Singapore International Graduate Award (SINGA)

The Singapore International Graduate Award (SINGA) is open to international students (non-Singaporeans/non-PRs) keen on Science and Engineering research.

Participating companies partner with SIT to jointly scope and supervise the SIT-SINGA trainees’ postgraduate R&D projects. The SIT-SINGA trainees work on these company-driven projects while earning their doctorate/graduate degree.

  • Trainees are expected to spend their time working on jointly identified approved research project within SIT and the company’s facilities.
  • Trainees will be supervised by an SIT faculty member and a company staff with appropriate research qualifications.

Application information

There are 2 intakes for SIT-SINGA;

  • January intake: application period is open from 2 December to 1 June.
  • August intake: application period is open from 2 June to 1 December.

Interested companies will jointly scope research projects with identified SIT faculty before submitting the research proposal to SIT for consideration.

Eligibility as a Company Partner

  • Singapore-based entity.  Companies should be registered and operating in Singapore.
  • Assigning suitable company R&D leaders to be supervisors to supervise the project.  The proposed company supervisor(s) should possess the relevant expertise and qualifications to supervise the trainee(s) on the IPP project topic(s).
  • Having visibility of the R&D roles in which the trainee(s) will be deployed upon completion of the IPP project.
  • Companies should also have the financial ability and commitment to support the trainee(s) for the entire duration of the IPP.
  • Demonstrate commitment to support trainee(s) towards attaining a postgraduate degree within stipulated candidatures.

Contractual Agreement & Intellectual Property Arrangements

  • Companies will work with SIT’s Innovation and Technology Transfer (ITT) Division and Legal Division to formulate a contractual agreement for each research project undertaken by the trainee(s), company and SIT.
  • The agreement will include clauses related to salary, tuition fees, the extent of commitment by all involved parties, conference travel, insurance, publications, consumables, utilisation of equipment and any other indirect costs which may arise during the IPP.
  • The company and SIT will also need to agree on Intellectual Property (IP) arrangements arising from the projects undertaken by the trainee(s). 

Company’s contributions

  • Supervises and hosts trainee(s) at company’s research facility.
  • Funds all project costs and trainee-incurred expenses (eg. insurance, equipment, travel, conferences, publications, etc).

Applicants will need to complete and submit the online application form after uploading all required supporting documents through the application portal by the given deadline. Scholarship applicants are expected to upload an endorsed Letter of Recommendation and their SIT Record of Achievement (where applicable).

  • Identification card or Passport.
  • A recent passport-sized photo (in .jpeg or .png format).
  • Bachelor’s and/or Master’s academic transcripts.
  • Bachelor’s Degree certificate(s) / scroll(s) or a letter of certification from the university on your candidature if your degree certificate / scroll has not yet been conferred.
  • Two recommendation reports minimum (to be completed and submitted online by the referees).

(5) Fill the application form.

  • Do not mail any hard copy documents to SINGA Office. All necessary documents are to be submitted online.

The Singapore International Graduate Award (SINGA) is a collaboration between the Agency for Science, Technology & Research (A*STAR), the Nanyang Technological University (NTU), the National University of Singapore (NUS) and the Singapore University of Technology and Design (SUTD).

ELIGIBILITY

Applicants must:

  • Singaporeans and other nationals are welcome to apply 
  • Non-Singaporeans must have completed or are on track to complete a degree in a Singapore autonomous university
  • Satisfy criteria for and seek admission to PhD or EngD programme in an autonomous university
  • Have obtained, or are on track to obtain, at least a 2 nd Upper Class Honours degree or equivalent in a relevant discipline
  • Applicants who are in the last semester of their final year of undergraduate studies are welcome to apply; however, successful candidates will only be awarded the scholarship if they obtain at least a 2 nd Upper Class Honours or equivalent results that meet A*STAR’s requirements
  • Have strong interest in a research career

  • Singaporeans and other nationals are welcome to apply

  • On track to attain excellent academic standing for current degree
  • Good research potential and/or achievements
  • Current university supervisor to be at least 1 out of the 2 academic referees

A*STAR may include additional selection criteria based on prevailing scholarship policies. These policies may be amended from time to time without notice.

