Harley-Davidson moving more motorcycle production to Thailand

Union workers strongly object to harley sending more work overseas.

Harley-Davidson is moving more motorcycle production to Thailand, angering the union workforce in Wisconsin and Pennsylvania.

The change is also notable for the iconic American company, which some years ago vowed it would never build bikes overseas for the U.S. marketplace.

“Harley-Davidson has backtracked on that promise, planning to manufacture these bikes abroad and send them to the U.S. for American consumers," Brian Bryant, president of the International Association of Machinists and Aerospace Workers, said in a statement.

“Harley-Davidson’s announcement to ship our work and jobs to Thailand is a kick in the teeth to American workers and a betrayal of the company’s legacy as an American icon. In (2019), nearly 600 IAM members at Harley-Davidson and Syncreon in Kansas City lost their jobs when the company shuttered its facility, claiming that its Thailand plant would only serve the Asian and European markets," he added.

Harley-Davidson confirmed the change but disagreed with the union on the jobs issue.

"This does not have an impact on employment at U.S. facilities," the company said.

Additionally, building on an $89 million Department of Energy grant, and as part of this move, Harley also says it's investing an additional $9 million into its U.S. manufacturing facilities to strengthen their capabilities and capacity for core products.

The Harleys that will be produced in Thailand include the popular Pan America adventure bike and the Sport series comprised of the Sportster, Nightster and Nightster Special, all using the company's Revolution-Max engine. Production of Harley's more expensive touring bikes, trikes, and Softail models will remain in the U.S., according to the company.

"As part of our overall manufacturing optimization strategy, Harley-Davidson is to temporarily transition the production of its non-core Revolution Max powertrain equipped models (Pan America, Sportster S, Nightster), to its existing manufacturing facility in Thailand, for model-year 2025," the company said.

Harley-Davidson opened a plant in Thailand in late 2018, largely in response to a 31% tariff the European Union slapped on U.S. manufactured motorcycles, which in turn was a response to then President Donald Trump's tariffs on European steel and aluminum imports.

At the time, Trump claimed Harley was using the tariffs as an excuse for moving production abroad.

"Many @harleydavidson owners plan to boycott the company if manufacturing moves overseas. Great!," Trump tweeted in August 2018.

Still, the company has struggled to grow its business and control costs.

The average age of a motorcyclist in the U.S. has risen steadily as fewer young people have stepped up to take the place of baby boomers easing out of the saddle. Harley and many other companies have fought harder for a share of the consumer dollar that’s been strained by inflation, higher mortgages, student loan debt and changes in discretionary spending.

The additional production in Thailand will hurt Harley's U.S. suppliers and likely result in job losses at their plants.

“The IAM will employ every resource at our disposal to fight this outrageous move. Harley-Davidson needs to return to the drawing board and develop a solution that keeps the production of the Sport Series and Pan America bikes where they belong—in the United States," Bryant said.

Chinese-owned automotive company MG Motor has announced plans to build a manufacturing plant and research and development center in Mexico.

Zhang Wei, president of MG Motor México, announced the plans on Wednesday in a statement that highlighted that the company has now sold 150,000 vehicles in Mexico just four years after entering the market.

“Looking to the future, we’re excited to announce plans to establish Mexico as a hub for Latin America. This includes not just a manufacturing plant, but also a research and development center,” Zhang said.

“This move will allow us not only to produce vehicles, but also generate market intelligence specifically designed for and by Latin America,” he said.

Zhang didn’t say how much MG planned to invest in the plant and R & D Center, where the facilities would be located or when construction will commence.

However, the El Economista newspaper reported that the plant will be located in central Mexico or the Bajío region and produce 100,000 vehicles per year in an initial phase of operations.

MG makes internal combustion engine vehicles as well as electric and hybrid models.

Reuters reported earlier this year that pressure from United States authorities had led the Mexican government to refuse to offer incentives to Chinese electric vehicle manufacturers planning to invest in Mexico. United States presidential candidate Donald Trump has pledged to impose heavy tariffs on cars manufactured in Mexico by Chinese companies if he returns to the White House next January.

