Most developed and developing countries are alike because their Governments are trying all they can to improve and promote science and technology, through investments in research and development (R&D) which is not just limited to the government’s participation only. There are private and non-governmental organizations who are committed to sponsoring scientific research mostly in developing countries. Dating back, scientific research and development in Nigeria operated like other department of a ministry. The exception was that the research departments were all headed by scientists and engineers when they were established in the 1940s.

The first effort towards coordinating scientific research in Nigeria was in 1970 with the establishment of the Nigerian Council for Science and Technology [NCST]. It was charged with the responsibility of ordering national priorities in scientific research and coordinating and supervising both basic and applied research activities in the country. Two other subsidiary councils viz the Agricultural Research Council and the Industrial Research Council were established in 1971, while the Medical Research Council and the Natural Science Research Council of Nigeria were created in 1972 and 1973 respectively to assist the NCST in specific areas. Throughout the six years of the existence of the NCST there were various complaints concerning its relevance to the economic development of Nigeria. Consequently, in 1973, virtually all the research departments in the various ministries were made autonomous research institutes. These institutions are:

Welcome to the official portal of National Agricultural Extension and Research Liaison Services (NAERLS).

NAERLS is one of the 18 National Agricultural Research Institutes (NARIs) under the Federal Ministry of Agriculture and Rural Development. The Institute is responsible for development, collation, evaluation and dissemination of proven agricultural innovations and to research on extension methodologies and policy. The extension and research activities of the Institute take into account the long-term ecological, economic and social consequences of changes in rural life and linkages. These activities are conducted in partnership with NARIs, ADPs and other national and international collaborators.

Agriculture  remains the foundation of the Nigerian economy, providing employment for about 35% of Nigerians, despite the presence of oil in the country since 1958. It is also the main source of livelihood for the population.

As at June 2022, there were over 100 million farmers, over 82% of which are smallholders; the sector contributed over 24% in Q2 of 2022 (over 22% since 2005); it has a robust Research and Extension system.

The country has about 70.8 million hectares of agricultural land: distributed among arable land area of 34 million hectares, 6.5 million hectares for permanent crops, and 30.3 million hectares on meadows and pastures. Maize, cassava, cowpea corn and yam are the major crops among households. Generally, about 92% of farming households practise crop farming; 7.3% households in the south-south zone practise aquaculture, 69.3% in the northwest raise livestock.

The Agricultural Performance Surveys for 2015 to 2022 show that the Nigerian agricultural sector faces recurrent challenges of: limited access to land (average of 1.8 ha/farming household), very low level of irrigation development (less than 1% of cropped land under irrigation), limited adoption of research findings and technologies, high cost of farm inputs, poor access to credit, lack of collateral security by the farmers, inefficient input (especially fertilizer) procurement and distribution, insufficient storage facilities, poor access to markets, and more recently, effects of climate change.

The National Root Crops Research Institute, located in Umudike, Abia State, is the premier agricultural research institution in Nigeria. Its historical roots extend to an experimental farm inaugurated at Moor Plantation, Ibadan, on January 1, 1923, by the Nigerian Department of Agriculture. This initiative evolved with the establishment of the School of Agriculture in 1955. Subsequently, in 1956, these entities merged to form the Eastern Nigeria Agricultural Research and Training Station (ARTS), with its headquarters in Enugu.

ILRI’s mission is to improve food and nutritional security and to reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock — ensuring better lives through livestock. The institute’s research for development agenda addresses the complex mix of challenges and opportunities faced by small- and medium-scale livestock operators who are currently providing most of the meat, milk, eggs as well as staple cereals across the diverse mixed and pastoral husbandry systems of Africa and Asia. Such enterprises present multiple and synergistic opportunities to meet the rising demand for milk, meat and eggs; while simultaneously improving incomes, livelihoods and nutrition for poor households, strengthening adaptive capacity and resilience (especially to climate change) and alleviating the threats posted by livestock farming to human and environmental health.

The livestock challenge in Nigeria

Nigeria’s livestock sector plays a vital role in the economy, contributing about 17% of the agricultural GDP and 5% to the national GDP. However, it faces challenges that impact productivity, sustainability, and food security. Inadequate feed resources contribute to farmer-herder conflicts, while low local breed productivity and diseases hamper growth. Lack of data and inefficiencies are further hurdles. Downstream, insufficient support and extension services limit the adoption of modern techniques by livestock farmers. Coordination within livestock value chains is lacking. Addressing these issues requires better resource utilization, funding access, marketing and favorable policies. Research for alternative feed resources and indigenous breed improvement is crucial to boost productivity amid growing demand for livestock products.

