So what should you discuss here? Some of the key things you will need to discuss at this point are:

It is important to explain fully what you want the outcome of your research to look like and what you want to achieve by it. This will help those reading your research proposal to decide if it’s something the field needs and wants, and ultimately whether they will support you with it.
When you reach the end of your research proposal, you’ll have to compile a list of references for everything you’ve cited above. Ideally, you should keep track of everything from the beginning. Otherwise, this could be a mammoth and pretty laborious task to do.

Beginning the Proposal Process
As with writing most college-level academic papers, research proposals are generally organized the same way throughout most social science disciplines. The text of proposals generally vary in length between ten and thirty-five pages, followed by the list of references. However, before you begin, read the assignment carefully and, if anything seems unclear, ask your professor whether there are any specific requirements for organizing and writing the proposal.
A good place to begin is to ask yourself a series of questions:
In general, a compelling research proposal should document your knowledge of the topic and demonstrate your enthusiasm for conducting the study. Approach it with the intention of leaving your readers feeling like, "Wow, that's an exciting idea and I can’t wait to see how it turns out!"

I. Introduction
In the real world of higher education, a research proposal is most often written by scholars seeking grant funding for a research project or it's the first step in getting approval to write a doctoral dissertation. Even if this is just a course assignment, treat your introduction as the initial pitch of an idea based on a thorough examination of the significance of a research problem. After reading the introduction, your readers should not only have an understanding of what you want to do, but they should also be able to gain a sense of your passion for the topic and to be excited about the study's possible outcomes. Note that most proposals do not include an abstract [summary] before the introduction.
Think about your introduction as a narrative written in two to four paragraphs that succinctly answers the following four questions :
II. Background and Significance
This is where you explain the scope and context of your proposal and describe in detail why it's important. It can be melded into your introduction or you can create a separate section to help with the organization and narrative flow of your proposal. Approach writing this section with the thought that you can’t assume your readers will know as much about the research problem as you do. Note that this section is not an essay going over everything you have learned about the topic; instead, you must choose what is most relevant in explaining the aims of your research.
To that end, while there are no prescribed rules for establishing the significance of your proposed study, you should attempt to address some or all of the following:
III. Literature Review
Connected to the background and significance of your study is a section of your proposal devoted to a more deliberate review and synthesis of prior studies related to the research problem under investigation . The purpose here is to place your project within the larger whole of what is currently being explored, while at the same time, demonstrating to your readers that your work is original and innovative. Think about what questions other researchers have asked, what methodological approaches they have used, and what is your understanding of their findings and, when stated, their recommendations. Also pay attention to any suggestions for further research.
Since a literature review is information dense, it is crucial that this section is intelligently structured to enable a reader to grasp the key arguments underpinning your proposed study in relation to the arguments put forth by other researchers. A good strategy is to break the literature into "conceptual categories" [themes] rather than systematically or chronologically describing groups of materials one at a time. Note that conceptual categories generally reveal themselves after you have read most of the pertinent literature on your topic so adding new categories is an on-going process of discovery as you review more studies. How do you know you've covered the key conceptual categories underlying the research literature? Generally, you can have confidence that all of the significant conceptual categories have been identified if you start to see repetition in the conclusions or recommendations that are being made.
NOTE: Do not shy away from challenging the conclusions made in prior research as a basis for supporting the need for your proposal. Assess what you believe is missing and state how previous research has failed to adequately examine the issue that your study addresses. To help frame your proposal's review of prior research, consider the "five C’s" of writing a literature review:
IV. Research Design and Methods
This section must be well-written and logically organized because you are not actually doing the research, yet, your reader must have confidence that you have a plan worth pursuing . The reader will never have a study outcome from which to evaluate whether your methodological choices were the correct ones. Thus, the objective here is to convince the reader that your overall research design and proposed methods of analysis will correctly address the problem and that the methods will provide the means to effectively interpret the potential results. Your design and methods should be unmistakably tied to the specific aims of your study.
Describe the overall research design by building upon and drawing examples from your review of the literature. Consider not only methods that other researchers have used, but methods of data gathering that have not been used but perhaps could be. Be specific about the methodological approaches you plan to undertake to obtain information, the techniques you would use to analyze the data, and the tests of external validity to which you commit yourself [i.e., the trustworthiness by which you can generalize from your study to other people, places, events, and/or periods of time].
When describing the methods you will use, be sure to cover the following:
V. Preliminary Suppositions and Implications
Just because you don't have to actually conduct the study and analyze the results, doesn't mean you can skip talking about the analytical process and potential implications . The purpose of this section is to argue how and in what ways you believe your research will refine, revise, or extend existing knowledge in the subject area under investigation. Depending on the aims and objectives of your study, describe how the anticipated results will impact future scholarly research, theory, practice, forms of interventions, or policy making. Note that such discussions may have either substantive [a potential new policy], theoretical [a potential new understanding], or methodological [a potential new way of analyzing] significance. When thinking about the potential implications of your study, ask the following questions:
NOTE: This section should not delve into idle speculation, opinion, or be formulated on the basis of unclear evidence . The purpose is to reflect upon gaps or understudied areas of the current literature and describe how your proposed research contributes to a new understanding of the research problem should the study be implemented as designed.
ANOTHER NOTE : This section is also where you describe any potential limitations to your proposed study. While it is impossible to highlight all potential limitations because the study has yet to be conducted, you still must tell the reader where and in what form impediments may arise and how you plan to address them.
VI. Conclusion
The conclusion reiterates the importance or significance of your proposal and provides a brief summary of the entire study . This section should be only one or two paragraphs long, emphasizing why the research problem is worth investigating, why your research study is unique, and how it should advance existing knowledge.