The announcement by MG —  a company established in the United Kingdom in 1924 and acquired by state-owned Chinese company SAIC Motor Corp in 2007 — comes after major Chinese electric vehicle manufacturer BYD confirmed in February that it will open a plant in Mexico. BYD Americas CEO Stella Li said that the company’s Mexico plant will only make vehicles for the Mexican market, not for export to the United States or other countries.

Zhang said that the decision to establish an MG/SAIC plant in Mexico demonstrates “our commitment to stay and prosper” in the Mexican market and “our dedication to our customers and the country.”

He said MG’s aim is to “make Mexico a pole for growth and expansion for SAIC Group and MG Motor in Latin America and the Caribbean.”

Zhang also said that MG stablemate IM (Intelligent Mobility) is planning to sell its premium electric vehicles in Mexico.

Developers of stalled Minnesota copper-nickel mine plan studies that may lead to significant changes

MINNEAPOLIS – The developers of a long-delayed copper-nickel mining project in northeastern Minnesota announced Wednesday that they plan to conduct a series of studies over the next year on potential ways to improve environmental safeguards and make the mine more cost- and energy-efficient, which could lead to significant changes to the design.

The plan is for a $1 billion open-pit mine near Babbitt and a processing plant near Hoyt Lakes that would be Minnesota’s first copper-nickel mine and produce minerals necessary for the clean energy economy. It is a 50-50 joint venture between Swiss commodities giant Glencore and Canada-based Teck Resources. The project was renamed NewRange Copper Nickel last year , but it is still widely known by its old name, PolyMet. The project has been stalled for several years by court and regulatory setbacks, but company officials say they are still moving ahead with preparations at the site.

“The bottom line is this is all about improving efficiency, looking for ways to improve our carbon footprint, reduce greenhouse gases,” NewRange spokesman Bruce Richardson said in an interview. “If there’s a net environmental benefit, which is one of the end goals here, then it’s pretty hard to criticize.”

But environmental groups that have been fighting the project said the announcement is tantamount to an admission that the current mine plan is fundamentally flawed. They say mining the large untapped reserves of copper, nickel and platinum-group metals under northeastern Minnesota would pose unacceptable environmental risks because of the potential for acid mine drainage from the sulfide-bearing ore.

“PolyMet is rethinking every aspect of their mine plan after the courts have told them they have to do it,” Kathryn Hoffman, CEO of the Minnesota Center for Environmental Advocacy, said in an interview.

The studies in four key areas will look at alternative options for storing mine waste, for water treatment, for speeding up production and for reducing carbon emissions. Any major changes likely would be subject to additional environmental reviews and new permitting processes, which NewRange officials said would include opportunities for public comment and feedback. They stressed that nothing has been decided, and they said that they were announcing the studies in the interests of transparency for stakeholders, communities and tribes.

The current plan is to store the mine waste in the former LTV Steel iron mine tailings basin at the processing plant. Colin Marsh, NewRange’s government and external affairs director, said in an interview that they will study whether a different design for the dam at the upgraded basin, or storing waste in old iron mine pits in the area, might have advantages.

They will also look at whether a conveyor system for transporting ore from the mine pit to the plant might make more environmental sense than the current plan for using diesel-powered trains, Marsh said.

While the company contends the current plan for treating wastewater would meet the state's stringent standards for protecting wild rice beds downstream, he said they will also study whether it is feasible to improve treatment even further.

And they are going to look at whether it would be advantageous to increase daily production from the currently planned 32,000 tons per day to 40,000 tons and run the mine for around 15 years instead of 20, without raising the total amount mined over its lifetime, Marsh said. The idea would be a more efficient mine, not a bigger mine, he said.

The developers thought they had all the necessary state and federal permits in hand in 2018, but the project remains stalled by a series of court rulings. Its water discharge permit was sent back to the Minnesota Pollution Control Agency for more review. The overall permit to mine got sent back to the state Department of Natural Resources because of concerns about the waste-basin design. And the Army Corps of Engineers revoked a wetlands permit, saying it did not comply with the water quality standards set by a downstream tribe, so NewRange will have to apply for a new one to proceed.

"The fact that Minnesota regulators permitted this flawed project and have spent millions of needless dollars defending its misguided decision shows that our regulators have failed the citizens they are charged to protect,” Chris Knopf, executive director of Friends of the Boundary Waters Wilderness. said in a statement.