Successful applicants will be given the following support* for up to 4 years :

  • Support for up to 12 months of overseas attachment

Mid-term AGS awardees will be offered the same terms of support as the full-term AGS awardees from the point of the award, with retrospective payment for all tuition fees and/or any compulsory fees from Year 1 of study onwards.

Singaporeans and Singapore Permanent Residents: No service commitment

Non-Singaporeans: 3-year service in Singapore-based companies^ without commitment to any specific organization. The area of work should preferably be in Biomedical Sciences, Physical Sciences or Engineering. 

^Singapore-based companies refer to local companies and international companies that have a base in Singapore and which is registered with the Accounting & Corporate Regulatory Authority (ACRA).

The Singapore International Graduate Award (SINGA) is a collaboration among the  Agency for Science, Technology & Research   (A*STAR) , the  Nanyang Technological University (NTU) , the  National University of Singapore (NUS) , the  Singapore University of Technology and Design (SUTD) , the  Singapore Management University (SMU) , and the  Singapore Institute of Technology (SIT) . It is a bond-free award offered to international students with excellent academic undergraduate and/or master's results, and strong interest in doing research leading to a doctorate (PhD) or an EngD in Science and Engineering at a Singapore University.

Interested students can choose to do PhD or EngD training at A*STAR research institutes, NTU, NUS, SUTD, SMU or SIT. Upon successful completion, students are conferred a PhD or EngD degree by either NTU, NUS, SUTD, SMU or SIT.

Singapore is the gateway to some of the fastest-growing economies in the Asia Pacific region. And with SINGA, you can pursue your PhD or EngD education in Singapore, establish global links and take your research career to greater heights.

  • Two recommendation reports (completed and submitted online by referees)
  • GRE scores (for applicants to NUS supervisors/projects)
  • IELTS/TOEFL/SAT I & II/GATE results (optional, requested later by the university for admission)

Singapore International Graduate Award Scholarship 2025-26

The Singapore International Graduate Award collaborates with the Agency for Science, Technology & Research (A*STAR) and five other Singaporean Universities. Applications are open to apply for the Singapore International Graduate Award Scholarship (SINGA) for the August 2025 intake. The Scholarship is open exclusively to undertake PhD or EngD degrees from NTU, NUS, SUTD, SMU, or SIT University. People from all over the world can apply. SINGA covers all the expenses.

GRE / IELTS / TOEFL / SAT I & II / GATE scores are not required at the time of application. But it may be required later from the institute in which you are applying. If you are invited for an interview, the selection panel will assess your command of spoken and written English during the interview. The duration of the SINGA award is four years. The Awardees of the Singapore International Graduate Award (SINGA) will be awarded with the following benefits:

  • Total Tuition Fees are covered.
  • Monthly stipend of S$2200. It can be increased to S$2,700 after the passing of the Qualifying Examination
  • One-time Airfare Grant of up to S$1,500
  • One-time Settling-in Allowance of S$1,000

  • You must be an international student

  • You understand that if you choose to change to an ineligible program, discontinue or withdraw (either voluntarily or involuntarily), you will become ineligible for this scholarship and have all future scholarship disbursements canceled.
  • You understand and agree that if you do not register for or drop all courses during a quarter where the scholarship is disbursed, you forfeit the scholarship for that quarter and will be responsible for all tuition amounts not otherwise covered by financial aid. If you register, but do not remain enrolled through the first two weeks of the quarter or billing session you will forfeit the award for the missed quarter or billing session. The missed quarter will count as an unenrolled quarter for purposes for continued scholarship eligibility.
  • You understand that if you take three or more consecutive quarters off (unenrolled quarters), you will forfeit the scholarship benefits.
  • You agree that if you are conferred a degree and start your next degree within three quarters of graduation, your scholarship will carry over to your next degree if that program is also eligible for this scholarship. 
  • The scholarship may decrease the amount of funding you are eligible to obtain from other sources.
  • You understand and agree that you may not use the scholarship funds to pay for a repeat course, including repeats due to dropped courses that resulted in a final grade of WF (Withdraw Fail) or WP (Withdraw Pass).
  • You understand and agree that this scholarship has no cash value, and under no circumstance will you be eligible for a refund, cash payment or any other compensation for the value of unused scholarship funds and/or disbursements.
  • You understand and agree that if your tuition is billed to an employer or sponsor, the scholarship is applied first to tuition charges and then the sponsor is billed the remaining net tuition amount. 
  • You understand and agree that, if awarded this scholarship, you must read and agree to terms presented in the award agreement (which will be sent to you) before your scholarship funds will be applied to your student account.
  • You understand and agree that in all cases, the scholarship is offered at Strayer University’s discretion.