As with any scholarly research paper, you must cite the sources you used . In a standard research proposal, this section can take two forms, so consult with your professor about which one is preferred.
In either case, this section should testify to the fact that you did enough preparatory work to ensure the project will complement and not just duplicate the efforts of other researchers. It demonstrates to the reader that you have a thorough understanding of prior research on the topic.
Most proposal formats have you start a new page and use the heading "References" or "Bibliography" centered at the top of the page. Cited works should always use a standard format that follows the writing style advised by the discipline of your course [e.g., education=APA; history=Chicago] or that is preferred by your professor. This section normally does not count towards the total page length of your research proposal.

Writing up a strong research proposal for a dissertation or thesis is much like a marriage proposal. It’s a task that calls on you to win somebody over and persuade them that what you’re planning is a great idea. An idea they’re happy to say ‘yes’ to. This means that your dissertation proposal needs to be persuasive , attractive and well-planned. In this post, I’ll show you how to write a winning dissertation proposal, from scratch.
Before you start:

The research proposal is literally that: a written document that communicates what you propose to research, in a concise format. It’s where you put all that stuff that’s spinning around in your head down on to paper, in a logical, convincing fashion.
Convincing is the keyword here, as your research proposal needs to convince the assessor that your research is clearly articulated (i.e., a clear research question) , worth doing (i.e., is unique and valuable enough to justify the effort), and doable within the restrictions you’ll face (time limits, budget, skill limits, etc.). If your proposal does not address these three criteria, your research won’t be approved, no matter how “exciting” the research idea might be.

Research proposals can vary in style between institutions and disciplines, but here I’ll share with you a handy 5-section structure you can use. These 5 sections directly address the core questions we spoke about earlier, ensuring that you present a convincing proposal. If your institution already provides a proposal template, there will likely be substantial overlap with this, so you’ll still get value from reading on.
For each section discussed below, make sure you use headers and sub-headers (ideally, numbered headers) to help the reader navigate through your document, and to support them when they need to revisit a previous section. Don’t just present an endless wall of text, paragraph after paragraph after paragraph…
Top Tip: Use MS Word Styles to format headings. This will allow you to be clear about whether a sub-heading is level 2, 3, or 4. Additionally, you can view your document in ‘outline view’ which will show you only your headings. This makes it much easier to check your structure, shift things around and make decisions about where a section needs to sit. You can also generate a 100% accurate table of contents using Word’s automatic functionality.
Your research proposal’s title should be your main research question in its simplest form, possibly with a sub-heading providing basic details on the specifics of the study. For example:
“Compliance with equality legislation in the charity sector: a study of the ‘reasonable adjustments’ made in three London care homes”
As you can see, this title provides a clear indication of what the research is about, in broad terms. It paints a high-level picture for the first-time reader, which gives them a taste of what to expect. Always aim for a clear, concise title . Don’t feel the need to capture every detail of your research in your title – your proposal will fill in the gaps.
In this section of your research proposal, you’ll expand on what you’ve communicated in the title, by providing a few paragraphs which offer more detail about your research topic. Importantly, the focus here is the topic – what will you research and why is that worth researching? This is not the place to discuss methodology, practicalities, etc. – you’ll do that later.
You should cover the following:
Importantly, you should aim to use short sentences and plain language – don’t babble on with extensive jargon, acronyms and complex language. Assume that the reader is an intelligent layman – not a subject area specialist (even if they are). Remember that the best writing is writing that can be easily understood and digested. Keep it simple.
Note that some universities may want some extra bits and pieces in your introduction section. For example, personal development objectives, a structural outline, etc. Check your brief to see if there are any other details they expect in your proposal, and make sure you find a place for these.
Next, you’ll need to specify what the scope of your research will be – this is also known as the delimitations . In other words, you need to make it clear what you will be covering and, more importantly, what you won’t be covering in your research. Simply put, this is about ring fencing your research topic so that you have a laser-sharp focus.
All too often, students feel the need to go broad and try to address as many issues as possible, in the interest of producing comprehensive research. Whilst this is admirable, it’s a mistake. By tightly refining your scope, you’ll enable yourself to go deep with your research, which is what you need to earn good marks. If your scope is too broad, you’re likely going to land up with superficial research (which won’t earn marks), so don’t be afraid to narrow things down.
In this section of your research proposal, you need to provide a (relatively) brief discussion of the existing literature. Naturally, this will not be as comprehensive as the literature review in your actual dissertation, but it will lay the foundation for that. In fact, if you put in the effort at this stage, you’ll make your life a lot easier when it’s time to write your actual literature review chapter.
There are a few things you need to achieve in this section:
When you write up your literature review, keep these three objectives front of mind, especially number two (revealing the gap in the literature), so that your literature review has a clear purpose and direction . Everything you write should be contributing towards one (or more) of these objectives in some way. If it doesn’t, you need to ask yourself whether it’s truly needed.
Top Tip: Don’t fall into the trap of just describing the main pieces of literature, for example, “A says this, B says that, C also says that…” and so on. Merely describing the literature provides no value. Instead, you need to synthesise it, and use it to address the three objectives above.
Now that you’ve clearly explained both your intended research topic (in the introduction) and the existing research it will draw on (in the literature review section), it’s time to get practical and explain exactly how you’ll be carrying out your own research. In other words, your research methodology.
In this section, you’ll need to answer two critical questions :
In other words, this is not just about explaining WHAT you’ll be doing, it’s also about explaining WHY. In fact, the justification is the most important part , because that justification is how you demonstrate a good understanding of research design (which is what assessors want to see).