WASHINGTON (AP) — It was billed as the “biggest ever economic development project” in north Michigan when Gov. Gretchen Whitmer in 2022 welcomed a Chinese lithium-ion battery company’s plan to build a $2.36 billion factory and bring a couple thousand jobs to Big Rapids.

But now the project by Gotion High-Tech is in the crosshairs of some U.S. lawmakers and local residents.

Leading the charge is Republican Rep. John Moolenaar of Michigan, chairman of the House Select Committee on China, who accuses the Chinese company of having ties to forced labor and says he fears it could spy for Beijing and work to extend China’s influence in the U.S. heartland. Gotion rejects the accusations.

“I want to see this area have more jobs and investments, but we must not welcome companies that are controlled by people who see us as the enemy and we should not allow them to build here,” Moolenaar said at a recent roundtable discussion in Michigan.

Lured by the large U.S. market, Chinese businesses are coming to the United States with money, jobs and technology, only to find rising suspicion at a time of an intensifying U.S.-China rivalry that has spread into the business world.

U.S. wariness of China, coupled with Beijing’s desire to protect its technological competitiveness, threatens to rupture ties between the world’s two largest economies. That could hurt businesses, workers and consumers, which some warn could undermine the economic foundation that has helped stabilize relations.

“This is a lose-lose scenario for the two countries,” Zhiqun Zhu, professor of political science and international relations at Bucknell University, said in an email. “The main reason is U.S.-China rivalry, and the U.S. government prioritizes ‘national security’ over economic interests in dealing with China.”

Lizhi Liu, an assistant professor of business at Georgetown University, said the trend, along with the decline of U.S. investments in China, could hurt China-U.S. relations.

“Strong investment ties between the two nations are crucial not only for economic reasons but also for security, as intertwined economic interests reduce the likelihood of major conflicts or even war,” she said.

But U.S. lawmakers believe the stakes are high. Sen. Marco Rubio said at a July hearing that China is not only a military and diplomatic adversary for the U.S. but also a “technological, industrial and commercial” opponent.

“The technological and industrial high ground has always been a precursor of global power,” said Rubio, a Republican from Florida. He argued that U.S. foreign policy should take into account the country’s commercial, trade and technological interests.

The bipartisan House Select Committee on China has warned that widespread adoption in the US. of technologies developed by China could threaten long-term U.S. technological competitiveness.

U.S. public sentiment against Chinese investments began to build up during President Barack Obama’s administration, in a pushback against globalization, and were amplified after President Donald Trump came into office, said Yilang Feng, an assistant professor of business at University of Illinois at Urbana-Champaign, who studies economic nationalism and resistance to foreign direct investments in the U.S.

“The scale has increased, so has the intensity,” Feng said.

As President Joe Biden’s administration seeks to revive American manufacturing and boost U.S. technological capabilities, many politicians believe Chinese companies should be kept out.

“Can you imagine working for an American company working tirelessly to develop battery technology and then you find out that your tax dollars are being used to subsidize a competitor from China?” Moolenaar said as he campaigned against the Gotion project in his congressional district in a state that is critical in the presidential election.

Whitmer’s office has declined to comment on the project. The Michigan Economic Development Corporation told The Associated Press it has received “bipartisan support at all levels” to move forward with the project, which will create up to 2,350 jobs.

Danielle Emerson, spokesperson for MEDC, said the project is “critical to onshore the battery supply chain and create thousands of good-paying local jobs, which reduces our reliance on overseas disruptions and further protects our national security.”

Local residents of Green Charter Township, however, revolted against the project over its Chinese connections last year when they removed five officials who supported it in a recall election.

Also in Michigan, a partnership between Ford and CATL, another Chinese battery manufacturer, has been scaled back, following pushback over CATL’s potential connections to China’s ruling party.

In Worcester, Massachusetts, the Chinese biotech company WuXi Biologics paused construction of a large facility a few weeks after lawmakers introduced a bill that would, over data security concerns, ban U.S. entities receiving federal funds from doing business with a number of China-linked companies, WuXi Biologics included.

