in good faith with Aetna as the deadline for contract termination nears.

However, if Aetna remains unwilling to accept the reimbursement increases that other insurers have agreed to, about 35,000 Washingtonians may be out of network starting Sept. 1 at hospitals and clinics in the Providence family of organizations, including Providence Swedish and Kadlec.

Providence’s current contract with Aetna was originally negotiated in pre-inflationary times. Since then, Providence has absorbed rising costs due to inflation. The seven-state health system has seen its supply, drug and labor costs soar 26% since 2019. This led to a net operating loss of $1.2 billion for Providence in 2023 and a $123 million net operating loss in Q2 of this year.

Meanwhile, for-profit insurers like Aetna have recorded exorbitant profits. In Q2 alone, CVS Health/Aetna made $3.7 billion in operating income while returning $858 million to shareholders. Yet, their latest counterproposal fails to adequately cover Providence’s increased costs due to inflation.

“Providence is committed to combatting rising costs, yet we cannot do it all on our own. Our partners also need to be part of the solution. For-profit insurers, like Aetna, continue to reap the benefits of multi-year contracts that do not reflect the current health care landscape, with reimbursement increases substantially lower than the costs to provide care,” said Providence CFO Greg Hoffman .

“Providence cares deeply about the people we serve, and we are hopeful a resolution can be achieved without disruptions to care. At the same time, we cannot continue to absorb the increased costs required to provide high-quality care without adequate, timely reimbursement  for the services we provide,” Hoffman said.

Providence has begun notifying patients with scheduled appointments of the potential termination so they can work with Aetna to determine how their insurance coverage is impacted and potentially make other arrangements for their care. Patients are also encouraged to urge Aetna to reach an agreement with Providence so they can continue to see the doctors and care teams they know and trust.

Meanwhile, the Providence family of organizations remains in network for the vast majority of other commercial insurance plans. The health system also continues to offer financial assistance for eligible insured and uninsured individuals.

Contract security officers leave jail in atlanta after nonpayment of contract.

ATLANTA — Some security officers at a jail in Atlanta that is under federal investigation walked off the job after the Fulton County sheriff’s office failed to pay money owed to the third-party contractor that employs them, the sheriff’s office said.

The Fulton County Sheriff’s Office said in a news release that it is facing “a significant budget crisis” and owed an outstanding balance of more than $1 million to Strategic Security Corp. The company notified its employees Thursday afternoon that the contract had ended, that they would be clocked out at 2:15 p.m. and that they should not report to work at the jail going forward.

The sheriff’s office said that “created an immediate safety issue” at the county’s main jail and employees from all divisions were sent to staff the jail.

There were 17 contract officers working at the time, 13 at the main jail in Atlanta and four at the south annex in Union City, sheriff’s office spokesperson Natalie Ammons said. There are three shifts in a 24-hour period and there were a total of 74 contractors working on rotation to cover all of the shifts, she said.

Sheriff Pat Labat said that nearly 50 of the contract security officers came to the jail Thursday evening and were given conditional offers of employment and some were able to work immediately after completing paperwork.

The U.S. Department of Justice last year opened a civil rights investigation into jail conditions in the county, citing violence and filthy conditions. Federal authorities specifically mentioned the September 2022 death of Lashawn Thompson, one of more than a dozen people who has died in county custody over the last two years. Thompson, 35, died in a bedbug-infested cell in the jail’s psychiatric wing.

A state legislative committee formed last year to examine conditions at the jail concluded last week that more cooperation was needed between top county officials.

Labat has long acknowledged the problems and has called for a new $1.7 billion jail to replace the crumbling main jail on Rice Street. But county commissioners in July voted 4-3 instead for a $300 million project to renovate the existing jail and to build a new building to house inmates with special needs.

ANAHEIM, Calif. (AP) — Pitcher Johnny Cueto was designated for assignment by the Los Angeles Angels on Friday after two rough outings.

The 38-year-old right-hander gave up nine runs in 11 1/3 innings in his two starts for the Angels, both losses. He allowed six runs in five innings in Tuesday night’s 6-2 loss at Detroit, with three of the six hits being home runs.

Even though Cueto’s time with the big league club was short, manager Ron Washington said Cueto’s experience benefitted the younger members of the pitching staff.

“He had a tremendous influence on them with his work ethic, how they do bullpens and that type of stuff. He was willing to give up his wisdom and knowledge,” Washington said before Friday night’s game against the Seattle Mariners. “It was hard, but we are at that point of the year where changes happen.”