In addition to the technical aspects, you will need to address the practical side of the project. In other words, you need to explain what resources you’ll need (e.g., time, money, access to equipment or software, etc.) and how you intend to secure these resources. You need to show that your project is feasible, so any “make or break” type resources need to already be secured. The success or failure of your project cannot depend on some resource which you’re not yet sure you have access to.
Another part of the practicalities discussion is project and risk management . In other words, you need to show that you have a clear project plan to tackle your research with. Some key questions to address:
A good way to demonstrate that you’ve thought this through is to include a Gantt chart and a risk register (in the appendix if word count is a problem). With these two tools, you can show that you’ve got a clear, feasible plan, and you’ve thought about and accounted for the potential risks.
Tip – Be honest about the potential difficulties – but show that you are anticipating solutions and workarounds. This is much more impressive to an assessor than an unrealistically optimistic proposal which does not anticipate any challenges whatsoever.
The final step is to edit and proofread your proposal – very carefully. It sounds obvious, but all too often poor editing and proofreading ruin a good proposal. Nothing is more off-putting for an assessor than a poorly edited, typo-strewn document. It sends the message that you either do not pay attention to detail, or just don’t care. Neither of these are good messages. Put the effort into editing and proofreading your proposal (or pay someone to do it for you) – it will pay dividends.
When you’re editing, watch out for ‘academese’. Many students can speak simply, passionately and clearly about their dissertation topic – but become incomprehensible the moment they turn the laptop on. You are not required to write in any kind of special, formal, complex language when you write academic work. Sure, there may be technical terms, jargon specific to your discipline, shorthand terms and so on. But, apart from those, keep your written language very close to natural spoken language – just as you would speak in the classroom. Imagine that you are explaining your project plans to your classmates or a family member. Remember, write for the intelligent layman, not the subject matter experts. Plain-language, concise writing is what wins hearts and minds – and marks!

Writing the proposal of a research work in the present era is a challenging task due to the constantly evolving trends in the qualitative research design and the need to incorporate medical advances into the methodology. The proposal is a detailed plan or ‘blueprint’ for the intended study, and once it is completed, the research project should flow smoothly. Even today, many of the proposals at post-graduate evaluation committees and application proposals for funding are substandard. A search was conducted with keywords such as research proposal, writing proposal and qualitative using search engines, namely, PubMed and Google Scholar, and an attempt has been made to provide broad guidelines for writing a scientifically appropriate research proposal.
A clean, well-thought-out proposal forms the backbone for the research itself and hence becomes the most important step in the process of conduct of research.[ 1 ] The objective of preparing a research proposal would be to obtain approvals from various committees including ethics committee [details under ‘Research methodology II’ section [ Table 1 ] in this issue of IJA) and to request for grants. However, there are very few universally accepted guidelines for preparation of a good quality research proposal. A search was performed with keywords such as research proposal, funding, qualitative and writing proposals using search engines, namely, PubMed, Google Scholar and Scopus.
Five ‘C’s while writing a literature review
A proposal needs to show how your work fits into what is already known about the topic and what new paradigm will it add to the literature, while specifying the question that the research will answer, establishing its significance, and the implications of the answer.[ 2 ] The proposal must be capable of convincing the evaluation committee about the credibility, achievability, practicality and reproducibility (repeatability) of the research design.[ 3 ] Four categories of audience with different expectations may be present in the evaluation committees, namely academic colleagues, policy-makers, practitioners and lay audiences who evaluate the research proposal. Tips for preparation of a good research proposal include; ‘be practical, be persuasive, make broader links, aim for crystal clarity and plan before you write’. A researcher must be balanced, with a realistic understanding of what can be achieved. Being persuasive implies that researcher must be able to convince other researchers, research funding agencies, educational institutions and supervisors that the research is worth getting approval. The aim of the researcher should be clearly stated in simple language that describes the research in a way that non-specialists can comprehend, without use of jargons. The proposal must not only demonstrate that it is based on an intelligent understanding of the existing literature but also show that the writer has thought about the time needed to conduct each stage of the research.[ 4 , 5 ]
The contents or formats of a research proposal vary depending on the requirements of evaluation committee and are generally provided by the evaluation committee or the institution.
In general, a cover page should contain the (i) title of the proposal, (ii) name and affiliation of the researcher (principal investigator) and co-investigators, (iii) institutional affiliation (degree of the investigator and the name of institution where the study will be performed), details of contact such as phone numbers, E-mail id's and lines for signatures of investigators.
The main contents of the proposal may be presented under the following headings: (i) introduction, (ii) review of literature, (iii) aims and objectives, (iv) research design and methods, (v) ethical considerations, (vi) budget, (vii) appendices and (viii) citations.[ 4 ]
It is also sometimes termed as ‘need for study’ or ‘abstract’. Introduction is an initial pitch of an idea; it sets the scene and puts the research in context.[ 6 ] The introduction should be designed to create interest in the reader about the topic and proposal. It should convey to the reader, what you want to do, what necessitates the study and your passion for the topic.[ 7 ] Some questions that can be used to assess the significance of the study are: (i) Who has an interest in the domain of inquiry? (ii) What do we already know about the topic? (iii) What has not been answered adequately in previous research and practice? (iv) How will this research add to knowledge, practice and policy in this area? Some of the evaluation committees, expect the last two questions, elaborated under a separate heading of ‘background and significance’.[ 8 ] Introduction should also contain the hypothesis behind the research design. If hypothesis cannot be constructed, the line of inquiry to be used in the research must be indicated.
It refers to all sources of scientific evidence pertaining to the topic in interest. In the present era of digitalisation and easy accessibility, there is an enormous amount of relevant data available, making it a challenge for the researcher to include all of it in his/her review.[ 9 ] It is crucial to structure this section intelligently so that the reader can grasp the argument related to your study in relation to that of other researchers, while still demonstrating to your readers that your work is original and innovative. It is preferable to summarise each article in a paragraph, highlighting the details pertinent to the topic of interest. The progression of review can move from the more general to the more focused studies, or a historical progression can be used to develop the story, without making it exhaustive.[ 1 ] Literature should include supporting data, disagreements and controversies. Five ‘C's may be kept in mind while writing a literature review[ 10 ] [ Table 1 ].
The research purpose (or goal or aim) gives a broad indication of what the researcher wishes to achieve in the research. The hypothesis to be tested can be the aim of the study. The objectives related to parameters or tools used to achieve the aim are generally categorised as primary and secondary objectives.
The objective here is to convince the reader that the overall research design and methods of analysis will correctly address the research problem and to impress upon the reader that the methodology/sources chosen are appropriate for the specific topic. It should be unmistakably tied to the specific aims of your study.
In this section, the methods and sources used to conduct the research must be discussed, including specific references to sites, databases, key texts or authors that will be indispensable to the project. There should be specific mention about the methodological approaches to be undertaken to gather information, about the techniques to be used to analyse it and about the tests of external validity to which researcher is committed.[ 10 , 11 ]
The components of this section include the following:[ 4 ]
Population refers to all the elements (individuals, objects or substances) that meet certain criteria for inclusion in a given universe,[ 12 ] and sample refers to subset of population which meets the inclusion criteria for enrolment into the study. The inclusion and exclusion criteria should be clearly defined. The details pertaining to sample size are discussed in the article “Sample size calculation: Basic priniciples” published in this issue of IJA.
The researcher is expected to give a detailed account of the methodology adopted for collection of data, which include the time frame required for the research. The methodology should be tested for its validity and ensure that, in pursuit of achieving the results, the participant's life is not jeopardised. The author should anticipate and acknowledge any potential barrier and pitfall in carrying out the research design and explain plans to address them, thereby avoiding lacunae due to incomplete data collection. If the researcher is planning to acquire data through interviews or questionnaires, copy of the questions used for the same should be attached as an annexure with the proposal.
This addresses the strength of the research with respect to its neutrality, consistency and applicability. Rigor must be reflected throughout the proposal.
It refers to the robustness of a research method against bias. The author should convey the measures taken to avoid bias, viz. blinding and randomisation, in an elaborate way, thus ensuring that the result obtained from the adopted method is purely as chance and not influenced by other confounding variables.
Consistency considers whether the findings will be consistent if the inquiry was replicated with the same participants and in a similar context. This can be achieved by adopting standard and universally accepted methods and scales.
Applicability refers to the degree to which the findings can be applied to different contexts and groups.[ 13 ]
This section deals with the reduction and reconstruction of data and its analysis including sample size calculation. The researcher is expected to explain the steps adopted for coding and sorting the data obtained. Various tests to be used to analyse the data for its robustness, significance should be clearly stated. Author should also mention the names of statistician and suitable software which will be used in due course of data analysis and their contribution to data analysis and sample calculation.[ 9 ]
Medical research introduces special moral and ethical problems that are not usually encountered by other researchers during data collection, and hence, the researcher should take special care in ensuring that ethical standards are met. Ethical considerations refer to the protection of the participants' rights (right to self-determination, right to privacy, right to autonomy and confidentiality, right to fair treatment and right to protection from discomfort and harm), obtaining informed consent and the institutional review process (ethical approval). The researcher needs to provide adequate information on each of these aspects.
Informed consent needs to be obtained from the participants (details discussed in further chapters), as well as the research site and the relevant authorities.
When the researcher prepares a research budget, he/she should predict and cost all aspects of the research and then add an additional allowance for unpredictable disasters, delays and rising costs. All items in the budget should be justified.
Appendices are documents that support the proposal and application. The appendices will be specific for each proposal but documents that are usually required include informed consent form, supporting documents, questionnaires, measurement tools and patient information of the study in layman's language.
As with any scholarly research paper, you must cite the sources you used in composing your proposal. Although the words ‘references and bibliography’ are different, they are used interchangeably. It refers to all references cited in the research proposal.
Successful, qualitative research proposals should communicate the researcher's knowledge of the field and method and convey the emergent nature of the qualitative design. The proposal should follow a discernible logic from the introduction to presentation of the appendices.