John Ling, who has helped South Carolina and Georgia attract Chinese businesses for nearly two decades, said geopolitics have been getting in the way in recent years. Chinese companies are less likely to consider South Carolina after the state senate last year approved a bill banning Chinese citizens from buying property, even though the bill has yet to clear the statehouse, Ling said.

Data by the U.S. Bureau of Economic Analysis show the total investments by China in the U.S. fell to just under $44 billion in 2023, from a high point of $63 billion in 2017, although first-year expenditures rose to $621 million in 2023, up from $531 million in 2022 but drastically down from the high of $27 billion in 2016. The figures include acquisitions, new business establishments and expansions.

Thilo Hanemann, a partner at the research provider Rhodium Group, said there’s been an upswing in new Chinese investments in the U.S. following a major decline, prompted by the end of disruptions during the COVID-19 pandemic and the need for Chinese companies to go overseas when margins at home are dwindling.

U.S. policymakers are worried that Chinese companies, beholden to the ruling Chinese Communist Party, could pose national security risks, he said, while Beijing is concerned that overseas investments could lead to Chinese technology leakage.

“Chinese companies are in between a rock and a hard place, dealing with both domestic governments in terms of not letting them go abroad and then the U.S. or host governments that have concerns,” Hanemann said.

Yet, Chinese investors may still find the U.S. market appealing “due to its high consumption levels and judicial independence,” said Liu of Georgetown University.

In 2022, Michigan beat out several other states in luring Gotion, according to the governor’s office. Keen to revive its manufacturing base, the state offered a package of incentives , including $175 million in grants and the approval of a new zone that could save the company $540 million. Local townships approved tax abatements for Gotion to build a factory to make components for electrical vehicle batteries.

In Green Charter Township, the new board dropped support for the project and rescinded an agreement that would extend water to the factory site, only to be rebuked by a U.S. district judge .

The future of the plant remains uncertain, as Moolenaar is rallying support for his bill that would prevent Gotion from receiving federal subsidies. He has accused the company of using forced labor, after congressional staff discovered links between the company and Xinjiang Production Construction Corps., a paramilitary group sanctioned by the U.S. Commerce Department for its involvement in China’s forced labor practice.

Chuck Thelen, vice president of manufacturing of Gotion North America, in recent town hall meetings called the forced labor accusations “categorically false and clearly intended to deceive.”

By allowing the Chinese company to build a plant in Michigan, it would help “onshore a technology that has been vastly leapfrogged” outside of the U.S., he said.

It doesn’t amount to “a Chinese invasion,” Thelen said. “This is a global approach, an energy solution.”

Former President Donald J. Trump is planning an aggressive expansion of his first-term efforts to upend America’s trade policies if he returns to power in 2025 — including imposing a new tax on “most imported goods” that would risk alienating allies and igniting a global trade war.

While the Biden administration has kept tariffs that Mr. Trump imposed on China , Mr. Trump would go far beyond that and try to wrench apart the world’s two largest economies, which exchanged some $758 billion in goods and services last year . Mr. Trump has said he would “enact aggressive new restrictions on Chinese ownership” of a broad range of assets in the United States, bar Americans from investing in China and phase in a complete ban on imports of key categories of Chinese-made goods like electronics, steel and pharmaceuticals.

“We will impose stiff penalties on China and all other nations as they abuse us,” Mr. Trump declared at a recent rally in Durham, N.H.

In an interview, Robert Lighthizer, who was the Trump administration’s top trade negotiator and would most likely play a key role in a second term, gave the most expansive and detailed explanation yet of Mr. Trump’s trade agenda. Mr. Trump’s campaign referred questions for this article to Mr. Lighthizer, and campaign officials were on the phone for the discussion.

Essentially, Mr. Trump’s trade agenda aims at backing the United States away from integration with the global economy and steering the country toward becoming more self-contained: producing a larger share of what it consumes and wielding its might through one-on-one dealings with other countries.

Mr. Trump, who calls himself a “tariff man,” took steps in that direction as president, including placing tariffs on various imports, hamstringing the World Trade Organization and starting a trade war with China. If he is elected, he plans a more audacious intervention in hopes of eliminating the trade deficit and bolstering manufacturing — with potentially seismic consequences for jobs, prices, diplomatic relations and the global trading system.