Cueto signed a minor league deal with the Angels on July 24 after being released earlier in the month by the Texas Rangers. He was 3-0 in four starts at Triple-A Salt Lake City before being called up on Aug. 21.

The Angels are the sixth team for Cueto, who is 144-113 with a 3.52 ERA in 370 major league games. His career began with Cincinnati, followed by stops in Kansas City, San Francisco, the Chicago White Sox and Miami.

Cueto will make way for some of the organization’s younger arms after they called up left-hander Sam Aldegheri and right-hander Caden Dana from Double-A Rocket City.

Aldegheri made his big league debut on Friday and is the first player born and raised in Italy to pitch in the majors.

Dana, considered the organization’s top pitching prospect, will start on Sunday.

Los Angeles also placed right-hander Carson Fulmer on the injured list retroactive to Tuesday due to right elbow inflammation and transferred right-hander José Marte to the 60-day injured list

‘New Delhi has pulled off a miracle’: India, US deepen defence ties

With the SOSA and liaison officer agreements in place, India joins an elite group of Washington’s partners preparing for potential conflicts

Michael Rubin, a former Pentagon official, heralded these deals as a watershed moment, indicating that the US is finally translating its rhetoric into tangible support for India. “The question now is how the US will build upon this agreement,” he said, hinting at the potential for further collaboration. “Negotiating the first agreement is always the hardest; the second, third, and fourth come easier.”

The SOSA, a non-binding bilateral pact, commits both countries to prioritise support for defence-related goods and services. The agreement aims to ensure access to vital industrial resources and address supply chain vulnerabilities critical to national security. The US Department of Defence said India would receive assurances under Washington’s Defence Priorities and Allocations System in return for Indian companies providing priority support to the US.

Rubin, a senior fellow at the Washington-based American Enterprise Institute think tank, noted India’s urgent need for reliable alternatives to Russian military supplies, particularly in aircraft engines and missile systems. “The thing to watch would be if top-tier systems enter into the negotiations,” he said, suggesting that traditional US concerns about India’s ties with Russia were diminishing.

“The fact that this agreement has met with no congressional resistance shows that New Delhi has pulled off a miracle: achieving consensus in Washington,” he said, emphasising that the US is increasingly betting on India while the influence of the Pakistan lobby wanes.

Richard Rossow, a senior adviser at the Washington-based Centre for Strategic and International Studies think tank, highlighted the potential implications of the pact. “If either of our nations ended up on the precipice, or in combat with an adversary, the SOSA could help accelerate the delivery of crucial weapons and materials required for defence,” he said, reflecting on the urgency of the situation.

Recent skirmishes between India and China, although without gunfire, underline the precarious nature of regional tensions. Rossow warned that miscalculations could easily escalate, particularly given China’s aggressive posture toward its neighbours.

While China’s influence grows across South Asia, especially in Islamabad and the Maldives, Rossow said he was confident in India’s military advantages its nuclear-armed neighbour, suggesting that the SOSA is less likely to be activated in response to Pakistan-related emergencies.

India and US have other strategic agreements, including the Logistics Exchange Memorandum of Agreement, signed in 2016, and real-time intelligence sharing since 2018 under the Communications Compatibility and Security Agreement.

“Reviewing other SOSA deals to which the United States is a party, there are not prescribed limits on what India can procure under this agreement. However, this agreement does not itself provide India a higher level of sophisticated weaponry than would otherwise be approved,” Rossow said.

“Other regulations governing technology release remain in effect, but this agreement facilitates expedited deliveries of contracted goods and services.”

In 2019, India and the US took a significant step by signing the Industrial Security Annex, which allowed the sharing of classified US information with private Indian defence firms – a shift from the previous restrictions under the 2002 General Security of Military Information Agreement.

Rossow emphasised that India would not deepen its partnership with the US without substantial security concerns. “China is India’s only competitor with superior military power. SOSA provisions are unlikely to be invoked barring a major emergency, so yes, I would expect China is firmly in mind with this new agreement,” he said.

An Indian defence analyst, who preferred to remain anonymous, hailed the SOSA as a milestone. He mentioned that during ongoing bilateral talks, the Indian defence minister and the US secretary of defence had “agreed to advance several co-production projects in jet engines, unmanned platforms, and munitions”.

The analyst also highlighted the Reciprocal Defence Procurement Agreement (RDPA) as an agreement that would potentially have more impact. “While earlier deals focused on interoperability, both SOSA and RDPA will streamline defence commerce, making it easier for private companies to bid on each other’s contracts.”

Defence expert Raj Shukla, a retired lieutenant general of the Indian Army, viewed the SOSA as a continuation of strengthening Indo-US defence ties.