A research proposal is a roadmap that brings the researcher closer to the objectives, takes the research topic from a purely subjective mind, and manifests an objective plan. It shows us what steps we need to take to reach the objective, what questions we should answer, and how much time we need. It is a framework based on which you can perform your research in a well-organized and timely manner. In other words, by writing a research proposal, you get a map that shows the direction to the destination (answering the research question). If the proposal is poorly prepared, after spending a lot of energy and money, you may realize that the result of the research has nothing to do with the initial objective, and the study may end up nowhere. Therefore, writing the proposal shows that the researcher is aware of the proper research and can justify the significance of his/her idea.

A proposal does just what it sounds like it would do: it proposes a project or idea to a reader, often seeking either necessary approval or funding to begin that project.
If you are enrolled in WRIT 3562W, you will create a proposal for your formal report. Your proposal should be a research plan; in it, you ask a question and articulate a plan to investigate that question. Part of this plan includes a detailed description of the types of research you will conduct, an explanation of why that type of research makes sense for your question, and a timeline that shows when you expect to complete different stages or elements of your research project.
Your proposal should start by asking a question or identifying a problem. Your research question–some unknown related to the problem you’ve identified–will then lead your research investigation. The findings of this investigation will make up your report: our next assignment (which is the formal report , described in Section 4.5 ).
Take another look at our conversation about research in Section 1.5 , and consider how the research process begins with an unknown or a question or a dissonance. In your proposal, you get to articulate that question for your reader, and explain why it’s an important unknown, problem, or question that is worth investigating. Part of this work includes situating your research question or unknown in a body of research. In other words, show your reader (and make sure for yourself!) that you are investigating something that is currently unknown but that is connected to other research investigations. Your proposal will include summarizing and synthesizing research so that you can really make sense of how YOUR question fits into an ongoing conversation.
Proposals must articulate a problem but also work to convince readers that the problem 1) exists and 2) matters. Proposals work to persuade as well as inform. Take common problems related to environmental justice or equity, for example. How might you articulate a specific problem related to climate change? How might you convince your audience that the problem is worth investigating? How can you develop a research plan that allows you to address this specific problem?
One challenge of writing a proposal is moving from a big problem, or topic, to a small, manageable question. The scope of your proposal will depend upon the time and resources you are able to allocate to your project. Like with any other genre, proposals respond to a rhetorical situation and are written for a specific audience. Often, your proposal will be tailored to fit specific requirements (for a funding opportunity, from your workplace, or for a specific assignment). For example, if you want to research the declining loon population in Minnesota, you have to first develop a very specific unknown related to that bigger problem. You also have to work–using research and a rhetorical approach–to convince your reader that this specific problem is relevant and important. Some questions to ask as you begin your process of moving from the problem of “declining loon population” to something specific and manageable might be:

Proposals are a common genre for technical and professional communicators, and while they adhere to certain genre conventions, they must also respond to their specific rhetorical situation. Proposals can take so many forms and contain various features; some things that proposals nearly always do are:
When creating a proposal for your formal report, you will focus on developing a question that grows out of a problematic situation. You will then articulate your research plan and timeline, describing how you will address that specific, nuanced question in your report. You will describe your research methods and approaches and help your reader to understand the work you plan to do.
Young, Becker, and Pike, in their text cited at the end of this section, outline a process for articulating specific, answerable questions, which are the starting points to meaningful research (or to other types of projects). They say that research often begins with a “problematic situation,” or something called a “cognitive dissonance.” A cognitive dissonance describes a situation in which your own experience or worldview “bumps up against” does not align with some new information, experience, or a different worldview. Young et al. argue that many people choose to resolve the dissonance by ignoring or rationalizing the new information in a way that does not require them to revise their own worldview. This approach, as we understand it, goes directly against work towards diversity equity and inclusion. As technical communicators and as problem solvers, your job is to engage diverse perspectives and to reconstruct your understanding of a situation or topic based on new, even conflicting, information. So, this experience of a “cognitive dissonance” can begin meaningful inquiry and work!
Let’s say, for example, that you believe wearing masks are ineffective when it comes to protecting the wearer. You remember hearing that this was the case at the beginning of the Covid-19 pandemic. You also remember reading that the virus particles were so small that they could easily pass through a mask.
Months later, masks are being recommended by most healthcare professionals. Data on masks shows that they are an effective way to prevent the spread of Covid-19.
You might experience this new recommendation as a cognitive dissonance . On the one hand, you remember reading that masks were not effective (unless they were N95 masks). You also remember learning that Covid-19 particles could pass through the masks. On the other hand , you read that masks are recommended and even required in certain spaces, and that data shows they are effective in preventing the spread of Covid-19.
As researchers, encountering a cognitive dissonance like this one might lead you to identify some specific unknowns . Unknowns that are contributing to the dissonance describe here might include:
Each of these unknowns can lead to a proposal, which would sketch out a plan for research. These unknowns would be revised into research questions that lead to a specific route. The way that a question is phrased determines the type of research you would do (for example, asking “what do parents think about mask mandates in schools” leads to very different research from something like “are cloth masks effective measures to prevent the spread of Covid-19 in school settings”).
Let’s work through another example of a cognitive dissonance that can lead to formulating a research question. A problematic situation might be one describe above in the caption under the image for the common loon. A dissonant situation might be something like, on the one hand , wildlife preservation efforts often focus on the actions of individuals. Public campaigns to save the loon’s habitat in Minnesota emphasize the importance of consumers to make better choices and to keep the lakes clean by not feeding wildlife and picking up their own trash. On the other hand , research indicates that specific events, such as the 2010 Deepwater Horizons oil rig explosion, make the most significant negative impacts on wildlife habitats. The actions of individuals make little difference in preservation efforts. The cognitive dissonance might lead a researcher to question: what factors most significantly contribute to the disappearance of the loon’s habitat? Some unknowns include:
These are just some of the potential unknowns that can lead to specific, nuanced, and manageable research questions. Consider how questions that are too “big” (like “How can we save the Minnesota loon?”) can make a research project unmanageable. Consider, too, that some questions are more difficult to answer, especially questions that lead to “yes” or “no” or “black and white/all or nothing” types of answers.
Finally, along with explaining how research questions evolve out of cognitive dissonances, Young et al. say that there are no problems existing out in the world waiting to be solved; technical communicators solve problems, but they also must explain and convince WHY something is problematic in the first place. Do not assume that your reader already understands or knows why a situation is problematic or why an unknown is worth investigating. Part of your job, in a proposal, is to demonstrate THAT a problem exists and to explain WHY this problem is worth addressing.
Proposals are engaged with social justice, and the work of creating a proposal is concerned with diversity, equity, and inclusion, because a proposal works to solve a problem. To solve or address a problem, keep in mind who the stakeholders are: whom does this problem affect? Who stands to benefit, and who stands to lose? Why are you working to address this problem, and what perspectives are you considering when you do this work?
Another way that proposals engage diversity, equity, and inclusion comes into play in how proposals engage other texts and use research. Part of the work of a proposal includes 1) articulating an unknown or a problem and 2) situating that problem in a body of research. Remember that citational practices are one way to engage equity and inclusion. Which voices do you include in your research and in your approach to answering a question? Which perspectives can you consider as you engage a question or a problem from various perspectives?
As you come up with a topic for your proposal, try to think through a problematic situation or cognitive dissonance that you have experienced. Perhaps there was a time when you read something for a course that conflicted with your own experience of the world. Or, perhaps a friend or roommate shared an experience that did not match your own. Or, perhaps you read or experienced something that didn’t “add up” based on your understanding of the world. Engaging a dissonance–rather than dismissing it or rationalizing it away–is one way to work diversity, equity, and inclusion into a proposal from the very beginning. Because a dissonance happens when two conflicting world views or experiences “push against” each other, engaging that dissonance through thoughtful research means engaging different perspectives and voices. Work to address your own biases and to recognize where and how you can seek out information and expertise. Take another look, too, at Section 1.5 and consider how you can work DEI into your research plan. Remember that it’s important to consider whose voices are included when conducting both primary and secondary research.