We are proud that Mr. Sam Cheng Chun Wun , a CityUHK BSc in Computing Mathematics (BSCM) local graduate, received a four-year full scholarship of HK$2 million to pursue his PhD study in Mathematics of Information at the University of Cambridge. Currently, he is a PhD student under the co-supervision of Professor Carola-Bibiane Schönlieb and Dr. Angelica I. Aviles-Rivero, at the Cambridge Image Analysis Group within the Department of Applied Mathematics and Theoretical Physics.

Sam graduated with First-Class Honours from BSCM programme at CItyUHK in 2023. When studying at CityUHK, Sam was on the Dean’s List thrice. With support from the College of Science (CSCI), he participated in the Overseas Internship Scheme from May to Aug 2022 and worked on a summer research project about Neural Ordinary Differential Equations (NODEs) and medical image segmentation at the University of Cambridge. He achieved Top Quartile results in the 2022 Simon Marais Mathematics Competition (SMMC), partnering with Toromanovic Jovan (a student of BSc in Computer Science) and won the “Pair- Best-in-University Prizes, East Division” Prize in the competition.

City University of Hong Kong's Mathematics Department has played a crucial role in shaping my academic and personal growth,” Sam shared. Admission Requirements           Guide to Applying Student Affairs Concentration Handbook

How do I apply? What is required?  You can access the application from the UMD webpage. http://www.gradschool.umd.edu/application . We require a resume, personal statement, transcript(s), and three letters of recommendation. GRE scores are optional. Typically statements of goals/experiences are about 4-5 pages.

GRE Scores, GPA, and Provisional Admission GRE scores are OPTIONAL. A minimum undergraduate GPA of 3.0 is required. Students who do not meet one of these requirements, but show other evidence of outstanding potential, may be considered for provisional admission. Provisional status is removed when students maintain a graduate grade point average of 3.5 or better after 12 credits of course completion.

What can I do to strengthen my application? Use your personal statement to show us more than just your resume. We appreciate reflection on meaningful personal or professional/academic experiences (something that has made you who you are today), as well as reflection on social identities such as race, class, gender, or sexual orientation, etc.

When will I find out whether or not I have been accepted? Applicants are usually notified in February.

What is the difference between the Student Affairs and Higher Education concentrations in the HESI program?  The Higher Ed concentration generally has a strong orientation towards policy and some of the macro-level dynamics that shape higher education. For SAC masters students, the SAC curriculum has a counseling-based sequence and some required classes that focus on the development and experience of the college student. Students commonly take classes across the concentrations, and 1st year Higher Ed and SAC students take a first-year seminar together. We encourage you to review the curriculum and faculty in both concentrations.

What are some unique features of your program?   Overall our faculty address issues related to race, social identities, diversity, and inequality, and we often attract students who are interested in these issues. For the masters program, unique features include the opportunity to take an intensive practicum with either the Counseling Center or to facilitate an Intergroup Dialogue. Students note that our seminar project/seminar paper/thesis option provides a particularly rigorous culminating experience. We also have affiliate faculty who work full-time in the Division of Student Affairs who serve as mentors for our students.

What about assistantships, stipends, and tuition? Admitted students are invited to the Preview Program. Employers review resumes, students review job descriptions, and both send in preference lists. Interviews are scheduled during Preview. Over 60 assistantships were posted this year. You do not need to apply for assistantships prior to notification of admission. Both 9 and 12 month assistantships are available. Generally all attending students hold assistantships unless they are working full-time.

Can I take classes without being admitted to the program? Yes, you can take several classes without being admitted to the program. If you contact Graduate Admissions ( [email protected] ), they can advise you as to how to be admitted as an "advanced special student" so that you can take any course that is open enrollment or with instructor permission. You can view open courses at testudo.umd.edu. Some courses, but not all, may not be open to you.