“We have had agreements in the past … and SOSA will further cement it. It will enable both countries to buy military supplies easily and therefore strengthen the collaboration between the two ecosystems,” Shukla said. “A host of new pathways in technology, critical minerals will get opened. So it is a significant step forward.”

Meanwhile, the Memorandum of Agreement on the Assignment of Liaison Officers allows each country to post military officers within the other’s forces. India will assign an officer to the US Special Operations Command in Florida under the pact.

Shukla said that this appointment would improve interoperability and intelligence sharing thanks to the US’ extensive technological expertise.

“India’s start-ups and corporate measures to get into partnerships with the Americans will help us to expand our inventory or diversify our inventory which is very Russia-focused,” he said.

While the SOSA is not explicitly aimed at countering China, Shukla pointed out that a technologically advanced Indian military aligns with American interests.

“It will help temper Chinese military expansion and ensure Asia remains bipolar rather than unipolar,” he said. “But these agreements don’t specifically target China.”

As a result of this change, effective immediately, those completing the Contract Request process should select the Purchasing Services radio button instead of the REBO radio button to correctly route their request to the appropriate contracting officer.

WA state workers plan walkout to spotlight intensifying contract talks

Tens of thousands of state employees will stage a walkout next month in a united demonstration of frustration with the tenor of negotiations on a new two-year contract, including a wage offer they consider “disrespectful.”

Leaders of the Washington Federation of State Employees are urging their members statewide to walk off the job at noon on Sept. 10 to demand livable wages and safe staffing levels. Members will use their lunch time or scheduled vacation for the walkout, according to the union .

“We’re doing this for ourselves and our families, for each other, and for the folks who depend on our work. A fair contract can’t wait,” reads a post on the union website. The union is encouraging walkouts “at every worksite, every employer and every WFSE contract.” 

The federation is negotiating 2025-2027 contracts on behalf of several bargaining units that collectively represent 50,000 state government, higher education and public service employees.

After a 15-hour bargaining session on Monday, the parties remained no closer to an agreement on critical matters like compensation, according to a news release from the union. 

“We’re given an impression that we were important, but then they’re treating us like we’re second members of society,” said Tom Cline, the senior systems administrator at Peninsula College and a bargaining team member for the Community College Coalition.

Formal talks with the Office of Financial Management on new collective bargaining agreements began in the spring. Sessions are planned nearly every week through the end of September. Any agreements are supposed to be ratified by union members by Oct. 1 so they can be considered for funding in the next two-year budget.

The state presented its initial compensation proposal July 22. Union negotiators, in an update to members , called it “short-sighted and disrespectful.”

“We won’t accept it,” they added.

In a news release, the federation expressed frustration with the growing turnover rate for state government employees. According to the federation, 40% of state employees have turned over in the last eight years because of resignations alone. 

Federation leaders declined to say how much the state offered general government workers, but in a Tuesday news release, they said the proposals could amount to a pay cuts for all members and staffing cuts at institutions like Green Hill School, a youth detention facility, and Western State Hospital, one of two state-owned psychiatric hospitals for adults. 

They said management made “dire predictions about the budget and our state’s economic future” in the wake of a June revenue forecast. That report predicted a $500 million drop in projected tax collections for the upcoming budget cycle. The next forecast is in September. 

“While Washington’s population has boomed and the legislature has piled on more and more work, our pay hasn’t kept pace and it’s become increasingly difficult to get people to stay on the job,” wrote union leaders, who urged members to “apply pressure” with calls to Gov. Jay Inslee.

In separate contract talks, negotiators for a Department of Corrections employee bargaining unit said they voted for arbitration Aug. 14 after receiving a “last and final offer” of a general wage increase of 2% in July 2025 and 1% the following year.

Inslee is not involved in negotiations. He will have to decide whether the budget proposal he releases in December funds agreements reached with the various unions.

“These negotiations are ongoing with [the Office of Financial Management] and we’re careful in how we address them,” said Mike Faulk, Inslee’s press secretary. “The governor’s support of our hard-working public employees over his 12 years in office speaks for itself.”

In a statement, the director of the Office of Financial Management said the goal is to craft a contract “that balances fiscal realities with the state’s needs, policy priorities and the critical role our employees fill in serving the public.”

“We anticipate limited revenue in the upcoming biennium,” said the office’s director, David Schumacher. “Just as we’ve asked state agencies to limit new programs and request only essential funding, we are applying the same principle to our negotiations.”

In addition to next month’s walkout, state employees are rallying across Washington on Tuesday in six cities, including Seattle, Spokane and Olympia.