Activity and Reflection: Identifying an Unknown
Read Young, Becker, and Pike’s book chapter on “Identifying and Stating the Problem” from the book Rhetoric, Discovery, and Change . [1] [2]
In this text, Young et al. describe the process of articulating a research problem as something that begins with a felt discomfort, or a cognitive dissonance. Remember that they stress that problems don’t exist separate from people: there are not problems out in the world waiting to be discovered. Rather, problems exist for someone. The job of a researcher is to let a problem turn into a generative project. So, let the problem be the starting point for asking questions and finding solutions.
They describe, for example, an experience that someone had who is an expert in bees. This person had read another study that claimed invertebrates (which includes bees) are colorblind. Our bee expert said that this study caused a cognitive dissonance, because it clashed with what he knew about bees and the variety of colors of flowers. He said that, if bees are colorblind, then what is the biological significance of flowers having such a variety of colors?
Rather than dismiss this other study, our bee expert turned this cognitive dissonance–two things that did not sit well together–into years of research.
This text is written for folks doing research in the social sciences; how might this way of framing and describing problems from Young et al. be useful for technical communicators?
Remember that technical communicators work to solve problems, and that they work to communicate complex information to a variety of audiences. In their work, they often run into cognitive dissonance, where new information or a new experience–or a new member on your writing team with different expertise or knowledge–bumps up into previously existing ways of doing things. Technical communicators are often tasked with creating formal reports that chronicle systemic investigations into existing problems and that propose solutions based on the data collected (we will describe formal reports next!). Before jumping into a large project, a proposal helps you to really clearly articulate the problem and your proposed plan. The method of developing and articulating answerable questions that Young et al. describe is a useful approach when you develop your proposal.
For this activity, consider a cognitive dissonance or problematic situation that you have run into in your major, that is relevant to your field, or that has grown out of another course. Take some time and describe that problematic situation in just 1-2 paragraphs.
Once you have described the situation, articulate 2-3 specific, researchable unknowns. So, for example, if the problematic situation is that, on the one hand, a report claims that invertebrates are colorblind and, on the other hand, bees seem to prefer flowers that are certain colors, what are the unknowns or questions contributing to this situation? Some unknowns might be:
You can probably come up with even more unknowns: from one problematic situation there are many questions that you might ask. Remember that the way you ask a question determines, in part, what the answer can be. Consider the three questions above, and the different research paths that each would lead to.

Sometimes writing a paper comes easily, but more often writers work hard to generate ideas and evidence, organize their thoughts, draft, and revise. Experienced writers do their work in multiple steps, and most engage in a recursive process that involves thinking and rethinking, writing and rewriting, and repeating steps multiple times as their ideas develop and sharpen. In broad strokes, most writers go through the following steps to achieve a polished piece of writing:
Like other kinds of writing projects, a proposal starts with assessing the rhetorical situation —the circumstance in which a writer communicates with an audience of readers about a subject. As a proposal writer, you make choices based on the purpose for your writing, the audience who will read it, the genre , and the expectations of the community and culture in which you are working. The brainstorming questions in Table 6.1 can help you begin:

Write a proposal that discusses a problem you want to learn more about and that recommends a solution. The problem you choose must be a current problem, even though it may have been a problem for many years. The problem must also affect many people, and it must have an actual solution or solutions that you can learn about through research. In other words, the problem cannot be unique to you, and the solution you recommend cannot be one you only imagine; both the problem and the solution must be grounded in reality.
One way to get ideas about a problem to write about is to read a high-quality newspaper, website, or social media account for a week. Read widely on whatever platform you choose so that you learn what people are saying, what a newspaper’s editorial board is taking a stand on, what opinion writers are making cases for in op-eds, and what community members are commenting on. You’ll begin to get a handle on problems in your community or state that people care about. If you read a paper or website with a national or international audience, you’ll learn about problems that affect people in other places.
You will need to consult and cite at least five reliable sources. They can be scholarly, but they do not have to be. They must be credible, trustworthy, and unbiased. Possible sources include articles from reputable newspapers, magazines, and academic and professional journals; reputable websites; government sources; and visual sources. Depending on your topic, you may want to conduct a survey, an interview, or an experiment. Your proposal can include a visual or media source if it provides appropriate, relevant evidence.
Another Lens. Another way to approach a proposal assignment is to consider problems that affect you directly and affect others. Perhaps you are concerned about running up student loan debt. Or perhaps you worry about how to pay your rent while earning minimum wage. These concerns are valid and affect many college students around the United States. Another way is to think about problems that affect others. Perhaps students in your class or on your campus have backgrounds and experiences that differ from yours— what problems or challenges might they have encountered during their time in college that you don’t know about?
As you think about the purpose and audience for your proposal, think again about the rhetorical situation, specifically about the audience you want to reach and the mode of presentation best suited to them and your purpose. For example, say you’re dissatisfied with the process for electing student leaders on your campus. If your purpose is to identify the problems in the process and propose a change, then your audience would include other students, the group or committee that oversees student elections, and perhaps others. To reach other students who might also be dissatisfied, you might write an article, editorial, or letter for the campus newspaper, social media page, or website, depending on how students on your campus get news. In addition, you might organize a meeting of other students to get their input on the problem. To reach the decision makers, which may include elected students, faculty, and administrators, you might need to prepare an oral presentation and a slide deck.
Below in Figure 6.7 are three slides from Shawn Krukowski’s proposal that he adapted for a presentation: the title slide, a slide on one aspect of the problem, and a slide introducing one of the proposed solutions.
A proposal must address a real-life problem and present one or more workable solutions. Usually, problems worth writing about are not easily solved; if they were, they would no longer be considered problems. Indeed, problems in proposals are often complex, and solutions are often complicated and involve trade-offs. Sometimes people disagree about whether the problem is a problem at all and whether any proposed solutions are viable solutions.
One way to generate ideas about a problem is to brainstorm. To explore a topic for your proposal, use a graphic organizer like Table 6.2 to write responses to the following statements and questions:

For example, perhaps you’re considering a career in information technology, and you’re taking an IT class. You might be interested in exploring the problem of data breaches. A data breach is a real-world problem with possible solutions, so it passes the first test of being an actual problem with possible solutions. Your responses to the questions above might look something like those in Table 6.3 :

Many problems for a proposal can be too broad to tackle in a single paper. For example, the sample above reveals that data breaches are indeed a problem but that several aspects can be explored. If you tried to cover all the aspects, you would be left writing general paragraphs with little specific information. The topic needs to be narrowed and focused.
The data breaches example above could be narrowed to the following problems—and possibly even more. Note that the questions start to zero in on possible solutions, too. In your own writing, as you brainstorm, try placing subtopics you discover into their own categories and asking more questions, as shown in Table 6.4 .