The International Livestock Research Institute (ILRI) has the capacity to play a significant role in supporting Nigeria’s livestock sector through research, technical assistance and evidence-based policy frameworks. By closing production gaps and fostering sustainable growth, ILRI and its partners are helping to build resilience in Nigeria’s livestock sector and unlock its potential for a prosperous future.

In strong partnership with government agencies, the private sector and all stakeholders, ILRI has been a driving force in livestock research and development in Nigeria for over four decades . Throughout this time, ILRI has undertaken projects that remain priority areas for ongoing research and development in the country.

  • Feed Resource Development: ILRI’s focus on researching feed and forage improvement methods has led to advancements in climate-smart forage species and conservation. Ongoing research involves the evaluation of new forage species in various agroecological zones and exploring the potential of food-feed crops. ILRI also conducts research on the use of High Quality Cassava Peel (HQCP) as a partial replacement for maize in animal diets, particularly in poultry farming.
  • Livestock Genetics and Conservation: Through collaboration with partners, ILRI is working to enhance local livestock breeds using advanced breeding and genetic conservation techniques, while contributing to the preservation of valuable indigenous livestock diversity.
  • Capacity building in non-conventional feed resources: ILRI plays a pivotal role in educating stakeholders on the use of alternative feed resources in livestock feeds, notably the High Quality Cassava Peel (HQCP), a novel feed supplement derived from cassava peels that is nutritious, sustainable and cost-effective. ILRI conducts training sessions on small ruminant, poultry and cattle production to equip stakeholders with knowledge about available value chains and best practices. ILRI is also strengthening the feed landscape capacity using Near-Infrared Spectroscopy (NIRS) technology for rapid and accurate analysis of feed.
  • Policy and Advocacy: ILRI actively supports policymakers by providing technical assistance and sharing scientific evidence and recommendations for livestock-related policies, including the National Feed Policy and Livestock Master Plan. ILRI’s contributions extend beyond government collaborations, offering technical backstopping and evidence-based knowledge to numerous private and multinational organizations. Through these efforts, ILRI is fostering the development and dissemination of appropriate technologies and practices that enhance

ILRI’s ongoing initiatives encompass a diverse range of projects aimed at fostering sustainable and resilient livestock development in Nigeria.

  • High-Quality Cassava Peel (HQCP) production scaling, providing training and support to over 1,100 individuals individuals who are either starting up or intending to scale up the HQCP technology. Efforts to scale HQCP production is increasing the demand from poultry and ruminant farmers for this innovative feed resource.
  • Capacity development through specialized training in different livestock production and value chains, which are benefiting over 3,300 youths in goat production and 100 entrepreneurs in poultry production.
  • Promoting fodder potential from staple food crops such as maize and rice with partners Africa Rice and IITA. Successful efforts could lead to the availability of approximately 26.5 million tonnes of rice straw and 18.4 million tonnes of maize stover annually for livestock feed.
  • Evaluating and identifying suitable forage species such as grasses and legumes for areas with limited resources, reducing the environmental impact of livestock production and ensuring sustainable practices.
  • Assessing fodder market potential in Nigerian livestock markets, enhancing market access and efficiency for livestock farmers.
  • Supporting genetic conservation and improvement of indigenous livestock breeds like the West African Dwarf Goat and Muturu cattle, safeguarding valuable genetic diversity.
  • Assisting the USAID Feed the Future’s GAIN initiative , addressing food safety and foodborne disease issues in Nigeria’s livestock sector.
  • Analyzing demand and consumption trends of animal products in Nigeria, providing critical insights for strategic planning.
  • Facilitating the development of sustainable National Livestock transformation plans at state and national levels (Livestock Productivity and Resilience Support - LPRES), ensuring holistic livestock sector growth.
  • Developing tropically adapted local chicken breeds through the African Chicken Genetics Gains (ACGG) project, contributing to the genetic improvement of smallholder poultry production. Further investment is looking into antimicrobial usage in smallholder poultry production in Nigeria