The following broad topics are potentially suitable as a start for a proposal. Choose one of these or one of your own, and ask the exploring questions. Then look at your responses, and ask focusing questions. Continue to focus until you have a specific problem that you can discuss in sufficient depth and offer a concrete solution or solutions.
Proposals are rooted in information and evidence; therefore, most proposal assignments require you to conduct research. Depending on your assignment, you may need to do formal research, an activity that involves finding sources and evaluating them for reliability, reading them carefully and taking notes, and citing all words you quote and ideas you borrow. See Research Process: Accessing and Recording Information and Annotated Bibliography: Gathering, Evaluating, and Documenting Sources for detailed instruction on conducting research. If you are proposing a solution to a problem in your local community or on your campus, you may need to conduct primary research as well, such as a survey or interviews with people who live or work there.
Whether you conduct in-depth research or do background reading, keep track of the ideas that come to you and the information you learn. You can write or dictate notes using an app on your phone or computer, or you can jot notes in a journal if you prefer pen and paper. Then, when you are ready to begin to organize what you have learned, you will have a record of your thoughts and information. Always track the source of the information you gather, whether from your reading or a person you interviewed, so that you can return to that source if you need more information and can credit the source in your paper.
You will use evidence to demonstrate that the problem is real and worthy of being solved and that your recommended solution is workable. Choose evidence for your proposal that is rooted in facts. In addition, choose evidence that best supports the angle you take on your topic and meets your instructor’s requirements. Cite all evidence you use from a source. Consider the following kinds of evidence and examples of each:
Definition : an explanation of a key word, idea, or concept.
The Personal Data Notification & Protection Act of 2017 defines a security breach as “a compromise of the security, confidentiality, or integrity of, or the loss of, computerized data that results in… (i) the unauthorized acquisition of sensitive personally identifiable information; or (ii) access to sensitive personally identifiable information that is for an unauthorized purpose, or in excess of authorization.”
Example : an illustration of an idea or concept.
Every month, university staff members receive a fake phishing email from the IT department. The goal is to train employees of the university to be critical readers of every email they receive.
Expert opinion : a statement by a professional whose opinion is respected in the field.
In The Sixth Extinction , science writer Elizabeth Kolbert observes that humans are making the choice about “which evolutionary pathways will remain and open and which will be forever closed” (268).
Fact : information that is true and can be proven correct or accurate. Statements of fact are built on evidence and data.
In March and April of 2020, 43 states in the United States issued orders directing residents to stay home except for essential activities.
Interview : a person-to-person, phone, or remote conversation that involves an interviewer posing questions to another person or group of people.
During an interview, I asked about parents’ decisions to vaccinate their children. One pediatrician said, “The majority of parents see the benefits of immunizations for their children and for public health. For those who don’t, I talk to them and try to understand why they feel the way they do.”
Quotation : the exact words of an author or speaker.
According to the Federal Aviation Administration, SpaceX was required to conduct a “comprehensive review of the company’s safety culture, operational decision-making, and process discipline,” in addition to investigating the crash of its prototype spacecraft (Chang).
Statistics : numerical fact or item of data.
According to the Environmental Protection Agency, more than 40 million tons of food waste were generated in 2017, comprising 15.2% of all trash sent to landfills (DeSilver).
Survey : a structured interview in which respondents are all asked the same questions and their answers are tabulated and interpreted. Surveys reveal attitudes, beliefs, or habits of the general public or segments of the population.
In a survey of adults conducted in July 2020, 64 percent of respondents said that social media have a mostly negative effect on American society (Auxier).
Drafting a thesis.
When you have a solid grasp of the problem and solution, try drafting a thesis . A thesis is the main idea that you will convey in your proposal and to which all the paragraphs in the paper should relate. In a proposal, you will likely express this main idea in a thesis statement of one or two sentences toward the end of the introduction.
For example, in the thesis statement Shawn Krukowski wrote for his proposal on climate change, he identifies the problem and previews the solutions he presents:

After you draft a thesis statement, ask these questions and revise it as needed:
A proposal has a recognizable shape, starting with an introduction, followed by discussions of the problem, possible solutions, potential objections to the solutions, and a conclusion with a recommendation. A graphic organizer like Table 6.5 can help you organize your ideas and evidence.

With a tentative thesis, an organization plan, and evidence, you are ready to begin drafting your proposal. For this assignment, you will discuss a problem, present possible solutions, address objections to the solutions, and conclude with a recommendation.
You may choose to write the introduction first, last, or midway through the drafting process. Whenever you choose to write it, use it to draw readers in. Make the proposal topic clear, and be concise. End the introduction with your thesis statement.
Opening a proposal with an overview of your topic is a reliable strategy, as shown in the following student-written example on women working in IT. The thesis statement, which appeared earlier in this section, is underlined:

The body paragraphs of your proposal should present the problem, the solution or solutions, and potential objections to the proposed solution(s). As you write these paragraphs, consider using the point , evidence , and analysis pattern:

Follow the introduction with a discussion of the problem. Using paragraph structure, define the problem and discuss it, drawing on evidence from your sources. This paragraph (or paragraphs) should answer these questions: What is the problem? Why is this a problem? The following example, from the proposal on women working in IT, answers the first question:

In fact, the pool of IT professionals was so small that in 2001, Congress raised the visa limit in an effort to fill the gap with employees from overseas (Varma, 2002). The writer then goes on to answer the second question: Why is this a problem? The writer discusses stereotypes, lack of encouragement and role models, workplace culture, pay, and prospects for advancement (not shown here).
After presenting and explaining the problem, use specific information from the sources you consulted to present the solution or solutions you have discovered through your research. If you are proposing more than one solution, present them one at a time, using headings as appropriate.
The solutions section will likely be the longest part of your proposal. Below are two paragraphs from the proposal about women working in IT. Note how the first paragraph introduces the solutions and how the second paragraph uses evidence to develop the first proposed solution. Also note the informative boldface headings.

Depending on the problem and solution, consider the objections readers may raise, and explain why your proposal is necessary and worthwhile. For example, the proposal on women in IT does not discuss objections because few people would object to the writer’s proposal. Shawn Krukowski, however, in his proposal on climate change, includes a section on objections to taking action. He focuses the discussion on people who deny that climate change is a problem. Would you do the same? Consider whether this section of Shawn’s proposal might have been stronger had he addressed objections to the solutions he proposed—mitigation and adaptation—instead of objections to the problem.

The conclusion and recommendation section of your proposal is the part in which you interpret your findings and make a recommendation or give a call to action. At this point, focus on the solution that will best solve the problem, suggesting or summarizing specific actions.
Below is the recommendation section from the proposal about women in IT. In the full conclusion (not shown here), the writer summarizes the main points of the proposal. In the recommendation paragraph that follows, the writer calls for specific actions:

Including any data you gathered through primary research, such as a survey you created and administered, interviews you conducted, or observational notes you took, you must cite the sources you consulted. These sources appear in the text of your proposal and in a bibliography at the end. The paragraphs in the previous section, including Shawn Krukowski’s proposal, use APA documentation style. An abstract (or executive summary) summarizes your proposal. The purpose is to present information briefly and economically so that readers can decide whether they want to read further. Include your main points, but not the evidence.
Although an abstract or executive summary comes first in a proposal, it is advisable to write it after you have completed your proposal and are certain of your main points. The example below is the abstract from the proposal about women in IT.
student sample text The purpose of this proposal is to raise awareness of the small number of women working in the information technology (IT) field, to examine the factors that contribute to discouraging women from entering IT, and to propose ways to draw women into the field and retain them. Although the IT field is growing, the number of women employed within it remains low. Women who have already established a career in IT report leaving the field for these reasons, as well as family responsibilities and lack of advancement. There are several potential ways to raise the number of women in IT. Encouraging interest in computer technology among girls in middle school and high school, recruiting college-age women to study IT, mentoring young professional women, and improving workplace flexibility will, over time, break down stereotypes and increase the number of women in the IT field. end student sample text
With a complete draft in hand, you may engage in peer review with your classmates, giving feedback to each other about the strengths and weaknesses of your drafts. For peer review within a class, your instructor may provide a list of questions or a form for you to complete as you work together.
Other people can provide feedback on your writing beside your classmates. If you have an on-campus writing center, it is well worth your time to make an online or in-person appointment with a tutor at any point in your writing process. You will get valuable comments and improve your ability to review your own writing.
Another way to get fresh eyes on your writing is to ask a friend or family member to read your draft. To get useful feedback, provide a list of questions or a form such as the one shown in Table 6.6 for them to complete as they read.

A strong college paper is rarely written in a single draft, so build in time to revise your work. Take time with the comments you receive from your readers, and read your own work with a critical eye.
When you receive feedback from readers—whether from your instructor, your classmates, a writing tutor, or someone else—read each comment carefully to understand what the reader is communicating. Do your best not to become defensive, and be open to suggestions for improvement. Remind yourself that your readers are trying to help. As someone who hasn’t thought about your proposal as much as you have, a new reader can often see strengths and weaknesses that you cannot. Analyze each response, and decide whether acting on a suggestion will make your writing better. Remember that you remain the author, and you make the final call on your writing.
As you read, keep track of the comments your readers make. Pay special attention to strengths and weaknesses that more than one reader identifies. Use that information to improve later assignments as well as your proposal.
The following revising strategies can help you read your draft critically and carefully:
Publishing is a final step in the writing process. You may want to consider publishing your full proposal in your campus newspaper (or rewriting it as a letter to the editor) if your topic is related to your school. Or you may want to present it to an organization or committee on campus that can help you make your solution a reality. If your topic is related to the community in which you live, consider submitting your proposal to the local newspaper or presenting it at a city council meeting. (Note that if you decide to present your proposal orally, you’ll need to figure out in advance the procedure for speaking or getting on a meeting agenda.) A proposal is a document intended to persuade someone to act on your recommendations.
Audience : Proposals are written in fields such as business, government, and science, among others. Identify your audience and consider what arguments will be the most persuasive.
Formality : Informal proposals can be an email or a memo (if circulated within a business), or a letter (when sent outside of a business). Formal proposals usually take on the same format as reports; therefore, they typically include a title page, table of contents, abstract or executive summary, (possibly) a letter of transmittal, appendices, and list of sources cited.
Solicited vs. unsolicited : Solicited proposals are submitted at the request of a client or customer who evaluates and selects the proposal that best meets their needs. An unsolicited proposal goes out in the hopes that the recipient will acknowledge a need and decide that you, as solicitor, are the one to address it.

Planning Proposals suggest solutions to a problem or provide ideas for improvement. Example: A planning proposal might be an appeal for funding to expand a campus newspaper, the architectural plan for new services at a ski area, or a plan to expand energy alternatives to fossil fuels. Research or Grant Proposals request consent and financial support for research projects. Research proposals are solicited by many agencies, some of which include the National Science Foundation and the National Institutes of Health. In these cases, proposal readers will normally be other scientists, so writers can use language that is suitable for other experts. Example: A chemist at a university might address a research proposal to the Environmental Protection Agency for funds to identify toxic contaminants in local groundwater. Sales Proposals suggest services or products and may be solicited or unsolicited. The scope of the proposal is set by the client or by a thorough your investigation of the kinds of information your audience needs in order to make a purchase decision.