BRIEF ABOUT NATIONAL CEREALS RESEARCH INSTITUTE, BADEGGI

The National Cereals Research Institute (NCRI) Badeggi is one of the fifteen (15) commodities Agricultural Research Institute in Nigeria under the aegis of the Federal Ministry of Agriculture and Food Security. The Institute was established by an Agricultural Research order of 1975 but has a long history dating back to 1898 when the first precursor of Department of Agriculture was established by the then British Colonial Administration as an observatory Botanical Garden in Lagos. The Department later metamorphosed in to the Federal Department of Agricultural Research, Moor plantation in 1954 and charged with the responsibility of conducting research on all agricultural crops and farming practices through out the Country. The 1975 Agricultural Research Institutes order limited the research mandate of the Institute to the problems of rice, maize, grain legumes and sugarcane as well as those of farming systems throughout Nigeria. The Headquarters of the institute remained at moor plantation, Ibadan until December 1984 when it was moved to the Institute Rice Research Station, Badeggi which is now the Headquarters. The re-organization of the Nigeria Research Institute in 1987 further changed the mandate of the Institute as well as its areas of coverage consequently, NCRI was charged with national mandate for the genetic improvement of Rice, Sugarcane, Soybean, Acha, Beniseed, and Castor throughout the country as well as Farming Systems Research and Extension in all ramifications of Agriculture within the Central Zone consisting of Nassarawa, Niger, Kwara, Kogi, Plateau, Taraba, Benue States and Federal Capital Territory, Abuja. NCRI research activities are carried out both in the Headquarters and the ten (10) Outstations located in different parts of of the country viz: Ibadan (Oyo State), Warri (Delta State), Amakama-Olokoro (Abia State), Uyo (Akwa-Ibom State), Bacita (Kwara State), Mokwa (Niger State), Birnin-Kebbi (kebbi State), Numan (Adamawa State), Yandev (Benue State) and Riyom (Plateau State) in close collaboration with both National and International Agricultural Research Institutes, Non-governmental Organization and Private Organizations. On-farm Adaptive trials are conducted multi locationally to ensure that results are adoptable in the different ecologies in the country. It is also the Zonal Coordinating Research Institute for Research Extension –Farmer-Input-Linkage- System (REFILS) of the North Central Zone.

ADMINISTRATIVE SET UP National Cereals Research Institute is an agency of the Federal Ministry of Agriculture and Food Security being supervised by Agricultural Research Council of Nigeria (ARCN), through which it is funded and coordinated respectively. It is governed by the Governing Board but Administratively headed by an Executive Director and structured into:

A. Operations :

The Institute has five Operational Technical Departments: i.   Research Operation Department (Rice, Acha, Sugarcane, Soybean, Beniseed and Castor programmes) ii. Research Outreach Department (Farming Systems Research, Extension Research and Services,  Commercialization of Research Result, Consultancy Services, Human Resources Development and Food Technology and Value Addition programmes). iii. Planning Monitoring and Evaluation Department (Budgeting, Monitoring and Evaluation and Statistics) iv. Research Support Services Department (Central Services Laboratory, Farm Management, Biotechnology and Seed Production) v. Agricultural Engineering Department (Engineering and Design, Fabrication Process (General), Mechanization and power).

B. Services Departments:

There are three Services Department i.   Administration :(Open Registry, Establishment, Welfare & Training, Pension & Records, Confidential Registery, Transport, Staff Clinic, Guest House, Maintenance and Stores) ii.  Finance and Account : (Personal Emolument, Other charges, Final Account and Cash office) iii. Information and Documentation (Library, Printing and Internet section) SERVICOM, Internal-Audit, Out-Stations management, Security, Procurement, ACTU and Public relation are also other unit under the Directorate, All the afore-mentioned Department, Program, Sections and Units are structured under the Organogram which is meant for the effective operation of the Institute's activities in compliance with the Agric. Research Council of Nigeria (ARCN) directive.

Specific Functions • Research into genetic improvement and improved production system of rice, soybean, sugarcane, acha and castor. • Socio-economics of agricultural production. • Improved processing method of the mandate crops products and • Design and/or fabrication of agricultural implement and/or equipment.

Additional Activities

  • Production of breeder and foundation seeds.
  • Organize technical and vocational courses and training of agricultural crop production in the mandate crops.
  • Provide laboratory and other technical services to the farmers, agro-based industries and needing servce.
  • Consultancy services in all areas of mandate crops.
  • Agricultural Extension services.

Brief About NSPRI

Nigerian Stored Products Research Institute (NSPRI) was established in 1948 as West African Stored Products Research Unit (WASPRU) to assess the quality of exportable crops from Nigeria, Ghana, Sierra Leone, and Gambia to United Kingdom during the colonial era. It became Nigerian Stored Products Research Institute after the independence in 1960.

The mandate of the Institute stipulates that it shall carry out research into bulk storage problems of export commodities and local food crops. In particular, it shall conduct research into: improvement and maintenance of the quality of bulk commodity crops including cocoa, groundnuts, and palm produce; improvement and maintenance of the quality of local food crops including cereals, grains, pulses, tubers and any other local commodity under bulk storage; special studies such as stored products pests, pesticide formulations and residue and mycotoxin surveys; provision of advice and training of extension workers in problems associated with stored products and materials in storage structures, new insecticides, new items of equipment and techniques; and any other related matters as may be determined from time to time by the Institute.

NSPRI is one of the Research Institutes under the supervision of Agricultural Research Council of Nigeria (ARCN) in the Federal Ministry of Agriculture and Natural Resources. The Institute’s headquarters is in Ilorin, Kwara State and zonal offices in Ibadan, Kano, Lagos, and Port-Harcourt, as well as outstations in Sapele and Maiduguri.

Key Achievements: Over the years, the Institute has conducted research on factors causing deterioration and losses in agricultural commodities after harvest and has come up with appropriate methods for mitigating their effects.

The Institute has developed proven processes and technologies for preservation of various agricultural commodities which are suitable for household level and small and medium enterprises. The developed technologies are deployed to various parts of the country using an aggressive extension approach.

Lake Chad Research Institute

Lake Chad Research Institute has the national mandate for the Genetic Improvement of Wheat, Millet, and Barley in Nigeria. It also has the mandate for the investigation of the problems of all agricultural production in the North East Agro-ecological zone of the country.

Lake Chad Research Institute (LCRI) is one of the Agricultural Research Institutes under the Federal Ministry of Agriculture and Rural Development. The Institute was established by the Research Institute (Establishment Act) Order 1975. However, the actual physical existence began in 1976, with the location of its headquarters at kilometer 5, along Gamboru-Ngala Road, Maiduguri, Borno State.

Following the re-appraisal of the mandates and functions of National Research Institutes in 1987, the Lake Chad Research Institute became a crop-based research Institute and was charged with the following research mandates as reviewed in 1994:

  • The genetic improvement of Barley, Millet and Wheat.
  • Investigation of the problems of production of all agricultural food crops grown in the broad ecological zone covered by Borno, Yobe, Adamawa, Bauchi and Gombe States, with emphasis on farming systems including integration of livestock, tree crops and agro-forestry into production systems.
  • Conduct Agricultural Extension and Research Liaison Services with the relevant Federal and State Ministries, Primary Agricultural Producers, Industries and other users of Research.

The Institute of Agricultural Research and Training (I.A.R.&T), Obafemi Awolowo University, located in Ibadan, the capital city of Oyo State, Nigeria, is a national multi-commodity Institute for research, services and training for agricultural development of Nigeria. The Research Division of the Western Region of Nigeria Ministry of Agriculture was established at Moor Plantation by the Colonial Administration in 1920 to conduct research and train lower and middle level manpower in Agriculture.  The pioneer School of Agriculture in Nigeria was established in Bora, Moor Plantation in 1921 while that of Akure was established in 1957.  The School of Animal Health and Husbandry, Ibadan was added in 1964.  The three Schools and the Research Division of the defunct Western State Ministry of Agriculture and National Resources transformed into the Institute of Agricultural Research and Training (IAR&T) Ibadan in 1969 following a Charter signed by the then Vice-Chancellor of the University of Ife (now Obafemi Awolowo University), Prof. Hezekiah Oluwasanmi (now late) and the then Military Governor of the former Western State of Nigeria, Brigadier Adeyinka Adebayo (also now late).  Institute of Agricultural Research and Training serves the needs of the Nigerian farmers in general and farmers in South-Western Nigeria in particular within the context of its integrated agricultural resources development and training strategy.

The Institute has six Substations along agro-ecological zones as follows:

  • Ilora, Oyo State                                  –           Derived Savanna
  • Ikenne, Ogun State                             –           High Rain Forest
  • Ballah, Kwara State                            –           Southern Guinea Savanna
  • Orin-Ekiti, Ekiti State                         –           Forest
  • Kisi, Oyo State                                   –           Southern Guinea Savanna
  • Ile-Ife, Osun State                              –           Forest

In addition, there are Experimental Sites at Amakama – Umuahia and Umudike (Abia State), Mokwa (Niger State) and Eruwa (Oyo State) as well as Adopted villages at Moloko-Asipa (Ogun State) and Oniyo – Ogbomoso (Oyo State) for proven technology dissemination.
